Quynh Luu voters raised many recommendations related to administrative unit mergers.

Voters of Quynh Luu district made recommendations to National Assembly delegates on the arrangement of the administrative apparatus; policies for cadres after the arrangement; inadequacies in implementing the Land Law, Circular 29 of the Ministry of Education, etc.

On the afternoon of April 15, National Assembly deputies: Pham Phu Binh - Standing member of the National Assembly's Committee on National Defense, Security and Foreign Affairs; Thai Thi An Chung - Member of the Provincial Party Executive Committee, Deputy Head of the National Assembly Delegation of Nghe An province; Hoang Thi Thu Hien - Permanent Vice President of the Provincial Women's Union had a meeting with voters of Quynh Luu district.

Also attending the conference were leaders of the Department of Construction, Home Affairs, Health, Natural Resources and Environment and Quynh Luu district.

On behalf of the National Assembly delegation, delegate Pham Phu Binh - Standing member of the National Assembly's Committee on National Defense, Security and Foreign Affairs informed voters about the expected content and program of the 9th Session of the 15th National Assembly.

The majority of voters and people highly agree with the Central Government's policy of streamlining the apparatus, operating effectively, efficiently and effectively. Merging some provinces, eliminating the intermediate administrative units at the district level, continuing to merge at the commune level.

However, voters who are officials and civil servants suggest that after abolishing the district-level intermediate administrative unit and continuing to merge the commune level, it is necessary to continue to have a plan to use and arrange the district's civil servant staff.

Voters and people are concerned that some headquarters after merger and dissolution will not continue to be used, causing waste of public assets, and people will have to travel further to do administrative procedures than at present.

Voters suggested that the Central Government should have specific regulations on age, qualifications, number, and policies for village cadres. Because currently, village cadres are mainly elderly, have no qualifications, and are not proficient in using information technology, this greatly affects the performance of assigned tasks.

Regarding the policy regime for part-time cadres after the administrative unit arrangement, voter Ho Thi Thuy Hang - Vice President of the Women's Union of Quynh Luu district expressed concerns about the regime for non-professional staff according to Clause 2, Article 9 of Decree 29/2023/ND/CP. Specifically, the non-professional staff of other mass organizations have a long enough period of time, but for the non-professional staff of women, it is very short (less than 12 months). Therefore, voters suggested that, in order to create fairness and ensure the rights of the non-professional staff at the commune level, National Assembly deputies consider giving opinions to competent authorities to study suitable plans for the non-professional staff, especially the Women's Union, to submit to the National Assembly.

Regarding the economic and land sectors, voters in Quynh Luu district reported that salt prices are currently low and infrastructure serving salt production areas is degraded. Voters requested the Government to have mechanisms and policies to support the salt production industry, as well as invest in infrastructure serving salt production.

Voters also requested the Central Government to allow planning of inefficient and deep-lying production areas for aquaculture and annual crop cultivation, in order to avoid wasting resources and promote economic efficiency per unit area.

Voter Le Anh Tuan, Binh Son commune (Quynh Luu) reflected that the Land Law still has many problems and inadequacies when determining the origin of land converted from garden land to residential land, suggesting that the National Assembly and the Government need to study and amend to create favorable conditions and ensure the rights of the people.

Regarding labor, employment and social security, voters asked the National Assembly to pay attention to the labor and employment situation; adjust new salaries and pensions, ensure living standards for pensioners, and have policies for people in difficult circumstances to borrow bank loans at low interest rates to develop the economy and build houses.

Regarding the field of Education - Training and Vocational Training, voters reflected that vocational training and job creation programs for workers still have many shortcomings; vocational training is not yet associated with job creation.

In addition, when Circular No. 29/2024 of the Ministry of Education and Training takes effect from February 14, 2025, parents with children in their final years are very worried because their children's extra learning is currently interrupted, while this year is the first year of implementing exams according to the new program... Therefore, many parents suggest that the Ministry of Education and Training should continue to allow students to study extra sessions at school; research and unify a set of textbooks for high school students to avoid waste.

Voters proposed to abolish the referral form for medical examination and treatment to higher levels. For people with cancer and serious illnesses, they proposed that the insurance pay 100% of health insurance...

In addition, voters reflected on the situation of food insecurity in front of school gates, excessive use of pesticides, use of banned substances in livestock farming, affecting people's health; requested that authorities pay attention to handling cases of loan sharking, illegal credit, and fraud in cyberspace...

Voters' opinions and recommendations were received and explained by representatives of leaders of departments, branches, and Quynh Luu district according to their authority.

On behalf of the National Assembly Delegation of Nghe An province, delegate Thai Thi An Chung answered the issues within her authority. At the same time, the National Assembly Delegation of the province synthesized other opinions and recommendations of voters to forward to the Government, the National Assembly and relevant levels and sectors for consideration and settlement in accordance with the law, ensuring the legitimate rights of voters.
