Chairman of Nghe An Provincial People's Committee receives citizens at regular session in April 2025

Attending the citizen reception session were representatives of the provincial National Assembly Delegation, the Provincial People's Council Standing Committee, a number of advisory and support agencies of the Provincial Party Committee, and relevant departments, branches and localities.

At the citizen reception session, Mr. Tran Van Nhung and Ms. Nguyen Thi Quynh Nga, Son Ha hamlet, Dong Hieu commune, Thai Hoa town, proposed that competent authorities resolve additional unemployment support for households when the State reclaims land to implement the High-tech Experimental Zone and Incubator project in Dong Hieu commune.

The project of high-tech experimental zone and incubator in Dong Hieu commune, Thai Hoa town is invested in the medium-term period of 2015 - 2020 from the State budget for science and technology development with the goal of forming a scientific and technological research facility under the Center for Application of Science and Technology Advances, Department of Science and Technology to promote the development of Science and Technology in the Western region of Nghe An, with the form of non-profit operation.

The project is deployed on an area of ​​20.5 hectares; with a total investment of 28.87 billion VND, of which the site clearance item is 8 billion VND, completed the implementation period in December 2020, put into operation and exploitation for nearly 5 years.

Regarding the citizens' petition, according to the Provincial Citizen Reception Committee, when preparing the land clearance plan in 2017 and 2018 to implement the project, there was no funding allocated for training support, career conversion and job search for people whose land was recovered, so 22 households in Son Ha hamlet, Dong Hieu commune, Thai Hoa town submitted a petition (the petition of Mr. Tran Van Nhung representing 12 households approved in the first phase; the petition of Mr. Le Cong Quang representing 10 households approved in the second phase).

Up to now, according to the draft additional support plan of Thai Hoa Town People's Committee established in 2023, the total cost of supporting training, career conversion and job search for 22 households with 12.12 hectares of recovered land is more than 10.3 billion VND.

Thus, the above-mentioned cost of training support, career conversion and job search is an expense incurred after the project ends, so it is not included in the total investment and cannot be supplemented through the project.

Meanwhile, the Center for Application of Science and Technology Advances is a public service unit operating under an autonomous mechanism, fully self-ensuring regular expenses, and cannot have the funds to arrange capital sources to pay the above support money and needs investment from the State Budget.

At the citizen reception session, leaders of the Department of Science and Technology, Agriculture and Environment, Finance, and the People's Committee of Thai Hoa town all said that the citizens' petitions were legitimate regarding the request to allow adjustment of the total project investment to supplement funding to support training, career conversion, and job search for affected households.

After listening to the opinions of citizens and departments, branches and localities, Chairman of the Provincial People's Committee Le Hong Vinh pointed out the responsibilities of relevant parties in the project implementation process.

The Chairman of the Provincial People's Committee assigned relevant departments, branches and localities to review all policies related to the project, not only funding for training support, career conversion and job search, to avoid problems.

Sharing with citizens, the head of Nghe An Provincial People's Committee clearly stated that the handling direction is to require adjustment of the investment project to handle the content of the citizen's petition.

The advantage is that the project has not yet been finalized so it can be adjusted. Therefore, the Chairman of the People's Committee assigned the People's Committee of Thai Hoa town to develop a supplementary plan for the content of the citizen's request. On that basis, the Department of Science and Technology completed the project adjustment dossier to serve as the basis for payment to households.

Affirming the direction to resolve the issue as quickly as possible, Chairman of the Provincial People's Committee Le Hong Vinh reassured citizens that even when there is no longer a district-level government, the province and commune levels will be responsible for payment.
