The civil registration agency absolutely does not require citizens to determine their marital status.

That is the note of the Nghe An Department of Justice in Official Dispatch No. 395/STP-HCTP dated March 14, 2025 on the implementation of Decree No. 07/2025/ND-CP of the Government on amending and supplementing a number of articles of the Decrees in the field of civil status, nationality, and authentication.

According to the Nghe An Department of Justice: Currently, the Ministry of Justice has opened a feature that allows the exploitation of digitized data on the electronic civil status registration and management software.

Accordingly, the civil status registration agency proactively looks up civil status data to serve the settlement of administrative procedures requiring submission/presentation of civil status papers to reduce the submission/presentation of civil status papers; carry out procedures for issuing copies of civil status extracts regardless of the place of residence or previous place of civil status registration.

The Department of Justice also noted that the Civil Status Registration Office absolutely does not require citizens to determine their marital status (for Vietnamese citizens) but instead looks up information about the marital status of the person requesting marriage registration on the Provincial Administrative Procedures Information System through connection with the Electronic Civil Status Database and the National Population Database.

In case the marital status cannot be looked up because there is no information in the Database, the civil status registration agency shall conduct verification according to the provisions of Point c, Clause 3, Article 2 of Decree 07/2025/ND-CP.

In addition, the Nghe An Department of Justice requested the Justice Departments of districts, cities and towns to guide the People's Committees of communes, wards and towns to implement Official Dispatch No. 268/HTQTCT-HT dated February 28, 2025 of the Department of Civil Status, Nationality and Authentication (Ministry of Justice) on guiding the implementation of Decree No. 07/2025/ND-CP.
