Nghe An has 38 large energy consuming facilities that must inventory emissions.

By March 10, 2025, 38 facilities with large energy consumption in the area must submit a facility-level greenhouse gas inventory report for the period 2024-2025.

According to a representative of the Department of Agriculture and Environment of Nghe An, the above requirement comes from the provisions of the Law on Environmental Protection 2020; Decree No. 06/2022/ND-CP of the Government as well as Circulars and Guidelines of the Ministry of Natural Resources and Environment on reducing greenhouse gas emissions and protecting the ozone layer, responding to climate change.

In Decision No. 13/2024/QD-TTg dated August 13, 2024 of the Prime Minister promulgating the list of sectors and establishments with high energy consumption in the period of 2024-2025, corresponding to the large greenhouse gas emissions that must be inventoried for reporting, there are 2,166 establishments with high energy consumption. Of which, the Industry and Trade sector accounts for the largest proportion with 1,805 establishments; the Transport sector has 75 establishments; the Construction sector has 229 establishments and the Natural Resources and Environment sector has 57 establishments.

In Nghe An, according to the Prime Minister's approval for the 2024-2025 period, there are 38 establishments with high energy consumption (TOE) and must conduct a greenhouse gas inventory at the grassroots level, an increase of 9 establishments compared to the 2022-2023 period. Of which, the Industry and Trade sector has 23 establishments, the Natural Resources and Environment sector has 1 establishment; the Construction sector has 5 establishments and the Transport sector has 8 establishments.

Currently, the facility with the largest energy consumption in Nghe An province is Song Lam 1 Cement Factory, belonging to The Vissai Group in Bai Son Commune, Do Luong District with 367,090 TOE; the second largest energy consumer is Nghi Yen Solid Waste Treatment Complex (Nghi Loc) with 182,500 TOE; followed by cement factories, steel and corrugated iron factories, textile factories, transportation factories, plastic and food processing factories, etc.

Facilities must submit reports before March 10, 2025 for appraisal; at the same time, they must complete the greenhouse gas inventory report and send it to the Ministry of Natural Resources and Environment.
