National Assembly Chairman: Expected to merge 60-70% of more than 10,000 commune-level units
Regarding the upcoming work of the National Assembly Standing Committee, National Assembly Chairman Tran Thanh Man said that about 60-70% of more than 10,000 commune-level units must be merged.
On the morning of March 11, the National Assembly Standing Committee discussed the summary of the 9th Extraordinary Session (February).
The 9th extraordinary session took place right after the Party Central Committee Conference to urgently consider and decide on many urgent issues to serve the revolution of reorganizing and streamlining the apparatus, meeting the very high requirements of the country to enter a new era; continue to immediately remove difficulties and obstacles in institutions and policies to promote resources, create new development space...
The National Assembly reviewed and approved four laws and 12 resolutions to reorganize the state apparatus and decide on personnel matters within its authority. The National Assembly also reviewed and approved six resolutions to promote socio-economic development.
Speaking at the session's assessment, National Assembly Chairman Tran Thanh Man said that the 15th National Assembly had 8 regular sessions and 9 extraordinary sessions. This was a historic National Assembly term with the most extraordinary sessions.
The 9th extraordinary session took place over 6.5 days and decided on a huge amount of work. The National Assembly Chairman assessed that this was the effort and determination of the Government, the Ethnic Council, the National Assembly agencies and especially the National Assembly deputies.

"Works that seemed unsuccessful ended up being incredibly successful. This is also an experience that when we are determined to make an effort and strive for something, we will have a product," the National Assembly Chairman stated.
The National Assembly Chairman said that the Government has to organize many meetings, the National Assembly Standing Committee works day and night, especially committees such as the Judicial Law Committee, the Economic - Financial Committee, the Science, Technology and Environment Committee, the National Assembly Office... These are the agencies that "stand at the forefront, bear the brunt", officials and civil servants sometimes work until 1-2am, 3-4am to go home, and only get 1-2 days off during Tet.
Mr. Tran Thanh Man affirmed that Government agencies and the National Assembly work with a very high spirit, and decisions have a very high consensus.
According to the National Assembly Chairman, in the face of the situation of restructuring and organizing the apparatus, "at the commune level, 60-70% of more than 10,000 communes must be merged".
"The National Assembly and the National Assembly Standing Committee, based on the Government's proposal, must also be proactive and urgent. It is expected that the National Assembly Standing Committee will have to meet for half a month after hours, and there will be no time left during hours. Recently, to arrange more than 1,000 communes and some districts, the National Assembly Standing Committee also had to meet many times and will have to meet many more times in the future. In the near future, there will be no more district level, and provinces will be merged, this is a huge amount of work. In the first difficult stage, we have overcome it, but the second and third stages are even more difficult. Whatever the National Assembly has the authority to do, the National Assembly will decide on the basis of the Government's proposal," Mr. Man clearly stated.
In preparation for the upcoming 9th session, the National Assembly Chairman said that this will be the longest session, possibly lasting about 2 months, with a 3-week break expected.
This session will pass 11 draft laws, discuss 16 draft laws, amend the Constitution, and amend laws related to the Constitution. The National Assembly Chairman noted that this is a huge task. From there, he requested the Government Standing Committee to resolutely direct ministries and branches to absorb and thoroughly explain the draft laws to convince National Assembly deputies.
The National Assembly Chairman also said that the issue of administrative unit arrangement is currently of public concern. "The National Assembly will decide on which province to merge with which province. For communes and districts, the National Assembly Standing Committee will decide. As for the arrangement of provincial units, we must be proactive," said Mr. Man.
The National Assembly Standing Committee as well as the Government adhere to Conclusions 126, 127, and most recently Conclusion 128 of the Politburo.
The National Assembly Chairman emphasized that there are less than 2 months left until the opening of the 9th session (expected in early May), so agencies, the Government, and National Assembly committees must prepare early in the spirit of "running while lining up" to be able to keep up.
