Provincial Party Secretary Nguyen Duc Trung: Innovating the mindset of medical examination and treatment towards proactively providing regular health care for people

On February 26, on the occasion of the 70th anniversary of Vietnam Doctors' Day, Comrade Nguyen Duc Trung - Secretary of the Provincial Party Committee visited and congratulated cadres, civil servants, doctors, nurses, staff and workers in the health sector.

The delegation included comrades: Ngoc Kim Nam - Member of the Standing Committee, Head of the Provincial Party Committee's Propaganda and Mass Mobilization Commission; Bui Dinh Long - Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee; Nguyen Dinh Hung - Member of the Provincial Party Committee, Chief of the Provincial Party Committee Office; Le Thi Hoai Chung - Member of the Provincial Party Committee, Director of the Department of Health; and leaders of Vinh city and Nghi Loc district.

Provincial Party Secretary Nguyen Duc Trung and his delegation visited, congratulated, presented flowers, and sent the best wishes to the cadres, civil servants, public employees, and workers in the Department of Health in particular and the provincial health sector in general on the occasion of the 70th anniversary of Vietnam Doctors' Day.

The Provincial Party Secretary emphasized that the health sector has a very important role and position, and is cared for and honored by the whole society; medicine is a noble profession. Celebrating Vietnam Doctors' Day is an occasion for those working in the health sector to feel proud, but also an occasion for everyone to look back and see how to be worthy of President Ho Chi Minh's teachings: A good doctor is like a mother; building a health system that meets the needs of the people.

Praising, appreciating, recognizing and expressing gratitude for the efforts, attempts and results that the provincial health sector has achieved in recent times, the Provincial Party Secretary said that since the beginning of the term, the province has faced many difficulties, especially the impact of the Covid-19 pandemic.

In that context, the Department of Health has affirmed its role, especially its advisory role to the Provincial Party Committee, People's Council, and Provincial People's Committee in directing, managing, and developing health care, contributing to the overall development of the province.

The Department of Health has done a good job of directing medical facilities to carry out the task of health care and medical examination and treatment for the people. Many medical facilities have applied and utilized advanced techniques and specialized techniques; we are very proud that some hospitals have become the final hospitals in medical examination and treatment in the North Central region.

The health sector is also at the forefront of administrative reform, reducing administrative procedure time, applying digital transformation, shifting from conventional management to smart management and smart governance. The rate of electronic medical records and cashless payments in health facilities has reached nearly 50%. Remarkable results have been achieved in scientific research activities.

Sharing the difficulties that the industry has been facing in recent times, the Provincial Party Secretary said that Nghe An is a province with a large area, a large population, and many difficult conditions. Therefore, solving those difficulties requires a roadmap, with priorities, in accordance with actual conditions.

The Provincial Party Secretary emphasized that the development goal of the health sector in the spirit of Resolution 39 of the Politburo is to build Nghe An into a health center of the North Central region, develop the health system of Vinh city into the core of the regional specialized health center, and build a number of hospitals into special-class and end-line hospitals of the region.

Pointing out the 12 tasks assigned by General Secretary To Lam to the health sector nationwide, the Provincial Party Secretary said that there are tasks suitable for the Nghe An health sector. In the coming time, the provincial health sector needs to closely follow the policies and guidelines of the Ministry of Health and the province's direction to continue advising and implementing state management of health in the spirit of innovation in thinking, approach and method.

The Provincial Party Secretary said that in the past, the health sector has mainly focused on medical examination and treatment. In the coming time, the sector needs to pay special attention to preventive medicine, disease prevention, proactively provide regular health care for people, to reduce the number of sick people, reduce the number of people having to go to the hospital for examination and treatment.

The development of the health system has been fully planned, but to implement the plan, more attention and priority selection are needed. In particular, special attention should be paid to planning the development of the grassroots health network. Because currently, the grassroots health system is still very difficult, especially in mountainous areas, remote areas, and ethnic minority areas.

In the current period, along with the whole country, the province is implementing a revolution to reorganize and streamline the organizational apparatus with higher and stronger requirements. Therefore, the health sector must be proactive in implementing when the Central's orientations are deployed.

The Provincial Party Secretary also requested the health sector to find solutions to continue mobilizing more resources; effectively implementing administrative reforms; and removing obstacles and difficulties in bidding and purchasing drugs and medical supplies.

Pay attention to implementing preferential policies and developing human resources for the industry; raise awareness, attitude and responsibility of medical staff, doctors and workers in the industry; innovate technology in management and administration; have mechanisms and implement inspection and examination work to promptly point out shortcomings and limitations for overcoming and providing guidance for better implementation.

Provincial Party Secretary Nguyen Duc Trung hopes that in the coming time, the health sector will continue to promote the achieved results, overcome difficulties, and excellently carry out and complete the sector's tasks.

Visiting and congratulating Nghe An Oncology Hospital - the unit assigned by the Ministry of Health to be the final line in the North Central region, Provincial Party Secretary Nguyen Duc Trung expressed his joy, acknowledged and praised the important and great results of the hospital and expressed gratitude for the contributions of the team of doctors, nurses, staff and workers of the hospital in the past time.

From the difficulties when it was first established, after 15 years of development, Nghe An Oncology Hospital now has a very large scale, including 45 departments/rooms and 1 center, 1,282 officers and employees; equipment and basic facilities meet the requirements; can perform many advanced and specialized techniques...

Nghe An Oncology Hospital is the first unit in the North Central region to be granted the certificate of "Good Clinical Practice (GCP)" by the Department of Science, Technology and Training - Ministry of Health according to international standards; implementing the first electronic medical record of Oncology in the country. The hospital strives to develop into a special-class Oncology hospital in the near future.

Sharing the hospital's difficulties in terms of resources, equipment, and facilities, Provincial Party Secretary Nguyen Duc Trung hopes that, in addition to the province's attention, the hospital needs to gradually try to solve, on the basis of priority, selecting key issues, to ensure better medical examination and treatment for the people.

Recognizing that Nghe An Oncology Hospital is the first unit among the province's medical facilities to implement and complete the assigned goal in Resolution 39 of the Politburo, which is to become the final hospital of the North Central region, the Provincial Party Secretary suggested that in the coming time, the hospital needs to promote even better, higher, and higher quality the tasks of a final specialized hospital; promote the reception of high-tech and specialized techniques from the Central level, and transfer techniques to the grassroots level.

In particular, in the work of medical examination and treatment, we must change our thinking and approach in the direction of not taking the number of patients as an achievement, but taking the quality of people's health as the goal, reducing the number of patients. Change the thinking of focusing on medical examination, treatment, and cure, to the thinking of improving preventive medicine work, proactively taking care of people's health with the view of disease prevention rather than cure.

Continue to improve medical ethics and service attitude; research treatment policies, improve the lives of staff, doctors, nurses and workers. Hospital doctors and nurses must be dedicated, close, sharing, respectful, and not discriminate against patients. Mobilize resources to continue completing facilities and equipment, and promptly put the Oncology Hospital Phase 2 project into effective operation.

Provincial Party Secretary Nguyen Duc Trung also requested the hospital to continue researching financial mechanism reform, increasing the application of new technology, digital transformation in treatment, medical examination and treatment, deploying smart hospital operations, management and administration to make it most convenient for people to come for medical examination and treatment.

In order for the Oncology Hospital to operate effectively, the Provincial Party Secretary requested Vinh City to pay attention to site clearance so that the second phase of the hospital can be completed soon. The hospital should pay attention to prioritizing the completion of infrastructure outside the hospital and managing security and order when the hospital is in operation.

Next, Provincial Party Secretary Nguyen Duc Trung visited, congratulated, acknowledged the results achieved by Nghe An Lung Hospital and expressed gratitude for the contributions and efforts of the team of doctors, medical staff, and workers of the hospital in the past time.

After 68 years of establishment and development, Lung Hospital has a team of 394 cadres, doctors, medical staff, and employees, relatively meeting the requirements of medical examination and treatment for the people. The hospital has also gradually absorbed and implemented specialized techniques in medical examination and treatment.

Sharing the difficulties the hospital is facing, Provincial Party Secretary Nguyen Duc Trung suggested that in the coming time, the hospital focus on mobilizing resources to develop Nghe An Lung Hospital into a specialized hospital at the end of the North Central region.

To achieve the above goal, the Provincial Party Secretary requested the Lung Hospital to pay attention to performing well the functions and tasks of a specialized respiratory hospital.

In particular, hospitals need to change their mindset from focusing on medical examination and treatment to improving preventive medicine and improving people's health with the spirit of prevention rather than treatment, so that fewer people get lung disease and fewer people have to go for examination and treatment.

The hospital needs to continue to pay attention to improving the medical ethics, awareness, and service attitude of the staff, doctors, nurses, and employees in the hospital, so that people who come to see a doctor or get treatment are cared for, respected, and close. Continue to mobilize resources to upgrade and renovate facilities and equipment to better serve the medical examination and treatment of the people.

Pay attention to reforming financial mechanisms, applying new technologies, digital transformation in the process of administration, examination, treatment, and implementation of smart hospitals; reform administrative procedures to serve people fastest and best; pay attention to the lives of officials, civil servants, doctors, and workers to feel secure in serving the people.

Provincial Party Secretary Nguyen Duc Trung also requested the Provincial People's Committee, Department of Health, and Vinh City to pay attention to supporting resources and conditions for the Lung Hospital so that the hospital can soon achieve the goal of becoming a specialized hospital at the end of the North Central region.

Also in the working program, Provincial Party Secretary Nguyen Duc Trung visited, congratulated and highly appreciated the results that the team of doctors and staff of Nghi Truong Commune Health Station (Nghi Loc district) achieved in the past time.

Although it is a grassroots medical unit, Provincial Party Secretary Nguyen Duc Trung said that the doctors and staff of Nghi Truong Commune Health Station have the right to be proud of being the medical staff closest to the people, helping people have better health. Sharing and acknowledging the difficulties of Nghi Truong Commune Health Station, the Provincial Party Secretary requested the Nghi Loc District Health Center and Thinh Truong Commune to pay attention to directing and guiding the organization of merging the two health stations of Nghi Truong and Nghi Thinh (old) communes, completing the model of Thinh Truong Commune Health Station.

Emphasizing the tasks of commune health stations directly linked to preventive medicine work, the Provincial Party Secretary requested the station to innovate its thinking, increase propaganda, and guide people on disease prevention measures and health improvement.

Raise awareness, responsibility, and attitude in the process of contacting, examining, and consulting people, because in the coming time, the role of the grassroots health system is very important in health care and medical examination and treatment for people.

Despite many difficulties, Nghi Truong Commune Health Station also needs to proactively apply new management forms, new technologies, especially digital transformation applications in organizing primary medical examination and treatment, and health care for people at the grassroots level.

Besides, the health sector, Party committees, authorities and stations need to pay attention to improving working conditions, facilities and remuneration so that grassroots health workers can work with peace of mind.
