Nghe An reduces 6 departments, 31 offices, 10 public service units after restructuring the apparatus

After streamlining the provincial government apparatus, Nghe An reduced 6 departments and branches; reduced 31 offices and 10 public service units under the Department.

The Party Executive Committee of Nghe An province has approved a plan to reorganize and streamline the provincial government apparatus. The reorganization plan is implemented in accordance with the direction and guidance of the Central Government and the Provincial Steering Committee on summarizing the implementation of Resolution 18-NQ/TW.

According to the plan, 4 departments and branches will not change their functions and tasks, including: Provincial People's Committee Office, Department of Foreign Affairs, Provincial Inspectorate, and Southeast Economic Zone Management Board, which will reorganize their internal organizations.

Merge the Department of Planning and Investment and the Department of Finance, the name after the merger is the Department of Finance. After the merger, there are 11 departments (6 departments reduced) and 1 public service unit.

Merge the Department of Transport and the Department of Construction, the name after the merger is the Department of Construction. After the merger, there are 10 departments (reduced by 4 departments) and 5 public service units (reduced by 1 unit: Driving Test Center converted to joint stock).

Merge the Department of Information and Communications and the Department of Science and Technology, the name after the merger is the Department of Science and Technology. After the merger, there are 6 departments (reduced by 2 departments) and 4 public service units.

Merge the Department of Natural Resources and Environment and the Department of Agriculture and Rural Development, the name after the merger is the Department of Agriculture and Environment. After the merger, there will be 17 departments and equivalents (reduced by 5 departments and equivalents), 25 public service units (reduced by 4 units); consider transferring Pu Mat National Park from being under the Provincial People's Committee to being under the Department of Agriculture and Environment.

Merge the Department of Labor, War Invalids and Social Affairs and the Department of Home Affairs, the name after the merger is the Department of Home Affairs. After the merger, there are 10 departments (reduced by 2 departments) and 5 public service units (reduced by 1 unit).

Merge the Department of Culture and Sports and the Department of Tourism, the name after the merger is the Department of Culture, Sports and Tourism. After the merger, there are 9 departments (reduced by 4 departments) and 9 public service units (reduced by 1 unit).

Establish the Department of Ethnic Minorities and Religions on the basis of the Provincial Ethnic Minorities Committee receiving the functions, tasks, and organization of the state management advisory apparatus on religion from the Department of Home Affairs; including 4 divisions and 1 Board.

The Department of Education and Training receives the functions, tasks, and organization of the state management staff on vocational education from the Department of Labor, War Invalids, and Social Affairs; after the reorganization, there will be 9 departments (reduced by 1 department). For public service units, the units under the department will be kept intact for now and the reorganization will be carried out later.

The Department of Education and Training proposed to consider transferring 3 units: Yen Thanh Industrial - Agricultural Technical Vocational College, Nghi Loc Economic - Technical College, Vinh Economic - Technical College to be under the management of the Department; Proposed to hand over 19 District-level Vocational Education - Continuing Education Centers to the Department of Education and Training for direct management.

The Department of Health received the functions, tasks, and organization of the state management staff on social protection, children, and prevention of social evils from the Department of Labor, War Invalids, and Social Affairs. After the arrangement, there were 11 departments (reduced by 1 department), of which 3 branches were converted into departments and there were 49 public service units (reduced by 2 units).

After the reorganization, the Department of Industry and Trade has 7 departments (reduced by 1 department); receives the original status of the Nghe An Market Management Department and reorganizes it into a branch under the Department according to the general direction of the central government; has 1 affiliated public service unit.

After the reorganization, the Department of Justice has 5 departments (reduced by 1 department) and 4 affiliated public service units.

Thus, before the reorganization, Nghe An province had 21 departments, agencies, branches and equivalents. After the reorganization, there are 15 departments, agencies, branches and equivalents left, a decrease of 6 departments, equivalent to 28.57%.

The number of constituent units under the Department, after the reorganization, is 120 rooms, a decrease of 31 rooms, equivalent to 20.53%. The number of public service units under the Department after the reorganization is 187 units, a decrease of 10 units, equivalent to 5.08%.

The total number of public service units under the Provincial People's Committee before the reorganization was 12 units; after the reorganization, there were 11 units, a decrease of 1 unit, equivalent to 8.33%.

The number of constituent units of the public service unit before the arrangement was 95 departments and equivalent; after the arrangement, there were 71 departments and equivalent, a decrease of 24 organizations, equivalent to 25.26%.

For the district level, the total number of specialized agencies under the district People's Committee before the rearrangement was 257 departments and equivalent. After the rearrangement, there are 208 departments left, a decrease of 49 departments, equivalent to 19.07%.

The total number of public service units under the district-level People's Committee before the rearrangement was 1,449 units; after the rearrangement, there were 1,401 units left, a decrease of 48 units, equivalent to 3.31%.
