Which document stipulates that traffic police must have the right attitude and behavior when patrolling, controlling, and handling traffic violations? This is a matter of concern for Ms. Nguyen Thu Le (Quynh Luu, Nghe An).

Reply:Pursuant to Article 3, Circular 73/2024/TT-BCA stipulates requirements for traffic police officers performing patrol, control and violation handling duties as follows:

Requirements for traffic police officers performing patrol, control and violation handling duties

1. Comply with the provisions of the law on road traffic order and safety; the law on handling administrative violations; this Circular and other relevant provisions of law.

2. Correctly, fully and responsibly perform assigned tasks, patrol and control plans issued by competent authorities; practice democracy in ensuring traffic order and safety, codes of conduct and People's Public Security Regulations.

3. When interacting with people and lawbreakers, one must have proper and appropriate manners, demeanor, attitude, and cultural behavior.

4. Timely detect, prevent and handle violations of the law on road traffic order and safety and other violations of the law in accordance with prescribed procedures and authority.

Thus, in the process of performing the tasks of patrolling, controlling, stopping vehicles to handle violations, traffic police when in contact with people must have proper and appropriate etiquette, manners, attitudes, and cultural behavior.
