The Ministry of Public Security takes over state management of drug addiction treatment and post-treatment management from March 1.
On February 26, the Ministry of Public Security held a national online conference on transferring the task of state management of drug addiction treatment and post-treatment management from the Ministry of Labor, War Invalids and Social Affairs to the People's Public Security force.

The report at the Conference stated: Implementing the plan to reorganize and streamline the apparatus of Ministries, ministerial-level agencies, and Government agencies, the state management function of drug addiction treatment and post-drug addiction treatment management has been transferred from the Ministry of Labor, War Invalids and Social Affairs to the Ministry of Public Security.
Up to now, the Ministry of Public Security has completed the Project "Receiving the task of state management on drug addiction treatment and post-treatment management from the Ministry of Labor, War Invalids and Social Affairs to the Ministry of Public Security". Accordingly, immediately after receiving the direction from the Ministry of Public Security, the Provincial Police advised the Provincial People's Committee to assign the Provincial Police to preside over the organization of work with the Department of Labor, War Invalids and Social Affairs, relevant departments, branches, localities and 8 drug rehabilitation facilities to discuss and agree on the necessary preparations to serve the transfer of drug rehabilitation functions to the Provincial Police.
Direct the Provincial Police to preside over and coordinate with departments, branches, localities and drug rehabilitation facilities to conduct surveys, develop plans for arrangement and handover of facilities, equipment, vehicles, houses, land, works attached to land, projects under investment and construction, financial work, staff organization and other professional tasks; closely coordinate with the Department of Home Affairs, drug rehabilitation facilities and managing units to grasp the capacity, qualifications, professional quality and work aspirations of officers and employees working at drug rehabilitation facilities for consideration and resolution.
The Department of Finance coordinates and guides the work of inventorying, processing, handing over, receiving finance, budget, assets, and accounting at drug rehabilitation facilities. Research, advise and propose plans to adjust the local budget estimate for 2025 in accordance with the new organizational model.
The provincial police have sent eight working groups to drug rehabilitation facilities to study and research management methods and operations of the rehabilitation facilities, ensuring that they can carry out their tasks immediately after receiving them.
Up to now, the Provincial Police have fully prepared the contents and conditions to organize the ceremony to receive and hand over the state management function of drug addiction treatment and post-treatment management to the Provincial Police.

Concluding the Conference, Minister Luong Tam Quang emphasized that from 0:00 on March 1, 2025, the Ministry of Public Security will begin to implement the state management function on drug addiction treatment and post-treatment management from the Ministry of Labor, War Invalids and Social Affairs. In localities or drug addiction treatment facilities that are currently managed by other organizations and sectors, they will be transferred to the provincial-level Public Security to receive and perform this task.
After the drug rehabilitation facilities are transferred to the management of the Public Security sector, it is recommended that the People's Committees of localities continue to maintain support policies and regimes and report to the People's Councils to continue maintaining support policies and regimes for police officers, civil servants, workers and drug prevention and control work according to their authority...
In the immediate future, it is recommended that the People's Committees of localities direct the Public Security sector so that the two sides can effectively receive and hand over the facilities, and continue to put the rehabilitation facilities into operation from March 1. At the same time, direct departments and branches to organize meetings and encourage cadres, civil servants, public employees, and workers working at the rehabilitation facilities to reach consensus and promote responsibility.
