The article on “Lifelong Learning” by General Secretary To Lam has helped to provide a clearer orientation, bringing the lifelong learning movement into a new phase, linking learning with practice. Lifelong learning is to dare to think, dare to speak, dare to do, dare to take responsibility, dare to sacrifice for the common good, to become a useful person for society.

The conference also reviewed 3 years of implementing Decision 387 and Decision 677 of the Prime Minister on the program "Building a model of citizen learning for the period 2021-2030".
Over the past time, the program has been implemented synchronously in all localities, receiving the consensus, support, active and enthusiastic participation of Party committees, authorities and the majority of people in the province, contributing to improving the quality of education and training, raising people's knowledge, training human resources and developing the local economy and society.
The program has had a positive impact on family members, clans, units, and communities. Thereby, it has contributed to improving awareness, knowledge, skills, and business experience to escape poverty and escape poverty sustainably.
By the end of 2024, the whole province had 590,249/877,340 families achieving the title of "Learning Family", reaching a rate of 67.28%. In addition, more than 76% of communities achieved the title of "Learning Community" and nearly 80% of units achieved the title of "Learning Unit", an increase compared to previous years.
The number of citizens studying in rural laborers, workers, craftsmen, repairmen, freelance workers, managers, civil servants, public employees, etc. all increased compared to 2023.

In addition to the achieved results, the delegates also analyzed some difficulties and obstacles due to the uneven awareness level of rural workers, the low learning needs of the people, so mobilizing concentrated learning encountered many difficulties. The content and form of learning at community learning centers are not rich, not attracting a large number of people to participate. Distance learning and online learning are still limited because some people and households do not have access to them...
In the coming time, the Provincial Association for Promotion of Learning hopes that units need to effectively implement the emulation movement to build a learning society, promote lifelong learning; link this movement with the emulation movement "Month of Promotion of Learning", "Tet of Promotion of Learning" and movements to build new rural areas, civilized urban areas, and build cultural life in the locality.

At the same time, it is necessary to do well in emulation and reward work; promptly encourage and motivate learning models, creating a wide spread in society, meeting development requirements in the current period.
