Vice Chairman of the Provincial People's Committee Hoang Phu Hien worked with Quynh Luu district on the orientation of administrative unit arrangement.
Vice Chairman of Nghe An Provincial People's Committee Hoang Phu Hien requested Quynh Luu district to closely follow the policies of the Central Government and the province to build a socio-economic development scenario; proactively plan to arrange administrative units scientifically and appropriately.
On the morning of April 4, Working Group No. 4 on reviewing, researching, and orienting the arrangement of administrative units at all levels and building a two-level local government had a working session with Quynh Luu district.
The delegation was led by Comrade Hoang Phu Hien - Member of the Provincial Party Executive Committee, Vice Chairman of the Provincial People's Committee. Attending the meeting were representatives of leaders of provincial departments, branches and sectors.
Attending the meeting on behalf of Quynh Luu district were comrade Hoang Van Bo - Secretary of the District Party Committee; Standing members, Standing Committee of the District Party Committee and representatives of leaders of the district's departments and offices.

Promote socio-economic development
At the meeting, leaders of Quynh Luu district reported on the socio-economic development, national defense and security, as well as the arrangement of administrative units at all levels and the construction of a two-level local government model in Quynh Luu district.

Accordingly, the district Party Committee and government have closely followed the policies and guidelines of the Central Government and the province, promptly concretized them into programs, plans, and growth scenarios to lead, direct, and manage socio-economic development and have achieved a number of comprehensive results.
Notably, the growth rate in the first 3 months of 2025 reached 12.1% over the same period in 2024. Total budget revenue in the first quarter reached 712.24 billion VND, reaching 35.4% of the assigned estimate and equal to 125.6% over the same period in 2024.

The result of public investment capital disbursement reached 12,712 million VND/plan 133,058 million VND (reaching 10%), of which, local budget source: disbursement value reached 563 million VND/plan 77,734 million VND; National target program source: disbursement value reached 12,149 million VND/plan 19,256 million VND.
The cultural and social fields have many positive changes; national defense and security are ensured. Administrative reform is being implemented synchronously in many fields.

The District Party Committee, People's Council and People's Committee have seriously organized the implementation, closely following the direction of the Central Government and the province, proactively researching and proposing plans to arrange administrative units at all levels and build a 2-level local government model according to the actual conditions of the locality on the basis of carefully analyzing the advantages and disadvantages of the plan to serve as a basis for implementing the next steps after there are specific regulations and instructions from competent authorities.
At the same time, pay attention to doing a good job of propaganda, grasping the thoughts and aspirations of civil servants, public employees, workers and people in implementing the arrangement of administrative units at all levels and building a 2-level local government model; implementing regimes and policies for cadres, civil servants and public employees affected by the merger of administrative units.

Leaders of Quynh Luu district reflected on the difficulties and obstacles from the local reality. In particular, they emphasized that building the organizational structure and arranging cadres and civil servants for the apparatus of commune-level administrative units after the dissolution of the district level is an important, difficult and complicated task, affecting the entire team of cadres, civil servants and public employees from the district to the grassroots level.
To effectively arrange cadres and civil servants for the new commune-level apparatus, the district proposed that the province have regulations on standards and conditions for positions in the new apparatus and have guidelines on the process of arranging and assigning cadres and civil servants to ensure quality, publicity and transparency.
In the plans for arranging commune-level administrative units, it is recommended that the province consider resolving some problems regarding administrative boundaries.
For the public service units under the district, there is currently no plan for resolution after the district is dissolved. It is recommended that competent authorities soon have a plan and direction for implementation.

It is recommended that the province promptly review and assess the regimes and policies for retirement cases according to Decree 178 to have a basis for promptly resolving social insurance regimes and regimes and policies for cadres and civil servants according to regulations; non-professional workers who have been decided to retire due to the reorganization of commune-level administrative units.
Develop a plan to arrange administrative units reasonably and scientifically.
After listening to the opinions of the leaders of Quynh Luu district, departments and branches attending the meeting, concluding the meeting, Comrade Hoang Phu Hien - Vice Chairman of the Provincial People's Committee acknowledged and highly appreciated the results in all fields of the district; at the same time, shared the difficulties and problems of the locality.

The Vice Chairman of the Provincial People's Committee requested the Party Committee and the authorities of Quynh Luu district to select key directions and tasks to focus on leading and directing the implementation in the second quarter of 2025 with focus and key points, avoiding spreading out.
Directing resolutely to overcome the shortcomings and limitations pointed out in the first quarter, closely following the policies of the Central Government and the province to build a socio-economic development scenario, accelerate economic growth; strictly manage state budget revenue and expenditure to be economical and effective.

At the same time, strengthen discipline, administrative discipline, office culture, promptly correct the sense of responsibility of cadres, civil servants, and public employees in performing their duties and public services. Proactively review and grasp to promptly remove difficulties and obstacles for people and businesses to avoid work interruption due to administrative unit arrangement.

The district needs to drastically and synchronously implement solutions to accelerate the disbursement of public investment capital; review and classify investment projects, grasp the difficulties in the implementation process to focus on leadership, direction, and resource allocation to complete the project, acceptance, and settlement according to regulations, avoiding the situation when merging administrative units, the project is still unfinished, and there are problems in implementation, causing waste.
At the same time, implement social security policies, disease prevention, medical examination and treatment, and health care for people; pay attention to building houses for poor households; prepare well for the high school graduation exam to ensure safety and compliance with regulations; grasp the situation to ensure national security and social order and safety in the area.

Regarding the work of arranging commune-level administrative units, the Vice Chairman of the Provincial People's Committee suggested that Quynh Luu district should proactively conduct thorough research and discuss thoroughly to plan the most reasonable and scientific arrangement options, creating the highest consensus with the motto: In accordance with the criteria and regulations of the Central Government and best serving the people. When developing the plan, it is necessary to carefully consider the specific factors of history, tradition, culture, ethnicity, religion, beliefs, customs, practices, geographical location, natural conditions, sub-regional and provincial linkages, scale, level of economic development, ensuring national defense, political security, social order, traffic infrastructure and information technology to serve the requirements of state management and socio-economic development.
Develop a plan for organizing the commune-level government apparatus, arranging and assigning cadres and civil servants to ensure that they meet the requirements of the tasks; have a plan to arrange redundant cadres and civil servants, and reduce them according to the prescribed roadmap. Review the training level, expertise, age, and work experience of the cadres, civil servants, public employees, and workers to be proactive in developing a plan to arrange cadres, civil servants, public employees, and workers after the arrangement.

The Vice Chairman of the Provincial People's Committee has responded to clarify and assigned the departments and branches to receive and advise the Provincial People's Committee to resolve the recommendations of Quynh Luu district.
Before working with the leaders of Quynh Luu District People's Committee, Mr. Hoang Phu Hien - Vice Chairman of the Provincial People's Committee inspected the construction progress of a number of projects in the district.
