The number of people processing land-related procedures in Vinh City has increased dramatically.
In recent days, the number of people coming to the Vinh City Public Administrative Service Center to complete procedures has increased significantly. The Vinh City People's Committee has directed departments and divisions to work extra days and hours to process applications and procedures promptly for the people.
According to reporters' observations, in recent days, the Vinh City Public Administrative Service Center on Dinh Cong Trang Street has been crowded during business hours. From early morning, the sidewalks and roads here are packed with cars and motorbikes. At the queue number dispensing point, there is a huge crowd of people waiting to get their numbers.

According to our findings, the main reason for this situation is the new changes to the 2024 Land Law, which have led to an increase in the number of applications from citizens for land transactions.
Speaking with us, Mr. Vo Hong Hai, Deputy Chief of the Office of the City People's Council and People's Committee, and in charge of the City's Public Administrative Service Center, said: Yesterday (March 25), the number of administrative transaction files increased dramatically, peaking at 1,000-1,100 files. Meanwhile, the Center receives an average of 600-700 files per day, leading to congestion.

According to the classification, out of over 1,000 applications received on March 25th, 60% were related to land-related matters such as registration of secured transactions, splitting land titles for children, buying and selling land, and some applications for converting garden land to residential land; the remaining 40% were applications for business registration, construction permits, education, healthcare, and civil registration…
The Land Use Rights Registration Office in Vinh City is the central point for processing many administrative land-related documents. Mr. Mai Hong Le, Director of the Office, stated: "In the past few months, the Office has processed an average of 300-400 documents per day, with yesterday, March 25th, receiving nearly 600 documents. These administrative land documents mainly relate to changes in secured transaction information such as mortgages and mortgage cancellations; requests for land subdivision and transfer; and a small number of requests for changing the land use purpose from garden land and perennial crop land to residential land."
According to a representative from the Vinh City Land Registration Office, the sudden surge in land transaction records is due to people's concerns that the price of garden land in Vinh City will soon increase, so they are taking advantage of the opportunity to convert the land use to residential land to reduce taxes. In addition, recently, due to some commercial banks adjusting interest rates downwards, many people are applying for loan refinancing.

Due to the sudden surge in the number of people coming to conduct transactions, the City's Public Administrative Service Center reported to the city's People's Committee leaders and implemented a plan to manage the flow of people registering. Simultaneously, they extended the time for receiving applications from 4:30 PM to 5:00 PM; staff and specialists also extended their working hours until 7:00 PM; and 11 out of 18 counters were set up to receive land-related applications...
Furthermore, the Vinh City People's Committee also directed that if the number of applications increases dramatically, departments and divisions should arrange for extended working hours after office hours or work overtime on Saturdays to process applications promptly for citizens. In reality, fearing long wait times, some citizens arrive early, and some even take advantage of their morning exercise walk to get a number, so the center opens earlier to receive applications in time.

According to reporters' observations on March 26th, although the number of people coming to complete procedures was not as high as on March 25th, it was still significantly higher than usual. Transaction points also experienced congestion as people were trying to complete their procedures.
Mr. Le Cuong Son, a resident of Hung Phuc ward who completed the procedures on March 26th, shared: "I came to complete the procedures for transferring land to my child. Although there were many people applying, my application was processed quite quickly and smoothly."

Mr. Vo Hong Hai, Deputy Chief of the Office of the People's Council and People's Committee of Vinh City, further shared: "During this period, because Dinh Cong Trang street is under repair and upgrading, traffic and parking are quite chaotic. Once this street is repaired, the city will organize the painting of sidewalk markings to encourage people to park in a more orderly manner."
Currently, in order to facilitate and reduce travel for citizens, along with processing administrative procedures online as prescribed, the leaders of the Department of Agriculture and Environment of Vinh City have proposed reducing and merging some processes and procedures for adjusting land plot survey records to reduce the need for citizens to travel. However, some procedures cannot be merged, so for the time being, they must still be processed independently and sequentially.
