Comrade Hoang Nghia Hieu - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council has just signed and issued on behalf of the Standing Committee of Nghe An Provincial Party CommitteePlan No. 305 -KH/TU dated February 20, 2025thoroughly disseminate, propagate and implement Resolution No. 57 - NQ/TW, dated December 22, 2024 of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation.
The Plan of the Standing Committee of Nghe An Provincial Party Committee emphasizes the purpose of issuing the Plan to raise awareness, create unity within the Party and the political system, and consensus among the People on breakthroughs in science and technology development, innovation and national digital transformation, contributing to the successful implementation of Resolution No. 57-NQ/TW.
At the same time, focus on building and developing strongly and synchronously the fields of science, technology, innovation and national digital transformation, becoming one of the important driving forces to promote socio-economic development, ensuring national defense and security of Nghe An province in the new era.
Create a breakthrough in innovation in management, research, application of science and technology, innovation and national digital transformation; in which, focus on administrative reform in all management stages to create openness, convenience and promote creativity for research activities.
The Standing Committee of Nghe An Provincial Party Committee requested that the dissemination and propaganda of Resolution No. 57-NQ/TW must be carried out urgently, seriously, practically and effectively; focusing on innovating the content and dissemination methods to suit the practical situation of localities, agencies and units.
Each Party committee, Party organization, cadre and Party member clearly defines their functions and tasks, firmly grasps the guiding viewpoints, goals, tasks and solutions in Resolution No. 57-NQ/TW in conjunction with summarizing the implementation of Resolution No. 18-NQ/TW, dated October 25, 2017 of the 12th Party Central Committee on a number of issues on continuing to innovate and streamline the political system's apparatus to operate effectively and efficiently; enhance proactiveness and effectiveness in fighting and refuting wrong and hostile viewpoints, and wrong perceptions about breakthroughs in science and technology development, innovation and national digital transformation.
District, city, town party committees and affiliated party committees shall base on the content of Resolution No. 57-NQ/TW to organize research, dissemination and propaganda, focusing on 5 guiding viewpoints and specific goals by 2030, with a vision to 2045.
Accordingly, the Plan of the Standing Committee of Nghe An Provincial Party Committee clearly states the specific goal that by 2030, Nghe An's potential, level of science, technology and innovation will reach advanced levels in many important fields; the level and capacity of technology and innovation of enterprises will reach above the national average.
The contribution of total factor productivity (TFP) to economic growth reached over 55%. The proportion of high-tech industrial product value in processing and manufacturing industries reached at least 45%. The scale of the digital economy accounted for about 20% of the province's GRDP.
Investment in science and technology development, innovation and digital transformation strives to allocate at least 3% of total annual budget expenditure.
The number of enterprises meeting the criteria of science and technology enterprises and innovative startups increased three times compared to 2020; the rate of enterprises with innovation activities reached over 40% of the total number of enterprises.
100% of enterprises in economic zones, industrial parks, and industrial clusters apply digital technology in management, operation, production, and business on e-commerce platforms; over 80% of small and medium-sized enterprises participate in digital transformation.
Human resources for scientific research and technological development (full-time equivalent) reached 12 people per 10,000 people. The number of patent applications and patent protection certificates increased by an average of 16-18% per year, the commercial exploitation rate reached 8-10%. The PII innovation index was in the top 20 of the country.
Nghe An is among the 25 provinces and cities with the best digital transformation index in the country. 100% of work records at the provincial level, 95% of work records at the district level and 85% of work records at the commune level are processed online. Complete the construction, connection, and synchronous sharing of national databases and industry databases; effectively exploit and use digital resources and digital data.
By 2045, science, technology, innovation and digital transformation will develop steadily, contributing to the province's comprehensive, civilized and modern development; economic growth will be based on the foundation of science, technology, innovation and digital transformation. Nghe An will become the center of science and technology in the North Central region with a modern and synchronous system of technical infrastructure and equipment.
The Provincial Party Standing Committee assigned to organize a conference to disseminate the Plan and Action Program of the Provincial Party Executive Committee to implement Resolution No. 57-NQ/TW and the Plan of the Provincial People's Committee on implementing the Action Program of the Provincial Party Executive Committee to implement Resolution No. 57-NQ/TW in both direct and online forms in March 2025, connecting from the provincial level to the district and commune levels.

The Resolution is considered the "Contract 10" of the 21st century, as it lays the foundation for a new era of development, breakthrough and strong transformation of the Vietnamese people.
Dr. Nguyen Si Dung - former Deputy Head of the National Assembly Office commented: Both "Contract 10" in 1988 and Resolution 57 are breakthroughs. If "Contract 10" paved the way for a market economy in the agricultural sector, abolished the centralized bureaucratic mechanism and gave farmers autonomy in production, Resolution 57 emphasized the role of science, technology and innovation as the main driving force for economic growth.
This is a fundamental change, moving from a model based on cheap labor and natural resource exploitation to a development model based on knowledge, technology and skills suitable to the requirements of the 4th Industrial Revolution.
The next common point is empowerment and strong motivation. "Contract 10" gives autonomy to farmers, helping them to maximize their potential, thereby increasing productivity and improving their lives.
Similarly, Resolution 57 creates conditions for businesses, scientists and research organizations to freely innovate and apply new technologies. Encouraging businesses to invest in research and development (R&D) and promoting the spirit of innovative entrepreneurship will help unleash the country's enormous resources.
More importantly, both policies are strategic moves that meet the needs of the times. "Contract 10" was born in the context of the country's food shortage, economic crisis and need for a solution to survive and develop. In contrast, Resolution 57 is a strategic preparation in the context of globalization and the Fourth Industrial Revolution, when science and technology, artificial intelligence and big data are shaping the world economy.
In short, Resolution 57, like "Contract 10", has the potential to realize national aspirations. If "Contract 10" helped Vietnam escape poverty and become a strong agricultural exporter, Resolution 57 aims to turn Vietnam into a developed country by the mid-21st century, with science, technology and innovation as pillars.
