In 2025, the summer-autumn crop production will take place in the context of implementing the policy on reorganizing the organizational structure, posing many difficulties and challenges, as well as requiring appropriate solutions in managing and directing safe and highly efficient production.

On the morning of April 14th, the People's Committee of Nghe An province held a conference to implement the crop production plan for the Summer-Autumn 2025 season. The conference was co-chaired by Mr. Nguyen Van De - Vice Chairman of the Provincial People's Committee; Mr. Hoang Quoc Viet - Director of the Department of Agriculture and Environment; and Ms. Vo Thi Nhung - Deputy Director of the Department of Agriculture and Environment.

The entire province aims to plant 77,500 hectares of rice.

Besides the anticipated difficulties regarding complex pest and disease outbreaks, drought, and natural disasters such as floods and storms, this year's summer-autumn crop production is taking place in the context of implementing the policy on reorganizing the administrative apparatus (abolishing the district level, merging communes), posing difficulties and challenges in management, direction, and implementation.

In response to this situation, the agricultural sector has developed plans, arranging crop varieties, planting seasons, and other relevant structures to suit the specific conditions of each region, as well as aligning with the land use planning and development plans of each locality. The policy is to be flexible, decisive, and to mobilize the entire political system to focus on directing production; maximizing and utilizing all resources to achieve targets for area, yield, and output, ensuring safe and highly efficient production.

The target for food production in 2025 is 1,033,475 tons. Based on the results of the 2024 winter crop and the estimated results of the 2025 spring crop, Nghe An province aims to achieve 400,360 tons of food in this year's summer-autumn crop.

Accordingly, the entire province aims to cultivate 77,500 hectares of rice (56,000 hectares of summer-autumn rice and 21,500 hectares of main rice crop), including 30,000 hectares of high-quality rice and approximately 9,000 hectares of hybrid rice; in addition, it will produce 11,000 hectares of corn, 6,000 hectares of peanuts, 11,600 hectares of vegetables, and 4,500 hectares of sesame and various types of beans and peas.

Nearly 3,000 hectares of rice fields are at risk of drought and water shortage.

Given the current water situation in the area, this year's summer-autumn crop season faces the risk of drought, water shortage, and saltwater intrusion in high-lying areas, at the end of canals, and at the end of the system. According to forecasts from the districts, the area at risk of drought and water shortage within the production plan is estimated at 2,912 hectares.

In his directive speech at the conference, Comrade Nguyen Van De emphasized: With forecasts of drought, storms, and tropical depressions that may directly affect Nghe An province in September-October, the summer-autumn rice crop must be sown and planted with the motto "as early as possible," prioritizing safety and efficiency above all else.

Accordingly, localities should consider the timing of the spring rice harvest and water distribution capacity to select the appropriate time for seedling planting, direct sowing, and seed varieties to ensure complete coverage of the area and avoid floods, storms, and tropical depressions at the end of the season.

The Vice Chairman of the Provincial People's Committee instructed the Department of Industry and Trade to coordinate with the Department of Agriculture and Environment to direct hydropower companies in the province to regulate water release at appropriate flow rates to ensure sufficient water supply for irrigation, production, and daily life in downstream areas when water shortages occur.

Nghe An Power Company will prioritize electricity supply for agricultural production based on the 2025 Summer-Autumn crop season schedule, especially in localities and regions where water supply is not readily available, and during periods when electricity is needed for pumping water for rice planting and irrigation.

“The province will issue a directive to mobilize resources and focus on directing production for success. It requires all levels, sectors, specialized units, and localities to focus on directing and implementing production organization and to propose coordination mechanisms and specific solutions for decentralizing responsibilities to effectively direct production in the context of organizational restructuring,” Comrade Nguyen Van De stated clearly.

Nghe An will implement support policies to encourage people to invest in production; strengthen guidance on implementing policies to protect rice-growing land; direct and support resources to focus on developing production and cultivation in a way that ensures sufficient conditions for export, gradually building concentrated cultivation areas that meet standards ready to serve processing, domestic consumption and export.
