The working group of the Provincial People's Committee proposed to completely resolve the backlog of hydropower projects.
On April 10 and 11, a working delegation of the Provincial People's Committee led by Director of the Department of Industry and Trade Pham Van Hoa had a working session in Que Phong, Tuong Duong and Thanh Chuong districts to resolve the backlog related to resettlement of large hydropower projects in the province.
Many problems need to be solved
Implementing Decision No. 809/QD-UBND dated March 20, 2025 of the Provincial People's Committee on the establishment of a Working Group to urge the handling of backlogs in compensation and resettlement support for hydropower projects in the province, on April 10 and 11, the working group led by Mr. Pham Van Hoa - Director of the Department of Industry and Trade, together with representatives of a number of provincial departments and branches, had a trip to inspect and work with leaders of Que Phong, Tuong Duong, Thanh Chuong districts to resolve problems at the hydropower projects: Hua Na, Ban Ve and Khe Bo.

In Que Phong, on the afternoon of April 10, the delegation worked with the People's Committee of Que Phong district on problems at Hua Na Hydropower Plant.
The Hua Na Hydropower Project has been implemented since 2008. In parallel with the construction of the Hua Na Hydropower Plant, there is resettlement work for people in Thong Thu, Dong Van and Tien Phong communes of Que Phong district to have new housing to ensure stable life and production development.

However, there are still some problems related to handling the difference in land value between the departure and destination places, in which there are currently 251 households that have not approved the deduction plan, of which 41 households have residential land and 210 households have agricultural land.

Land allocation and dossier preparation for granting agricultural land use right certificates in some areas are still difficult and problematic, such as: Issues related to land allocation for agricultural production of other annual crops; 46/89 households have not yet received project fields for rice land allocation; 77/879 resettled households have not yet been granted forestry land use right certificates.
In Tuong Duong district, the Working Group inspected the field, worked with the district, commune and investor on difficulties and problems related to resettlement of Ban Ve Hydropower Project and Khe Bo Hydropower Project.

Regarding the Ban Ve Hydropower Project, there are some contents such as: People in the affected area requesting support arising from the project's regulations and support to overcome the 2018 flood; handling land above the flood level of the Ban Ve Hydropower Project; handing over the construction site after the contractors have withdrawn; preparing compensation records for land differences between the departure and arrival locations for the part below the flood level in the old villages in the reservoir area; and compensation for the land value difference between the departure and arrival locations for households subject to concentrated resettlement in Thanh Chuong; preparing compensation records for land in Con Phen village (Huu Khuong commune); Issuing land use right certificates in the resettlement area of Ca Moong village (Luong Minh commune)...

For Khe Bo Hydropower Project, after the reservoir water is stored, in addition to the households whose land is completely affected and must be relocated to concentrated resettlement areas, there are also 398 plots of land of 398 households whose land is partially flooded by the reservoir, so the land records need to be adjusted. However, the adjustment of land records is facing many difficulties. In addition, there are 44 households affected by the reservoir border, so the boundary of the reservoir occupation must be adjusted, leading to the increase and decrease of the area, which requires a solution...
In addition, the compensation and resettlement work of the Khe Bo Hydropower Project has been basically completed, but the settlement of costs for the compensation and resettlement component submitted to the competent authority for approval has not been carried out.

Urgently resolve before the district level ceases operations.
Compared to other districts, in Thanh Chuong - where people migrated to, there are currently a number of constructions located in Thanh Son and Ngoc Lam communes such as: market, martyrs' memorial, football field, which need to be reviewed to be suitable with the arrangement of local government apparatus at commune level in the coming time.
At the working sessions, representatives of local authorities and investors of hydropower projects also raised difficulties and problems that need to be resolved in order to completely resolve the backlog that has existed for many years.
In order to urge the progress of localities and investors of the above hydropower projects, comrade Pham Van Hoa requested that local authorities at district and commune levels and related units need to set a time frame to completely resolve the problems.

Comrade Pham Van Hoa also emphasized that immediately after these working sessions, the Working Group will have a report to advise the Provincial People's Committee to issue an official directive document. However, it is recommended that local authorities and relevant units focus on resolving problems immediately, without waiting for the directive document. Focus on completing the implementation before the district level ceases operations on July 1, 2025.
