The Standing Committee of Nghe An Provincial Party Committee gave its opinion on the Propaganda Plan to implement Conclusion 123-KL/TW
The Provincial Party Standing Committee listened to and commented on the Propaganda Plan to implement Conclusion 123-KL/TW, dated January 24, 2025 of the Party Central Committee on the Supplementary Project on socio-economic development in 2025 with the growth target of 8.0% or more.
On the afternoon of March 10, under the chairmanship of comrade Hoang Nghia Hieu - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, the Standing Committee of the Provincial Party Committee held a regular meeting for February 2025.
Attending the meeting were members of the Provincial Party Standing Committee: Vo Thi Minh Sinh - Chairwoman of the Provincial Fatherland Front Committee, Head of the Provincial National Assembly Delegation; Le Duc Cuong - Head of the Provincial Party Organization Committee; Pham Trong Hoang - Chairman of the Provincial Party Inspection Committee; Ngoc Kim Nam - Head of the Provincial Party Propaganda and Mass Mobilization Committee; Nguyen Nam Dinh - Permanent Vice Chairman of the Provincial People's Council; Major General Bui Quang Thanh - Director of the Provincial Police; Colonel Phan Dai Nghia - Commander of the Provincial Military Command; Phan Duc Dong - Secretary of the Vinh City Party Committee; and leaders of departments, branches and sectors.
The Provincial Party Standing Committee listened to and commented on the Propaganda Plan to implement Conclusion 123-KL/TW, dated January 24, 2025 of the Party Central Committee in the province.
On January 24, 2025, the Party Central Committee issued Conclusion No. 123-KL/TW on the Supplementary Project on socio-economic development in 2025 with a growth target of 8.0% or higher. Based on the conclusion, the Standing Committee of the Provincial Party Committee assigned the Provincial Party Committee's Propaganda and Education Commission to advise on developing a propaganda plan in the province.
According to the leader of the Provincial Party Committee's Propaganda and Mass Mobilization Department, the draft plan has a structure and content consisting of 4 main sections: Purpose and requirements; Propaganda content, including: Content of Conclusion No. 123-KL/TW of the Party Central Committee; Content of Plan No. 126 dated February 28, 2025 of the Provincial People's Committee on implementing Conclusion No. 123-KL/TW of the Party Central Committee; Propaganda form and Implementation organization.
According to Plan No. 126 of the Provincial People's Committee, the goal is to develop a quarterly GRDP growth scenario for Nghe An province in 2025 to ensure the growth target for the whole year of 2025 reaches 10.5%, striving to achieve the highest results of the targets of the 5-year socio-economic development plan 2021-2025 and the Resolution of the 19th Provincial Party Congress; contributing to the successful implementation of the country's overall growth target in 2025 (8% or more); creating a solid foundation to achieve double-digit growth rate in the period of 2026 - 2030.
The plan also identifies key tasks and solutions for each provincial department, branch, and People's Committee of districts, cities, and towns; enhances the role and responsibility of the head of each agency and unit in thoroughly grasping and seriously implementing the assigned tasks to strive to complete the assigned goals.
To achieve the growth target of 10.5%, the Provincial People's Committee forecasts growth scenarios for each sector: Industrial - construction sector increases by 15.02% (industry alone increases by 17.54%); Service sector increases by 9.61%; Agriculture, forestry and fishery sector increases by 5%; at the same time, it identifies 6 general guiding tasks and solutions and specific tasks and solutions for each sector and field.
Concluding this content, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council Hoang Nghia Hieu emphasized that the province is currently carrying out the task of restructuring the apparatus in the direction of: "Refined, compact, strong, effective, efficient, effective" and continuing to implement the conclusions of the Politburo and the Secretariat.
The Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council requested the Provincial Party Committee's Propaganda and Mass Mobilization Commission to clearly identify that the content in Conclusion No. 123-KL/TW of the Party Central Committee is the orientation and determination of the whole country, while the main propaganda content is the tasks and solutions according to Plan No. 126 of the Nghe An Provincial People's Committee on the province's growth target of 10.5% in 2025.
In addition, the propaganda plan needs to include the content of Conclusion No. 456 dated December 5, 2024 of the Provincial Party Executive Committee on the socio-economic, defense, security, and foreign affairs situation of 2024 and the directions and tasks of 2025.
Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council Hoang Nghia Hieu also proposed to regularly promote the propaganda work of outstanding results of the country and the province in every quarter, 6 months, year and term to resolutely implement tasks and solutions for socio-economic development in the coming time.
In particular, pay attention to analyzing and forecasting the world, domestic and provincial situations to strongly propagate the tasks and solutions for Party building and rectification; propagate the Party Congresses at all levels for the 2025-2030 term and the 14th National Party Congress.
Promote decentralization and delegation of power to meet the requirements of the revolution in organizing the apparatus; be resolute and highly determined in directing and operating, clearly assigning people, tasks, responsibilities, progress, and results to implement policies and regulations, overcome and handle the situation of pushing and avoiding in performing public duties; protect cadres who dare to think, dare to do, dare to take responsibility for the common interest.
The Provincial Party Committee's Propaganda and Mass Mobilization Commission will soon complete the draft to submit to the Provincial Party Committee's Standing Committee for signing and promulgation.
