Chairman of the Provincial People's Committee Le Hong Vinh: Developing Nghe An's health sector to be worthy of being a center of the North Central region
Chairman of Nghe An Provincial People's Committee Le Hong Vinh affirmed that the province always accompanies the health sector to develop the sector to be worthy of the center of the North Central region.
On the afternoon of March 21, comrade Le Hong Vinh - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee worked with the Nghe An Department of Health.

Attending the meeting were comrade Bui Dinh Long - Member of the Provincial Party Executive Committee, Vice Chairman of the Provincial People's Committee; leaders of the Party Committee, Office of the Provincial People's Committee and related departments and branches.
Working with the provincial delegation were Dr. Le Thi Hoai Chung - Member of the Provincial Party Committee, Director of Nghe An Department of Health and comrades in the Board of Directors, specialized departments, leaders of a number of public and private hospitals and district-level medical centers in the province.
The network of hospitals and medical examination and treatment facilities is developing rapidly, widely and diversely.
Thoroughly grasping the policies of the Party and State and the direction of the Ministry of Health, in recent years, Nghe An Health sector has synchronously deployed tasks and solutions to improve the quality of medical work, health care for people and has achieved many remarkable achievements, actively developed, striving to become the Medical Center of the North Central region.

The quality of medical examination and treatment is increasingly improved compared to before; many advanced medical techniques and technologies are applied in medical examination and treatment; helping people easily access high-tech medical services such as: open heart surgery, vascular intervention, in vitro fertilization...
Currently, Nghe An Health Sector has 2 hospitals: Nghe An General Hospital and Oncology Hospital assigned to be the final line of the North Central region; in which, Nghe An General Hospital is recognized as qualified to perform techniques of liver extraction and transplantation from living donors and from brain-dead donors.

In recent times, the industry has also proactively coordinated with schools to train human resources, gradually meeting the increasing demands for improving professional and management qualifications.
Service attitude has fundamentally changed; people's satisfaction rate with medical services is higher than before.

Management, administration, strengthening of facilities, equipment, application of information technology, and administrative reform are focused on improvement.
Currently, in the whole province, there is 1 financially autonomous unit (group I); 18 autonomous units (group II); 17 financially autonomous units (group III) and 9 units with regular expenditure guaranteed by the State; 12 hospitals and medical centers deploying electronic medical records, the top in the country.

Through review and evaluation, it is expected that 5/5 health sector targets in the Resolution of the Provincial Party Congress will be achieved and exceeded, of which, by the end of 2024, 3/5 health sector targets will have reached and exceeded the target, including: Number of hospital beds/10,000 people; percentage of commune, ward and town health stations with doctors; average annual natural population growth rate.

In the coming time, the Nghe An provincial health sector will focus on three key pillars: Building and consolidating a strong grassroots health system, especially with priority given to mountainous and disadvantaged areas; developing specialized medical techniques, improving the quality of medical examination and treatment; and deploying smart healthcare to meet people's health care needs.

However, besides the achieved results, Nghe An Health sector faces many difficulties and challenges such as: Medical human resources are still lacking in quantity and quality. Medical staff leave some public units to go to private sector, attracting doctors to mountainous areas and grassroots health care is very difficult...
Along with that, infrastructure and facilities at some medical facilities are degraded and outdated; hospitals are often overloaded, but investment resources are limited. Medical equipment is lacking in most units.

Units implementing financial autonomy face difficulties when hospital fees are not calculated correctly and fully. The shortage of drugs and supplies in some hospitals is still occurring due to the difficult bidding process in the past 3 years. After the Covid-19 pandemic, bidding at medical facilities such as mountainous areas is limited in quantity, so contractors are not interested, withdraw bids, and supply is interrupted.

These were also the main issues at the meeting, the leaders of the Department of Health and public and non-public health facilities proposed. The leaders of the departments and sectors also discussed and expressed their views on handling the recommendations and proposals of the health sector related to planning, investment in facilities; recruitment policies; headquarters of health units; mechanisms and operations.

Speaking at the meeting, Vice Chairman of the Provincial People's Committee Bui Dinh Long suggested that in the coming time, the Department of Health focus on performing well two tasks, including: Completing well the tasks assigned by the province and the work of industry administration.
In particular, for the first task, the Department of Health needs to well implement the assigned projects based on review for implementation, at the same time, advise on the development and promulgation of new projects if necessary, especially, need to advise on submitting to the Standing Committee of the Provincial Party Committee for approval to submit to the Prime Minister for approval of the Project on developing specialized healthcare in Vinh City.

At the same time, research and advise on a systematic plan for the development of the health sector in the context of the upcoming abolition of the district level and expansion of communes; handle difficult issues such as bidding for drugs for health facilities; advise on the effective implementation of grassroots health work.
Regarding the implementation of the sector's management tasks, Vice Chairman of the Provincial People's Committee Bui Dinh Long requested the Department of Health to effectively promote its role in State management in the implementation of functions and tasks of affiliated units; in which, it is associated with encouraging, motivating, creating conditions, and at the same time, strictly handling units that do not perform properly, especially in medical examination and treatment...
Consulting on reorganizing the grassroots health system when abolishing district-level government and merging communes
Concluding the meeting, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee Le Hong Vinh agreed with the 9 aspects of work achieved as stated in the report; at the same time, emphasized 4 outstanding results achieved; thereby, acknowledging, congratulating and praising the achievements and results that the health sector has achieved in the past time.

Regarding the upcoming tasks, Chairman of Nghe An Provincial People's Committee Le Hong Vinh basically agreed with the 13 tasks and solutions of the industry.
On that basis, regarding general direction, he requested the Department of Health to continue to lead, direct and effectively organize the implementation of solutions to improve the quality of medical work and people's health care according to the Resolutions of the Central Executive Committee and the Politburo.
In particular, the Chairman of the Provincial People's Committee emphasized the need to promote the spirit of solidarity, unity, and sharing of responsibilities and benefits from the Department to hospitals and affiliated units to join hands in developing the industry.

At the same time, the Department of Health shall preside over and direct specialized agencies to review and evaluate the facilities and human resources of hospitals, medical centers, and medical facilities in the province to classify, arrange, and select key investments with a systematic plan to avoid waste in investment.
The head of the provincial People's Committee requested the sector to continue directing medical facilities to synchronously implement solutions to improve the quality of medical examination and treatment, the quality of medical services; pay attention to promoting the capacity and effectiveness of preventive medicine associated with innovation of the grassroots health system, effective operation and disease prevention and control, not allowing epidemics to break out in the area...

Strengthen disease prevention propaganda among the people; promote the implementation of non-communicable disease prevention and control at grassroots health facilities; maintain a team of village and hamlet health workers trained in performing health activities at the village and hamlet level.
Improve medical ethics, innovate service style and attitude towards patient and public satisfaction in many forms at medical facilities.
Implement measures to manage drug prices and drug quality; direct and guide units to effectively implement bidding and procurement of drugs and medical equipment, promptly, fully and with quality for disease prevention and treatment. Regarding this content, the Chairman of the Provincial People's Committee said that he will work to approve the process and procedures assigned to the Department of Health for implementation.
Comrade Le Hong Vinh also requested the health sector to continue to focus on training and developing health human resources; effectively implement administrative reforms, apply information technology and digital transformation; continue to do well in foreign affairs, and support Lao provinces.
At the same time, strengthen inspection and examination of compliance with regulations and rules at public and non-public medical facilities, pharmaceutical and cosmetic production, trading and distribution establishments in the area; continue to effectively implement State management of social protection.
In particular, the sector needs to promptly grasp the Party and State's policies and guidelines to advise the Provincial People's Committee to reorganize the grassroots health system when abolishing district-level authorities and merging communes.

Regarding medical facilities, the Chairman of the Provincial People's Committee noted the implementation of solutions to improve the capacity of financial and public asset management; strictly implement procedures and regulations in procurement and bidding; and implement activities to build green - clean - beautiful medical facilities.
At the meeting, the Chairman of the Provincial People's Committee also pointed out a number of specific tasks for specialized fields; preventive medicine work; medical examination and treatment work at district and provincial levels.
