Deputy Head of the Central Policy and Strategy Committee Thai Thanh Quy meets with voters of Thanh Chuong district
On the morning of April 26, comrade Thai Thanh Quy - Member of the Party Central Committee, Deputy Head of the Central Policy and Strategy Committee, National Assembly delegate (NA) of Nghe An province met with voters in Dung town, Thanh Chuong district before the 9th session of the 15th National Assembly.

Meeting with voters were National Assembly deputies: Thai Thi An Chung - Member of the Provincial Party Executive Committee, Deputy Head of the National Assembly Delegation of Nghe An province; Tran Nhat Minh - Full-time National Assembly Delegation of Nghe An.
Attending the meeting with voters and leaders of Nghe An province were comrade Phung Thanh Vinh - Member of the Provincial Party Executive Committee, Vice Chairman of the Provincial People's Committee and leaders of departments, branches, Thanh Chuong district and voters of Dung town, communes: Dai Dong, Thanh Phong, Thanh Ngoc, Dong Van, Thanh Tien, Thanh Huong, Thanh Thinh, Thanh An, Ngoc Son, and a number of agencies in the area.

Pay attention to training and fostering commune officials when organizing two-level local government.
At the beginning of the meeting, voters of Thanh Chuong district expressed their agreement and appreciation for the activities of the National Assembly in recent years with many innovations in the sessions, strengthening guidelines, resolutions and policies to develop the economy - society, national defense and security.
Specifically, the National Assembly has implemented measures to control inflation, stabilize prices of essential goods, and at the same time, strengthen supervision of administrative agencies and organize questioning sessions with ministries and branches to remove obstacles in local operations.

In particular, voters also acknowledged the responsibility and dedication of National Assembly deputies in regularly meeting voters, promptly grasping the thoughts, aspirations and important issues of the people. The fact that National Assembly deputies directly listened to and reflected voters' opinions and announced the results of the session contributed to increasing the connection between the legislative body and the people.
At the meeting, many opinions and recommendations from voters were raised, reflecting urgent issues for economic development and people's lives. Mr. Nguyen Van Sy, in Dung town, suggested that for officials and civil servants who retire early to reorganize the apparatus and administrative units, support policies should be paid early to stabilize their lives and livelihoods.

One of the notable recommendations is to accelerate the implementation of the Vientiane - Hanoi Expressway Project, Vinh - Thanh Thuy Border Gate section. Voters believe that the completion of this expressway will not only help reduce travel time but also promote regional economic development, increasing trade between Nghe An and other provinces in the region.
In addition, voters in Cat Ngan area also reflected the serious deterioration of the Giang River suspension bridge on National Highway 46B, stating that this is an important bridge, posing a risk of unsafety for people and vehicles passing by; thereby, requesting the Transport sector to urgently deploy the construction of a new bridge to ensure traffic safety.
Many voters in other communes have also proposed allocating a part of the Road Maintenance Fund to communes so that they can proactively repair small traffic works, avoiding the situation where damaged roads last for a long time without being repaired in time, affecting people's lives and travel.
Voters of Thanh Chuong district also reflected on issues related to planning and infrastructure work associated with the construction of a two-level local government (provincial, grassroots, not organized at the district level).
Accordingly, voters suggested that authorities at all levels need to re-plan new rural projects, invest heavily in infrastructure to create connections between merged localities, and make it more convenient for people to travel and work at administrative agencies.

In addition, voters also expressed their desire for a clear government system after the merger of communes, in which the responsibilities and tasks of government levels need to be specifically defined to avoid interruptions in providing services to the people.
Regarding this content, voter Trinh Van Bang - Secretary of the Party Committee of Dung town suggested that it is necessary to soon clarify the content of transferring tasks from the district level to the commune level to ensure smooth administrative procedures, without congestion, to serve the people promptly.

He also suggested that for current commune-level officials and civil servants who will be assigned to work at the new commune level, he hopes that competent authorities will pay attention, have policies to support training and retraining to meet the requirements in the new situation and promptly implement policies and regimes for those who have retired; at the same time, have a mechanism to promptly resolve surplus headquarters and public assets to avoid waste.
In addition, voters also made many other recommendations in the fields of land, resources, environment, investment attraction efficiency, agriculture, regimes, policies, and support for relatives searching for martyrs.

In the field of education, voters recommended that the Ministry of Education and Training should select a common set of textbooks for the whole country, in order to reduce disruption in schools and limit waste due to changing textbooks too many times. In addition, he also requested to minimize changes in regulations and examination formats, creating stable conditions for students and teachers.
Streamlining the apparatus to better serve the people
Leaders of Thanh Chuong District People's Committee and related departments and branches explained voters' opinions. On behalf of the leaders of the Provincial People's Committee, Vice Chairman of Nghe An Provincial People's Committee Phung Thanh Vinh received, recorded and explained 22 contents of 11 voters' opinions, especially the contents on searching, verifying identities, gathering martyrs' graves; upgrading pumping stations along Lam River to serve irrigation; policies to support and develop craft villages;...

On behalf of the National Assembly deputies, at the meeting, comrade Thai Thanh Quy - Member of the Party Central Committee, Deputy Head of the Central Policy and Strategy Committee, acknowledged the opinions and recommendations of voters; at the same time, discussed and explained many related issues.
Accordingly, the Deputy Head of the Standing Committee of the Central Policy and Strategy Committee informed voters about the implementation of streamlining the apparatus of the political system according to the Party's policy. This is a correct and necessary step in the current context.

The reorganization of the apparatus, reduction of intermediate levels and improvement of the effectiveness and efficiency of leadership and management are important and urgent tasks, contributing to creating a flexible and effective governance system, better serving the people and businesses. Thereby, acknowledging the high consensus and support of the people, Comrade Thai Thanh Quy requested voters and people to continue promoting the spirit of consensus to facilitate the reorganization process.

Deputy Head of the Standing Committee of the Central Policy and Strategy Committee Thai Thanh Quy discussed in detail the issues proposed by Thanh Chuong district voters, especially the reception of voters' opinions to propose the establishment of a DNA identification fund from State and social resources to serve the work of searching for and gathering martyrs' graves.

Regarding the regime and policies for cadres, civil servants and public employees who retire early or quit their jobs due to organizational restructuring, he said that the Government is calculating to report and submit to the National Assembly at the 9th Session; as for non-professional cadres after the merger, the Central Government is assigning the provinces to proactively balance and arrange according to resource conditions.

Regarding the issue that voters are very interested in, which is the proposal to start construction of the Vinh - Thanh Thuy expressway soon, comrade Thai Thanh Quy said that the Prime Minister has directed to strive to start construction this year and complete it within 2 years from the commencement date. On that basis, the province and Thanh Chuong district need to pay attention to planning the Thanh Thuy border gate area, ensuring land funds for long-term development, commensurate with the project; at the same time, requesting the people to agree and create favorable conditions during the compensation and site clearance process for the project.
