Proposed housing model for the people of Dan Lai

Faced with transportation difficulties that have driven up the cost of building materials, and the inability of Dan Lai residents to contribute to house construction, Con Cuong district and the Party Committee and government of Mon Son commune have proposed two housing design options suitable for the allocated budget to ensure timely construction of houses for the people before July 31, 2025.

According to the regulations of the housing program for poor households and those with housing difficulties, each household building a new house receives 60 million VND in support, while those repairing houses receive 30 million VND. Khe Bung and Co Phat villages in Mon Son commune (Con Cuong district) have a total of 243 households, of which 235 are poor, accounting for 96.7%. Both villages have 78 households in need of support for new construction and repairs, primarily those building new houses.

Mr. La Van Linh, Head of the Fatherland Front Committee of Co Phat village, said that most of the households eligible for support in building new houses and repairing existing ones in Co Phat this time are in difficult circumstances and therefore do not have the money to contribute to the amount of government support for house construction.

"With a budget of 60 million VND per house, coupled with difficulties regarding roads, transportation costs, and the fact that most Dan Lai residents lack matching funds, the District and Commune People's Committees have to study options to minimize costs while still ensuring the required quality of housing for the people," added Mr. Le Thanh Hai, Secretary of the Mon Son Commune Party Committee.

Currently, two house design options for the residents are being proposed by the People's Committee of Con Cuong district and the local authorities in Mon Son commune and village for implementation in the near future, after the residents are granted land use rights certificates.

According to the Party Secretary of Mon Son commune, two "model houses" have been completed in Khe Bung village. The authorities plan to choose one of the two models for construction after consulting with the households receiving housing support in this phase.

These are two houses that were previously built and donated to two Dan Lai ethnic minority families in Khe Bung village by Comrade Nguyen Dinh Hung, former Secretary of the Con Cuong District Party Committee and now Chief of the Provincial Party Committee Office, along with district leaders who appealed to philanthropists for 100 million VND.

The house designs all meet safety standards and are in line with the age-old customs and traditions of the Dan Lai people in the two villages of Khe Bung and Co Phat. Furthermore, according to the assessment of commune and village officials, as well as the villagers themselves, when surveying for the houses, the design of stilt houses with concrete pillars, steel frames, and walls and floors made of bamboo will be just right within the budget of 60 million VND per house.

The first house design includes concrete pillars extending to the floor level, a steel frame for the floor and walls, and a roof covered with heat-resistant corrugated iron; the surrounding walls will be covered with heat-insulating plastic panels. The staircase will be made of steel. The floor itself will only have a welded steel frame, and the family will use woven bamboo.

The second house design features concrete columns extending to the roof. A steel frame is used for the heat-resistant corrugated iron roofing and as a support for the floor. The walls and floor slabs are made from bamboo that the locals harvest and weave themselves to the construction dimensions.

Ms. Let May Khun from Khe Bung village is one of two households that received new houses thanks to the efforts of district officials. Ms. Khun is Laotian and married a man from Khe Bung village. Ms. Khun's house is the first model planned for this phase of the Dan Lai ethnic minority housing program. Having just moved into her new home, Ms. Khun happily stated: "The house is very beautiful and sturdy; my family is very satisfied. Thank you very much to the officials and the government."

The second type of house is the one that Mr. La Van Phuong's family recently received and has already moved into. Overjoyed, Mr. and Mrs. Phuong cut bamboo to build the walls and floor. Mr. Phuong said this is their dream house. Now all six members of the family no longer worry when there are storms.

Mr. Le Thanh Hai, Secretary of the Party Committee of Mon Son commune, added that immediately after the people received their land ownership certificates, in addition to planning suitable house designs, to ensure quality and timely completion before July 31, 2025, the District People's Committee also directed the commune to develop a plan to mobilize all forces to support the transportation of materials and labor to help 78 households complete their new houses on schedule. During the construction process, some details may be modified to better suit the people.
