The National Assembly Standing Committee will meet continuously to adjust commune-level administrative boundaries.

The National Assembly Chairman said that in April 2025, the National Assembly Standing Committee will hold continuous meetings to adjust commune-level administrative boundaries; it is expected that 60-70% of commune-level administrative units will have to be rearranged.

After 2.5 working days, on the afternoon of March 14, the National Assembly Standing Committee completed 12 contents in the agenda of the 43rd session.

Basic agreement on 7 draft laws prepared for the 9th Session

In his closing speech, National Assembly Chairman Tran Thanh Man said that at the meeting, the National Assembly Standing Committee gave opinions and basically agreed on 7 draft laws prepared for the 9th Session. Of which, 2 draft laws were given opinions by the National Assembly at the 8th Session, considered and approved at the 9th Session, including: Law on Special Consumption Tax (amended); Law on Corporate Income Tax (amended).

Five draft laws in the 2025 Law and Ordinance Building Program, the National Assembly Standing Committee gave its first comments on, including: Law amending and supplementing a number of articles of the Law on Product and Goods Quality; Law on Railways (amended); Law on Personal Data Protection; Law on State of Emergency; Law on Participation in United Nations Peacekeeping Forces.

The National Assembly Chairman requested that National Assembly agencies coordinate with the Government to absorb the opinions of the National Assembly Standing Committee to complete and send documents to National Assembly deputies within the time limit prescribed by the Law on Promulgation of Legal Documents (amended) and the Session Rules.

For issues with different opinions, the drafting agency and the reviewing agency need to continue to review and discuss to have a unified plan, in the spirit of ensuring growth, socio-economic development, ensuring national defense and security, and building a political system to submit to the National Assembly for consideration and discussion.

The National Assembly Standing Committee voted to pass a Resolution of the National Assembly Standing Committee agreeing to the Government's issuance of a Decree regulating the reduction of land rent in 2024.

The National Assembly Standing Committee also considered and agreed that it was unnecessary to issue a Resolution of the National Assembly Standing Committee explaining the provisions on the standards of “clean and strong party and mass organizations” in the Law on Emulation and Commendation. The National Assembly Standing Committee suggested solutions for handling and requested the Government to study and choose solutions to remove the obstacles pointed out.

In order to urgently implement Conclusion No. 77-KL/TW of the Politburo on the Project "Plan to remove difficulties and obstacles related to projects and land in the Inspection Conclusions and judgments in a number of provinces and cities" (Project 153), the National Assembly Standing Committee has commented on the draft Decree regulating the time to determine land prices of land funds paid under the Construction-Transfer contract in Thu Thiem New Urban Area, Ho Chi Minh City. The National Assembly Chairman requested the Government to study and absorb the opinions of the National Assembly Standing Committee at the meeting to soon complete and promulgate the Decree.

At the meeting, the National Assembly Standing Committee summarized the 9th extraordinary session of the 15th National Assembly; and at the same time reviewed the report on the National Assembly's public petition work in February 2025 according to practice.

Continuous meetings to adjust commune-level administrative boundaries

The National Assembly Chairman said that to ensure the full implementation of procedures in amending and supplementing the Constitution and implementing the requirements in Conclusion No. 126-KL/TW dated February 14, 2025 and Conclusion No. 127-KL/TW dated February 28, 2025 of the Politburo and Secretariat, the 9th Session is expected to open early, in early May.

The amount of work to prepare for the Session is huge, including: laws that need to be passed before June 30, but up to now, agencies are still researching and reviewing, and have not yet submitted documents to the National Assembly Standing Committee.

The National Assembly Chairman requested agencies to ensure the content, quality, and time of submission to the National Assembly Standing Committee for comments and sending to National Assembly deputies according to regulations when there are less than 2 months left until the opening of the 9th Session.

Notably, many important contents were expected to be commented on by the National Assembly Standing Committee at this session, but due to lack of timely preparation of documents, they were postponed for consideration at the next session, including 6 laws and 1 resolution: Bankruptcy Law (amended); Law on Judicial Assistance in Civil Matters; Law on Judicial Assistance in Criminal Matters; Law on Atomic Energy (amended); Law on amending and supplementing a number of articles of the Law on Economical and Efficient Use of Energy; Law on Press (amended); Resolution on extending the period of exemption from agricultural land use tax).

It is expected that the National Assembly Standing Committee will hold another meeting at the end of March to give opinions on the preparations for the 9th Session, the draft Law on Management and Investment of State Capital in Enterprises and other contents (if any).

The National Assembly Chairman said that in April 2025, the National Assembly Standing Committee will hold consecutive meetings to adjust commune-level administrative boundaries. It is expected that 60-70% of commune-level administrative units will have to be rearranged.

The April session is expected to last 10 days, organized in two sessions, with the National Assembly Standing Committee reviewing more than 45 contents (not including laws that need to be amended according to Conclusion No. 127-KL/TW and other laws and resolutions that the Government is expected to propose to add).

During the period between these two sessions, the National Assembly Standing Committee will organize a full-time National Assembly Deputies Conference to collect opinions from National Assembly Deputies on a number of draft laws and other important issues before submitting them to the National Assembly at the 9th Session. In addition, members of the National Assembly Standing Committee will also have activities to contact voters before the National Assembly session and meetings, foreign affairs activities, other activities...

The National Assembly Chairman noted that the National Assembly agencies need to coordinate more closely with the Government, relevant ministries and branches; have a scientific working plan; proactively report to the National Assembly Chairman and Vice Chairmen on arising issues for timely resolution and direction; continue to promote a sense of responsibility, focus highly, make more efforts and determine to give the highest priority to the preparation work for the 9th Session.

The National Assembly Chairman requested agencies to continue to promote the experience of previous sessions, working day and night, regardless of Saturdays and Sundays, in the spirit of national development, entering a new era - the era of national growth.

Perfecting the legal framework for Vietnam's participation in peacekeeping activities

Earlier this afternoon, the National Assembly Standing Committee gave its opinion on the draft Law on Participation in United Nations Peacekeeping Forces.

Members of the National Assembly Standing Committee agreed on the necessity of promulgating the Law to promptly and fully institutionalize the Party's guidelines and policies, the Constitution, policies and laws of the State and international treaties to which the Socialist Republic of Vietnam is a member regarding participation in United Nations peacekeeping activities; at the same time, perfecting the legal framework for Vietnam's participation in United Nations peacekeeping activities.

The Standing Committee of the National Assembly's Committee on National Defense, Security and Foreign Affairs, the agency examining the draft Law, requested the drafting agency to continue researching and reviewing domestic legal regulations, relevant international treaties and general regulations of the United Nations on participation in peacekeeping activities to specify the provisions in the draft Law.

In addition, a number of regulations need to continue to be reviewed to ensure they are consistent with the policy of innovative thinking in law-making and are consistent with newly adopted relevant legal regulations.
