The Prime Minister directed to resolutely implement the policy of streamlining, reorganizing the apparatus, and perfecting institutions for the administrative apparatus from the central to local levels.
Prime Minister Pham Minh Chinh has just signed and issued Directive No. 09 on tasks and solutions of state-owned enterprises (SOEs) to contribute to double-digit economic growth and rapid and sustainable national development.
To successfully implement the socio-economic development goals and tasks in 2025, especially contributing to promoting double-digit economic growth, the Prime Minister's directive requires corporations, groups and state-owned enterprises to promote patriotism and aspiration, contributing to the country's rapid and sustainable development.

In addition, the Prime Minister noted that we must look far and wide, think deeply, and do big things with a practical approach, responding flexibly, appropriately, and effectively to the rapidly evolving situation.
In 2025, in the context of the whole country accelerating and breaking through to reach the finish line, businesses must accelerate, break through and reach the finish line earlier than other entities.
Accordingly, with the spirit of "open institutions, smooth infrastructure, smart governance", State-owned enterprises must proactively develop specific tasks and solutions to develop enterprises, contributing to the goal of economic growth and national development.
Focus on pioneering in 6 areas
The Prime Minister noted the focus on pioneering in 6 areas. That is, pioneering in innovation, digital transformation, development and application of science and technology in the spirit of Resolution No. 57.
That is to be a pioneer in making more positive and effective contributions to the three strategic breakthroughs; a pioneer in accelerating and breaking through growth; a pioneer in developing the digital economy, green economy, circular economy, sharing economy, and knowledge economy.
At the same time, pioneer in actively participating in implementing social policies. Pioneer in creating goods and products with Vietnamese brands, participating in global supply chains and value chains...
With ministries, branches, agencies, provinces, cities and representative agencies of owners, the Prime Minister emphasized the view that the State plays a creative role, listening, absorbing and promptly synthesizing difficulties and problems in practice.
Ministries and branches, based on their assigned functions, tasks and powers, must urgently handle or propose to competent authorities to resolve and remove obstacles, especially regarding mechanisms and policies, with the spirit of "5 clear: clear people, clear work, clear responsibilities, clear time, clear results".
Ministries and localities need to focus on designing and using policy tools to maximize social resources, using public investment to lead private investment, mobilizing all social resources for development, and promoting public-private cooperation.
The Prime Minister also requested to study, amend and perfect regulations on investment under the public-private partnership model; study and propose mechanisms and policies that are "leverage and fulcrum" to maximize business resources, promote state-owned enterprises in particular and the business sector in general to develop and make breakthroughs.
Along with that is reviewing and cutting administrative procedures to save costs for people and businesses, contributing to creating and promoting economic growth and developing the country.
The Prime Minister directed ministries, branches and localities to resolutely and effectively implement the policy of streamlining and reorganizing the apparatus of agencies and organizations in the political system, ensuring quality and progress according to set requirements.
At the same time, urgently complete the institutions for the operation of the administrative apparatus from the central to local levels in the spirit of Resolution No. 18 and the direction of the Central Government.
The Prime Minister assigned Deputy Prime Minister Ho Duc Phoc to directly direct; the Deputy Prime Ministers in their assigned fields focused on directing ministries, branches, localities, and representative agencies of owners to urgently organize the implementation of assigned tasks in the directive, promptly handling arising issues.
