Breakthrough from transforming key and complicated areas of security and order in Nghe An
With the drastic participation of Party committees, authorities at all levels and functional forces, from 2019 to present, the work of transforming key areas in Nghe An province has had many changes. Thereby, contributing to promoting the economic and social development of the province.
The whole political system is involved.
Nghe An has been identified by the Government and the Ministry of Public Security as one of the key areas for security and order in the country. Before June 2019, the whole province had 182 communes, wards and towns that were considered key areas for social order and safety.
On September 27, 2019, the People's Committee of Nghe An province issued the Project "Transforming key and complicated areas in terms of social order and safety in the period of 2019 - 2030"; requiring all sectors and levels to synchronously and drastically deploy solutions to effectively put the project into practice.
In addition, the Provincial People's Committee has directed the Provincial Police to accelerate the implementation of the policy of deploying regular police to communes; launching forces to participate in protecting security and order at the grassroots level simultaneously in districts and cities.
The movement "All people protect national security" in the areas implementing transformation has been vigorously implemented by Party committees, authorities in coordination with functional forces with many new models and good practices.

From 2019 to present, the whole province has built 25 new models, of which 2 models have been replicated nationwide by the Ministry of Public Security, including the model of building the Project "Border communes clean of drugs" and the model of "Skilled mass mobilization in the work of eliminating key areas of complicated security and order" in Dien Bich commune, Dien Chau district (from December 1, 2024, merged with Dien Ngoc commune to become Ngoc Bich commune).
Before 2020, Dien Bich commune (old), now Ngoc Bich commune, was known as a hot spot for security and order in Dien Chau district (drugs, gambling, public disorder...).
Faced with the above situation, in June 2020, the Party Committee, People's Committee, and Police of this commune built a model of "Strengthening propaganda, disseminating legal education, and promoting emulation in skillful mass mobilization". The purpose is to soon bring the commune out of the key commune, complicated in security and order. First of all, propaganda work is carried out in many forms, aiming to raise awareness and promote the role of each citizen in detecting and denouncing crimes.

Within 3 years, the people of Dien Bich commune (old) and Ngoc Bich commune now have provided 63 valuable sources of information. Thereby, helping the authorities investigate and handle many cases of property theft; causing injuries, disturbing public order; gambling, buying, selling, storing, and illegally using drugs.
Thanks to that, social evils have decreased significantly over the years. Drug rehabilitation and sending people to educational facilities and reform schools have achieved high results. The local government and the commune police force also attach great importance to reintegrating people into the community; in addition to calling for support of 18 million VND for vocational training/subject, they also coordinate with local businesses to create jobs for these subjects.

Through “Smart Mass Mobilization”, many models to ensure security and order have been effectively implemented. Typical models include “Fire prevention and fighting at the grassroots level”; “People’s patrol”; “Security cameras” with a system of public cameras and hundreds of household cameras...
With the efforts of the entire political system, from 2022, Dien Bich commune (old) and Ngoc Bich commune will be removed from the list of key communes with complex security and order issues. This is also a premise for this coastal commune to continue to maintain security and order, promoting economic and social development after the merger.

In other localities, the work of building and consolidating the core force to ensure security and order has received attention with 642 self-management boards and self-management teams on security and order in hamlets, villages, and neighborhoods with 4,411 members. In addition, from 2019 to present, in 139 localities that have been and are being transformed, the police force has investigated and clarified 532/574 cases of violations of social order, reaching a rate of 92.6% (of which very serious and especially serious cases reached 100%); arrested 276 drug-related crimes; 302 economic and environmental crimes and violations; arrested 22 wanted subjects, evading execution of sentences; eliminated and disbanded 21 criminal gangs; 120 complicated points of social evils, contributing to stabilizing the locality.
Local authorities and functional forces also do a good job of ensuring social security, supporting and resolving people's living difficulties, especially for groups at high risk of committing crimes... to limit the causes and conditions for crime to arise.
Positive change
With drastic and flexible measures, the security and order situation in key and complicated communes, wards and towns has had many positive changes; crimes and law violations have been controlled.
From 2019 to present, the whole province has put 139 commune-level areas into the transformation, including 15 key areas with complicated social order and drugs; 13 key areas with complicated drugs; 111 key areas with complicated social order.

By the end of 2023, the Provincial People's Committee had recognized the transformation of 127 communes. Most of the localities effectively fought against drug crimes; the situation of drug abuse and the number of drug addicts tended to decrease compared to before the transformation. In particular, after implementing the Project to build a drug-free commune (in 100% of the localities subject to transformation, there were 1,587/1,587 drug addicts with management records, accounting for 16% of the total number of drug addicts with management records in the whole province).
In 2024 alone, the whole province will have 12 communes included in the transformation implementation, as a result, 11 communes will be successfully transformed, removed from the list of key complex areas in terms of social security (according to Decision 248QD/UBND dated January 24, 2025 of the Provincial People's Committee).
The previously successfully transformed areas were all areas with complicated social order and security in the localities.

A typical example is Luong Minh commune, which is a "hot spot" for drugs and complicated security and order in Tuong Duong district. To remove the commune from the hot spot list, since 2020, the commune Party Committee has issued a thematic resolution to build "drug-free villages"; starting with Ca Moong, Xop Chao, and Minh Tien villages.
After Nghe An Police issued the Project to build "Narcotics-free border communes"; Tuong Duong District Party Committee Standing Committee issued Resolution No. 05-NQ-HU on implementing the construction of "Narcotics-free communes and towns", Luong Minh Commune Party Committee and People's Committee continued to direct the entire political system to coordinate with the Commune Police force to deploy and expand "Narcotics-free villages and hamlets" in 10/10 hamlets.

According to Mr. Vi Hong Duong - Secretary of the Party Committee of Luong Minh commune: Along with the participation of the entire political system, it is necessary to mention the "core" role of the regular commune police force that has coordinated with functional agencies to successfully break many major drug cases, contributing to bringing Luong Minh commune out of the complicated drug area.
Don't be passive, surprised, or have hot spots.
According to the assessment of the Provincial People's Committee, after more than 5 years of implementing the Project "Transforming key and complicated areas in terms of social order and safety" (2019-2024), there are still some areas with complicated points and drug retail points that have not been completely eliminated.
Some areas still have many drug addicts and illegal drug users. The crime situation and violations related to "black credit" in some areas are still latent. Some areas that have not been successfully transformed must continue to transform next year.
For example, in 2024, Cam Lam commune (Con Cuong) failed to successfully carry out the transformation and was required to continue the transformation in 2025 along with two other key communes with complicated social order and safety issues: Tien Phong commune (Que Phong) and Thanh Lam commune (Thanh Chuong).

To achieve the goal of completing the transformation task for the remaining 55 communes in the period of 2025 - 2030, the Provincial People's Committee requires all levels, sectors and localities to: Strengthen and improve the effectiveness of the Steering Committee for Crime Prevention and Social Evils and build a movement for the entire people to protect national security from the province to the grassroots level, in order to mobilize the strength of the entire political system and the entire people in crime prevention and control.
Continue to strengthen the situational awareness, promptly detect and advise on resolving emerging security and order situations at the grassroots level, especially in key, complicated and special areas, to avoid being passive, surprised, or creating security and order hotspots.
The Provincial People's Committee also requested authorities at all levels and functional sectors to link the implementation of the policy of transforming key areas with complex social order and safety issues with the movements of "All people unite to build new rural areas and civilized urban areas" and "All people unite to build a cultural life" in the locality.
