Nguyen Ngoc Sam is a person without a stable job. Due to business losses, since mid-2024, Sam has had the intention of defrauding and appropriating property.

To carry out his actions, Nguyen Ngoc Sam went to car rental shops in Vinh city to rent self-driving cars, then approached individuals who wanted to pawn old cars and informed them that their family members had urgent matters to attend to and asked them to pawn their cars.

When it was time to return the car to the owner, this subject delayed, even using many excuses to rent other cars to pawn. Using the above tricks, Nguyen Ngoc Sam rented self-driving cars 6 times at different locations and then pawned them, appropriating more than 2.5 billion VND.

The police agency recommends that individuals and organizations that rent self-driving cars need to be more vigilant against criminal tricks. It is necessary to carefully research the information of the car renter, fully implement procedures and measures to legally bind the renter; regularly monitor the car's travel schedule, if there is any abnormality, it is necessary to use measures to prevent the subjects from appropriating property and promptly notify the authorities to avoid unfortunate risks.

Currently, the Criminal Police Department of Nghe An Police is expanding the case.
