Assigned to manage and protect 468,281 km of land border and 82 km of coastline, in recent years, Nghe An Border Guard has proactively coordinated with local authorities and functional forces to strengthen patrolling and control on the border. Stop illegal immigration lines

Nghe An land border area has 1 international border gate, 1 main border gate, 3 secondary border gates, 4 openings and many border crossing points. The rugged mountainous terrain is a favorable condition for illegal entry and exit subjects to operate with sophisticated and reckless tricks to bypass authorities.

Typically, at 8:00 a.m. on November 29, 2024, at the exit procedure area of ​​​​Nam Can International Border Control Station (Ky Son), the on-duty crew of Nam Can International Border Control Station discovered 3 Chinese citizens with suspicious signs related to illegal entry and exit. All 3 of these people used ordinary passports and separate visas (with entry stamps from Noi Bai International Airport) to go to Nam Can International Border Control Station to complete exit procedures to Laos.

Through professional measures, the border guards identified 3 people including: Wu Liang Tuan (born in 1977), Huang MingGru (born in 1978), Lu Li Cheng (born in 1987) and 2 related people traveling in the same car, Chen Chung Sen (born in 1969), Chinese nationality and TVD, born in 1988, residing in Ninh Binh district (taxi driver) who violated the law.

After initiating a criminal case against Chen Chung Sen for the act of "Organizing others to illegally enter and exit Vietnam" as prescribed in Clause 1, Article 348 of the Penal Code, the Border Guard force handed over the case to Nghe An Police to continue investigating and expanding the case.

According to Major Le Anh Cuong - Deputy Head of the Border Guard Station of Nam Can International Border Gate: In 2024, the unit detected 22 cases/38 subjects with illegal entry and exit (an increase of 11 cases/22 subjects compared to the same period in 2023); 35 cases/48 subjects entering the country without presenting passports or travel documents (an increase of 11 cases/31 subjects compared to the same period in 2023).

According to the authorities, many people have taken advantage of the difficult life and lack of legal knowledge of the people in the border areas who are familiar with the terrain to hire guides. Because of greed, some people in the border areas have assisted in the activities of smuggling people out and into the country or organized for others to stay in Vietnam illegally.

Typically in 2024, during the patrol and control of the area in the area of ​​National Highway 16, in Na Nieng village, Tri Le commune, Que Phong district, Tri Le Border Guard Station, Drug and Crime Prevention Department (Nghe An Border Guard), Que Phong District Police, Tri Le Commune Police discovered 10 people carrying many household items, intending to go to the southern provinces to do business, showing suspicious signs.

Through inspection, it was discovered that 8 people had Lao nationality (4 adults and 4 children), without any identification papers, exit and entry papers. Through investigation, it was determined that Xong Ba Tong (born in 1999, residing in Muong Long village, Tri Le commune, Que Phong district) was the person who organized for Lao citizens to stay in Vietnam illegally, with the amount of 1.5 million VND per adult (no charge for children).

Immediately afterwards, Tri Le Border Guard Station, Nghe An Border Guard issued a decision to prosecute the criminal case of organizing for others to stay in Vietnam illegally to gain illegal profits against Xong Ba Tong.

Currently, after the Lunar New Year holiday, due to the need for jobs, the situation of people in border areas seeking to illegally enter and exit the border to work is potentially complicated. In addition to increasing patrols and controls, Border Guard units have closely coordinated with local authorities to organize many propaganda campaigns in both ethnic and common languages ​​to raise awareness of strictly complying with border regulations, implementing the signing of commitments not to illegally enter or exit the country and assist in illegal entry and exit activities for people; helping people clearly identify the tricks of brokers and organizers of illegal workers as well as the risks and legal consequences of illegal entry and exit.

Preventing violations of border regulations

Although many solutions have been implemented synchronously, with the characteristics of the province having 27 border communes in 6 districts, bordering 3 provinces of Hua Phan, Xieng Khouang, Bolikhamxay (Laos), mainly inhabited by ethnic minorities, the level of education and awareness of law compliance are still limited... every year, activities violating border area regulations are subject to administrative penalties or illegal migration and repatriation still often occur; especially for the Mong people.

In 2024, the whole province discovered 3 households/15 people, residing in Na Ngoi commune, Ky Son district, migrating to Bolikhamxay and Xieng Khouang provinces; 1 household/3 people returned to live in Tam Hop commune, Tuong Duong district.

In the maritime border area, the border guards also regularly coordinate with functional forces to patrol, control, and punish violations in the fields of national border management and protection and in the fisheries sector.

In 2024, authorities discovered 5 fishing boats of Nghe An fishermen violating foreign waters; 718 fishing boats lost connection to their journey monitoring devices. Some activities Violations of IUU fishing regulations, use of electric shocks, and prohibited fishing gear to catch aquatic products... were also discovered and strictly handled.

Typically, in November 2024, Quynh Phuong Border Guard Station (Nghe An Border Guard) discovered that 3 fishing boats of Mr. HMH, NVT and TQH (all residing in Quynh Phuong ward, Hoang Mai town) did not maintain the transmission of information to the voyage monitoring system (VMS) as prescribed for fishing boats with a maximum length of 15m to under 24m and did not comply with the inspection and control of the vehicle by competent authorities.

Based on the provisions of the law, the Provincial Border Guard Command has decided to administratively fine the three fishing boat owners 154.5 million VND/case. In particular, the violation of not maintaining the transmission of information about the fishing boat monitoring system was fined 150 million VND. In addition, two other boat owners, Mr. PVM and Mr. NVH (both residing in Quynh Phuong ward), were also fined 158 million VND/case for similar violations. In addition to the fine, the captains of the above fishing boats were also deprived of the right to use their fishing boat captain certificates and diplomas for 7.5 months.

Along with patrolling, controlling, detecting and strictly handling violations, propaganda and mobilization work for people on both sides of the border to strictly comply with legal documents on management and protection of national borders... is also carried out by units under the Nghe An Border Guard.

In 2024, the entire force coordinated to organize 578 concentrated propaganda sessions/57,495 listeners; propaganda via loudspeakers 799 times/1,332 hamlets and villages; mobile propaganda 198 times/720 hours; hung 72 billboards and posters; distributed 3,500 leaflets. Coordinated with the International Organization for Migration (IOM) to organize extensive communication on preventing and combating illegal migration to Australia by sea in Mon Son commune, Con Cuong district with 8 small group communication sessions, 2 large communication sessions, with more than 600 students and local people participating.

Many models of preventing and combating illegal immigration and emigration have been implemented with high efficiency, such as the crime reporting mailbox model; self-managed border teams, village and hamlet landmarks; self-managed river and stream boat teams; united boat teams, and safe harbors have been maintained to operate effectively.

Currently, the whole province has 114 teams, 822 people participating in self-management of border lines and landmarks; 1,060 teams, 19,414 members self-managing security and order in villages and hamlets; 100 solidarity boat teams, 858 vehicles/4,984 members; 17 safe wharves.

Thanks to good propaganda work, many households and individuals who regularly do business and produce in border areas have become "eyes and ears", promptly detecting and providing authorities with information related to territorial encroachment, violations of border regulations, and illegal entry and exit.

To improve the effectiveness of the fight against illegal entry and exit and illegal migration, Nghe An Border Guard determined to continue to coordinate with functional forces and local Party committees and authorities to promote propaganda and mobilization to raise awareness and responsibility among people in implementing the Party's guidelines and policies, the State's policies and laws and relevant international treaties.
