On the morning of March 18, the Government Steering Committee on Science, Technology, Innovation, Digital Transformation and Project 06 held its first meeting.

Comrade Pham Minh Chinh - Politburo member, Prime Minister, Head of the Steering Committee chaired at the Government headquarters; co-chaired by Deputy Prime Ministers.
The conference was broadcast live to ministries, branches, ministerial-level agencies and localities. At the Provincial People's Committee bridge, comrade Le Hong Vinh - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee chaired; co-chaired by comrade Bui Dinh Long - Member of the Provincial Party Executive Committee, Vice Chairman of the Provincial People's Committee.
Also attending were Colonel Phan Dai Nghia - Member of the Provincial Party Standing Committee, Commander of the Provincial Military Command and leaders of departments and branches.
Top important breakthrough, main driving force for development
This is a very important working session on implementing science, technology, innovation, digital transformation and Project 06 to concretize Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in science, technology, innovation and national digital transformation development after establishing the Government Steering Committee (Resolution No. 57-NQ/TW).

The Steering Committee was established on the basis of merging the Government's Administrative Reform Steering Committee, the National Committee on Digital Transformation and the Prime Minister's Project 06 Implementation Working Group, headed by the Prime Minister.
The meeting heard reports on the results of implementing tasks on science, technology, innovation, and national digital transformation; proposed key tasks that need to be implemented immediately, including a paperless government, signing and transactions in the digital environment.

At the same time, evaluate the results of the implementation of assigned tasks on Project 06; the progress of the implementation of the National Data Center and the plan to deploy and integrate data from national databases and specialized databases into the National Data Center; and administrative reform work.
For Nghe An, identifying the task of realizing the goal of bringing science, technology, innovation and national digital transformation as the top important breakthrough and the main driving force for development, the Standing Committee of the Provincial Party Committee directed the establishment of a provincial Steering Committee on science, technology, innovation and digital transformation development, headed by the Provincial Party Secretary.

The Provincial Party Executive Committee has issued an Action Program, the Provincial People's Committee has issued a Decision on the implementation plan of the Provincial Party Executive Committee's Action Program to implement Resolution No. 57-NQ/TW of the Politburo and Resolution No. 03/NQ-CP of the Government.
100% of Party committees from the provincial to grassroots levels have completed the dissemination and implementation of Resolution No. 57-NQ/TW, ensuring seriousness, timeliness, and effectiveness, in many diverse forms, with rich content, suitable to the tasks and practical conditions of localities and units.

All levels and sectors have paid attention and made efforts to implement digital transformation tasks and activities in agencies, units and localities. To date, Nghe An province has achieved 10/11 goals on Digital Government, 5/6 goals on Digital Economy, and 3/3 goals on Digital Society.
The province has also issued a plan to implement Project 06/CP in 2025 in the direction of "clear people, clear work, clear time, clear results, clear responsibilities" with 63 tasks, of which 55 tasks must be completed in the second quarter of 2025 (equivalent to 88% of the total number of tasks).

The provincial administrative procedure information system has provided 1,931 administrative procedures including: 970 full-process public services, 686 partial public services and 275 public services providing only information. All levels and sectors have focused on ensuring that 100% of records are processed electronically and made public.
Unlimited in cutting and simplifying administrative procedures
In his concluding remarks, Prime Minister Pham Minh Chinh acknowledged and commended the achievements; at the same time pointed out the shortcomings, limitations, and weaknesses and requested ministries, branches, and localities to focus on overcoming them.

In the coming time, the Prime Minister will clarify the guiding ideas to effectively implement the development of science, technology, innovation, digital transformation and Project 06.
Accordingly, comprehensive reform of the administrative apparatus and development of science, technology, innovation, and digital transformation must be closely linked together, one promoting the other; in that process, it is necessary to take people and businesses as the center and subject.

At the same time, it is necessary to identify comprehensive reform of the administrative apparatus and development of science, technology, innovation, and digital transformation as objective requirements, strategic choices, and top priorities.
Emphasizing the Party's leadership, the Government's high unity, the National Assembly's agreement, the People's support, and the Fatherland's demands, the Prime Minister thoroughly grasped the spirit of "only discussing and doing, not retreating"; "doing each task properly, completing each task"; "having a focus, not spreading out, not half-hearted".
In particular, the head of the Government requires a resolute change from the state of passively waiting to receive and resolve administrative procedures to a state of proactively and actively serving the people.

The process of implementing tasks of science, technology development, innovation, digital transformation and Project 06 requires timely, appropriate and effective praise and criticism.
Pointing out the guiding ideas for implementation, the Prime Minister summarized 3 tasks that need to be done: Promoting digitalization; cutting and simplifying administrative procedures without limits; comprehensive digital citizenship with the spirit of "streamlined apparatus, connected data, smart governance".

In particular, regarding the key tasks both immediate and long-term, the Prime Minister requested to perfect the institution with a very open spirit; infrastructure development must be smooth on the basis of actively covering the 5G network, a strong enough fiber optic cable system and satellite system, especially building a database.
All levels, sectors, localities, educational and training institutions develop plans to train human resources at different levels.
