Conditions for borrowing capital to buy social housing at the Bank for Social Policies

According to Decree 100, the maximum loan amount to buy social housing at the Vietnam Bank for Social Policies is 80% of the value of the home purchase or hire-purchase contract.

Subjects eligible for preferential loans

The Government issued Decree 100/2024/ND-CP, effective from August 1, 2024, guiding the 2023 Housing Law on the development and management of social housing, including regulations on loans to buy social housing at the Vietnam Bank for Social Policies.

According to Decree 100/2024/ND-CP, the loan subjects are specified in Clauses 1, 2, 3, 4, 5, 6, 7 and Clause 8, Article 76 of the 2023 Housing Law: People with meritorious services to the revolution, relatives of martyrs who are eligible for housing improvement support according to the provisions of the Ordinance on Incentives for People with Meritorious Services to the Revolution; Poor and near-poor households in rural areas; Poor and near-poor households in rural areas in areas frequently affected by natural disasters and climate change; Poor and near-poor households in urban areas; Low-income people in urban areas; Workers and laborers working at enterprises, cooperatives, and cooperative unions inside and outside industrial parks; Officers, professional soldiers, non-commissioned officers of the people's armed forces, police workers, civil servants, defense workers and officials currently serving in the army; Cryptographers, other workers in cryptographic organizations receiving salaries from the state budget who are working; Cadres, civil servants, and public employees according to the provisions of the law on cadres, civil servants, and public employees.

Interest rates for loans to buy social housing

According to Decree No. 100/2024/ND-CP, from August 1, 2024, the Vietnam Bank for Social Policies will apply the interest rate for loans to buy, hire-purchase social housing, housing for the people's armed forces; build, renovate, and repair houses at 6.6%/year (fixed throughout the loan period).

Pursuant to Item a, Clause 3, Article 48 of Decree 100/2024/ND-CP, it is stipulated that:

The lending interest rate is equal to the lending interest rate for poor households as prescribed by the Prime Minister from time to time; Overdue debt interest rate is equal to 130% of the lending interest rate.

The maximum loan amount is 80% of the contract value for purchase, lease, or hire purchase of a house. If building a new house or renovating or repairing a house, the maximum loan amount is 70% of the estimated value or capital usage plan (maximum 1 billion VND) and does not exceed 70% of the value of the property securing the loan.

Maximum loan term is not more than 25 years from the date of first loan disbursement.

Principles for implementing preferential loan policies for purchasing social housing

Pursuant to Article 46 of Decree 100/2024/ND-CP: In case a subject is entitled to many preferential housing support loan policies, only the highest level of support policy shall be applied. In case a household has many subjects entitled to many preferential loan policies, only one loan policy shall be applied to the entire household.

Conditions for preferential loans at the Bank for Social Policies

To get preferential loans to buy or lease-purchase social housing/housing for the armed forces Citizens must meet the following conditions:

Have a source of income and the ability to repay the debt as committed to the Bank for Social Policies; Have a loan application to buy or hire-purchase social housing/housing for the people's armed forces; Have a contract to buy or hire-purchase social housing/housing for the people's armed forces with the investor according to the provisions of this Decree and the law on housing; Secure the loan with assets formed from the loan capital according to the provisions of law. The Bank for Social Policies, the investor and the borrower must clearly stipulate the method of managing and handling the secured assets in the tripartite contract.

To be eligible for preferential loans to build, renovate or repair a house, the following conditions must be met:

Have sufficient documents to prove the subject; have land but no house or have a house but it is damaged or dilapidated; have permanent residence registration at the commune-level administrative unit where the land or house needs to be built or renovated or repaired. Have the ability to repay the debt according to the commitment with the Social Policy Bank. Have a loan application for construction or renovation or repair. Have a cost calculation plan, have a construction permit in cases where a construction permit is required according to the provisions of the law on construction.

Secure loans with the value of land use rights and assets attached to land or other assets as prescribed by law.

Loan amount

In case of purchasing or hire-purchasing social housing/housing for the people's armed forces, the maximum loan amount is equal to 80% of the value of the house purchase or hire-purchasing contract.

In case of new construction or renovation or repair of housing, the maximum loan amount is equal to 70% of the estimated value or capital usage plan, not exceeding 1 billion VND, based on the construction investment capital rate, housing construction unit price of the competent authority and not exceeding 70% of the value of the property securing the loan.

Loan term

The loan term is agreed upon by the bank and the customer in accordance with the customer's repayment capacity and shall not exceed 25 years from the date of first loan disbursement.

Repayment period

Maximum 06 months/time from the date the customer receives the first loan.

According to the report of the Social Policy Bank as of July 31, 2024, after nearly 10 years of implementing social housing loans under the 2014 Housing Law, Decree No. 100/2015/ND-CP, Decree No. 49/2021/ND-CP, the Social Policy Bank has disbursed VND 20,894 billion to more than 49,000 customers, with outstanding loans reaching VND 17,263 billion with nearly 46,000 customers still in debt. The policy credit capital for social housing has contributed to helping more than 49,000 low-income people, workers and their families have social housing and contributed to the construction of more than 49,000 houses, stabilizing "settling down, working", working with peace of mind, and developing the economy.
In Nghe An, by February 28, 2025, 1,564 customers had received loans worth VND 626.4 billion. In 2023, there were 588 houses worth VND 262.3 billion; In 2024, there were 165 houses worth VND 80.9 billion. In 2025, Nghe An was allocated VND 100 billion from the Central Government for the housing loan program. It is expected that this year, an additional VND 200 billion will be allocated to increase the program's capital to VND 300 billion.
The total outstanding debt of the social housing program is currently 460 billion VND. Some good lending units are: Vinh, Yen Thanh, Dien Chau, Con Cuong, Anh Son...
