That was the direction of comrade Hoang Nghia Hieu - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council at the inspection of the implementation of the Program to mobilize and support the construction of houses for people with meritorious services, the poor, and people with difficult housing circumstances in Ky Son district.
On the afternoon of March 11, the working delegation of Steering Committee 1838 of Nghe An province, led by Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council Hoang Nghia Hieu, inspected the implementation of the Program to mobilize and support the construction of houses for people with meritorious services, the poor, and people with difficult housing circumstances in Ky Son district.
The delegation included Comrade Vi Van Son - Member of the Provincial Party Committee, Director of the Department of Ethnic Minorities and Religions, and representatives of the Provincial Party Committee Office, the Provincial Fatherland Front Committee, the Department of Agriculture and Environment, the Department of Finance, and the Department of Construction.
Efforts of poor district
During the working program, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council Hoang Nghia Hieu and the working delegation visited and inspected the construction of a house for Mr. Lo Van Vieng's family residing in Ba village, Huu Kiem commune.
As a near-poor household with housing difficulties, in 2024, Mr. Vieng's family received 40 million VND in support from the National Target Program for Poverty Reduction. With the support of the Vietnam Fatherland Front and savings and loans, he built a house worth 100 million VND. Currently, the house is home to 3 generations.

The delegation also visited several other families supported by Program 1838 in Huu Kiem commune and Muong Xen town.
The family of Mrs. Nguyen Thi Tan in Block 4, Muong Xen town is a policy family, supported with 30 million VND from the Program to support people with meritorious services to repair their house. Currently, Mrs. Tan is proposing to be supported at the level of new construction because the old house is almost completely damaged and difficult to repair.

The provincial delegation presented gifts, visited the families, listened to their thoughts and wishes. The head of the delegation, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council Hoang Nghia Hieu, requested the locality and related departments and branches to strengthen coordination, balance finances, and support capital sources, creating favorable conditions for families to build and repair houses on schedule.
The provincial delegation worked with the leaders of Ky Son district, listening to the district Steering Committee 1838 report on the implementation of the Program to mobilize and support the construction of houses for people with meritorious services, the poor, and people with difficult housing circumstances in the area.

The whole Ky Son district has 17,137 households with 84,611 people, of which 16,556 are ethnic minority households with 81,881 people, accounting for 96.7%. The total number of poor households in the district is 7,693 households with 41,184 people (accounting for 44.89%), near-poor households are 4,092 households with 20,381 people (accounting for 23.88%).
Implementing the Program to mobilize and support the construction of houses for people with meritorious services, the poor, and people with difficult housing circumstances in the area, the District Party Committee - People's Council - People's Committee - Fatherland Front Committee of the district focused on leading, directing and mobilizing the participation of the entire political - social system, closely coordinating between relevant district-level departments, agencies and branches, creating synchronization and unity.
The Steering Committee of Program 1838 of Ky Son district has mobilized and effectively integrated socialized resources with National Target Programs to focus on eliminating dilapidated and temporary housing for poor households and households with housing difficulties in the district.
Accordingly, in the period of 2023 - 2024, the total housing demand under the 4 Programs of Ky Son district is 3,902 houses, of which 3,400 houses need to be newly built and 502 houses need to be repaired. From 2023 - 2024, The district has built and repaired 2,834 houses (2,636 new houses, 198 houses repaired), of which: The housing construction and repair program according to the province's Program 1838 is 2,068 houses; the National Target Program for Ethnic Minorities and Mountainous Areas is 113 houses; the National Target Program for Poverty Reduction is 653 houses.

In early 2025 (from February 3, 2025 to March 6, 2025), Steering Committee 1838 of Ky Son district continued to start construction of 398/1,068 houses, of which 163 houses were completed, bringing the total number of houses built and repaired for meritorious people, the poor, and people with difficult housing circumstances in the area to 2,997 houses, reaching 76.81% of the program progress.
More determined, better results
Speaking at the meeting, comrade Hoang Nghia Hieu - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council highly appreciated the results of the implementation of the Program to mobilize and support the construction of houses for people with meritorious services, the poor, and people with difficult housing circumstances in the border district of Ky Son.

The District Steering Committee has closely followed the leadership and direction of the Provincial Steering Committee, issued many documents, provided specific and serious instructions on implementation, propagated, mobilized, and called for resources to support the Program in the locality, which was regularly and continuously deployed, and effectively used information systems and social networking sites to widely disseminate.
The Steering Committees at district and commune levels have been active and proactive in reviewing and approving the list of support needs for building and repairing houses for the poor, people in difficult circumstances, and policy families in the area.

The Standing Deputy Secretary of the Provincial Party Committee also emphasized the common problems in many localities, including Ky Son district, when implementing the Program to mobilize and support house construction for meritorious people, the poor, and people with difficult housing circumstances, such as: Inaccuracies in identifying, reviewing, and classifying needs for house construction support; not regularly reporting on implementation progress; mobilizing and calling for socialized resources are still limited;...
To achieve the set goals, comrade Hoang Nghia Hieu suggested that the locality and the District Steering Committee 1838 need to develop a specific plan, clearly defining the completion roadmap in the spirit of "5 clear: Clear people, clear work, clear responsibility, clear time, clear results", attaching the responsibility of local and unit leaders in completing the program.

Currently, all levels are implementing the organizational restructuring according to the direction of the Politburo, Resolution 18 of the Central Executive Committee, the Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council requires localities and relevant departments and branches to direct more drastically, regularly, and seriously; Regularly update the implementation progress, report the results to the Provincial Steering Committee according to regulations. At the same time, frankly criticize, reprimand, and even discipline cadres, party members, and heads of grassroots party organizations who are negligent, shirk responsibility, and shirk responsibility in leading and directing the implementation of the program.
Comrade Hoang Nghia Hieu noted that, in addition to continuing to mobilize resources to build and support housing, the District Steering Committee 1838 needs to focus on mobilizing and calling for resources to further support families in purchasing household appliances, etc. Mobilizing local forces and communities to join hands to support those who build and repair houses. In particular, paying attention to the customs and practices of local people to develop a suitable implementation roadmap.

In addition, continue to review and clearly identify each source of capital, proactively propose and coordinate with superior agencies to ensure funding sources for implementation. During the implementation process, if there are any problems, promptly report to the Provincial Steering Committee for consideration and handling.
Comrade Hoang Nghia Hieu also noted that localities should pay attention to reviewing and checking the storage of legal and regulated records and documents, avoiding negligence and errors that affect this meaningful and humane program.
