The number of people doing land procedures in Vinh City increased dramatically.
In recent days, the number of people coming to Vinh City Public Administration Service Center to do procedures has increased. Vinh City People's Committee has directed departments and offices to increase working hours and days to promptly process documents and procedures for people.
According to the reporter, in recent days, the Vinh City Public Administration Service Center on Dinh Cong Trang Street has always been crowded during office hours. From early morning, the sidewalks and streets here have been full of cars and motorbikes. At the queue number pick-up point, there are many people waiting to dial their numbers.
According to research, the main reason for this situation is due to new changes in the 2024 Land Law, so the number of people coming to do transactions has increased.
Talking to us, Mr. Vo Hong Hai - Deputy Chief of Office of the City People's Council and People's Committee, in charge of the City Public Administration Service Center said: Yesterday (March 25), administrative transaction records increased dramatically, peaking at 1,000 - 1,100 records. Meanwhile, on average, the Center receives 600-700 records per day, leading to congestion.
Through classification, of the over 1,000 records received on March 25, up to 60% were related to the land sector such as registration of secured transactions, separation of land titles for children, buying and selling, some were records of converting garden land to residential land; the remaining 40% were records of business registration, construction permits, education, health care and household registration...
The Land Use Rights Registration Office in Vinh City is the focal point for handling many administrative records on land. Mr. Mai Hong Le - Director of the Office said: In the past few months, the Office has handled an average of 300 - 400 records per day, of which yesterday, March 25, received nearly 600 records. The land administrative records on this occasion are mainly related to changes in secured transaction information such as mortgages, mortgage cancellations; requests for land division, transfers and a few are about changing the purpose from garden land, perennial crop land to residential land.
According to the representative of the Vinh City Land Use Rights Registration Office, the reason for the sudden increase in the number of land transaction records is that people are worried that the price of garden land in Vinh City will soon be adjusted to increase, so they are taking advantage of changing the purpose to residential land to reduce taxes. In addition, recently, because some commercial banks have adjusted interest rates down, many people have completed procedures to reverse their loan contracts.

Faced with the sudden increase in the number of people coming to transact, the City Public Administration Service Center has also reported to the leaders of the City People's Committee and implemented a plan to direct people to register. At the same time, the time for receiving documents has been extended from 4:30 p.m. to 5:00 p.m.; officers and specialists have also extended their working hours to 7:00 p.m.; 11/18 counters have been arranged to receive documents on land...
In addition, the Vinh City People's Committee also directed that if the number of applications suddenly increases, departments and offices will arrange to increase working hours after office hours or work extra hours on Saturdays to promptly process the applications for the people. In fact, because of the fear of having to wait for a long time, some people go early, some even take advantage of the time to walk in the early morning to press the number, so the center also opens earlier to receive the procedures of the people.

According to the reporter's records on March 26, although the number of people coming to complete procedures was not as crowded as on March 25, it was still higher than usual. Transaction points also had a large number of people congested in completing procedures.
Mr. Le Cuong Son, a citizen in Hung Phuc ward, completed the procedures on March 26. He shared: I came to complete the procedures to transfer land to my child. Although there were many people coming to complete the procedures, my documents were received quite quickly and smoothly.
