The effectiveness of being close to the people
Coming to Long Thanh commune (Yen Thanh), visiting the grocery kiosk in Giap Ngoi hamlet, we were quite surprised that in this purely agricultural countryside, not only young people but also elderly farmers buy goods by scanning QR codes to transfer money. The grocery store owner said that not only her family's grocery kiosk but also nearly 30 businesses in the hamlet use the money transfer application via account and more than 60% of people in the hamlet buy goods without using cash.
Digging deeper, we learned that in Giap Ngoi hamlet, the digital infrastructure system is strongly applied, from the lighting system installed with automatic on-off sensors, security cameras installed in residential clusters and in each household accounting for more than 80%, along with more than 90% of households installing internet, to automatic irrigation systems in agricultural production, no cash used in buying and selling, paying taxes, funds, fees... At the hamlet's cultural house, a QR code is attached, making it easy for people to look up general information about Yen Thanh district and Long Thanh commune.
Similarly, at the two provincial historical and cultural relics of the Pham Dai Ton and Doan Dai Ton clans, QR codes are also attached to update information about the origin and development of the two clans as well as these two relics... The traditional village of Giap Ngoi has now taken on a modern appearance with well-invested and synchronous traffic infrastructure, cultural facilities, and rural landscapes.

Comrade Duong Thi Lu - Party Cell Secretary, Head of the Front Work Committee of Giap Ngoi hamlet said: This is the result of building a "smart village" of the hamlet through the role of being close to the people, close to the grassroots with many meetings of commune and hamlet officials organized to help people understand and agree; associated with the establishment of a community digital technology team to go to each family to guide people to download and use applications on smartphones, including installing Zalo and Facebook to serve the hamlet's propaganda work.
In Long Thanh commune, the closeness of the Party Committee and the government to the people is not only to propagate, explain, and bring policies to the people, but more importantly, to listen to and understand the thoughts and aspirations of the people to thoroughly resolve and promote the people's mastery. That is the key to ensuring effective leadership and direction, bringing the commune to the standard of a new rural model in digital transformation by 2023.
Comrade Nguyen Van De - Deputy Secretary of the Party Committee, Chairman of the People's Committee of Long Thanh commune gave an example: In the process of implementing the construction of new rural areas, advanced new rural areas, and model new rural areas, the commune has adjusted the reasonable proposals of the people. For example, the plan to mobilize 100% of the people's resources to build "Bright, green, clean, beautiful, safe" roads, but when the people proposed, the commune allocated 30% support; or when assigning the target for hamlets to upgrade and widen the sidewalks associated with upgrading concrete, based on the people's proposals, the commune supported hamlets to build roads without residents.
In the process of implementing policies and movements at the local level, the Party Committee and government always listen to and absorb people's opinions to make appropriate adjustments.

In order for the commune to meet the model new rural standards in digital transformation, the Chairman of the People's Committee of Long Thanh commune also said that the real involvement of each cadre, civil servant, and non-professional worker from the commune to the hamlet is to both propagate and guide people to install Zalo, Facebook and use online public services, open ATM cards, e-wallets, make cashless payments..., as well as remove difficulties and obstacles.
In the process of building and achieving the standards of a new rural commune, an advanced new rural commune and a model new rural commune, the Party Committee and the government of Nam Giang commune (Nam Dan) established grassroots steering groups, assigned each cadre and civil servant to be in charge of each content, criterion and each hamlet area for direction. Comrade Bang Trong Hoa - Party Cell Secretary and Hamlet Chief 3 shared: If commune and hamlet cadres are not close to the grassroots, not close to the people, and do not listen to reality, they cannot handle situations arising from reality. In particular, if they give up when faced with difficulties, not only will work be blocked but people's trust in cadres will also decrease, making it difficult to gather solidarity and consensus among the people.
Comrade Bành Trọng Hòa said that when expanding and upgrading the road in residential group No. 3, from over 2m to 7m, after the first meeting of the people "failed", because the households did not agree on the common contribution level because some households were less attached to the road, some were more attached to the road; on the other hand, the large amount of work to be done, from cutting trees, pumping water from ponds, filling soil in ponds, building embankments to widen the road... would increase the contribution, while only 15 households were involved in this road, so the people did not want to do it; the hamlet party cell coordinated with the commune to organize an expanded meeting with organizations in the political system and the commune and hamlet cadres personally did the work such as cutting trees, pumping water from ponds..., the people saw that the cadres "spoke with their actions" and worked for the benefit of the people, so they agreed to contribute to building this road.
Strengthen contact and dialogue with the people
The practice of leadership, direction, management and operation of Party committees, authorities and activities of the Fatherland Front and socio-political organizations from the province to the grassroots level in Nghe An has shifted from administrative orders and "administrativeization" to increased contact, exchange, dialogue and listening to people's opinions, especially in solving difficult tasks such as site clearance and handling petitions.
The inter-commune road connecting Nghia Duc commune with Nghia Hieu, Nghia Hung communes and Thai Hoa town center, nearly 12 km long, was approved for investment by Nghia Dan district, but there was no compensation for site clearance. In addition to losing livelihood models, crops, fences, and house gates that were demolished, worth tens of millions of VND, people also had to donate more than 80,000 m2 of land.2land, some households lost about 1,000 m2land when the road was widened from 5m to 12m. Therefore, at first, many people did not agree.
Faced with the opportunity for the district to "give" the investment project, the local Party Committee and government organized 6 dialogues, which according to comrade Lang Thi Lieu - Deputy Secretary of the Party Committee of Nghia Duc commune: In the dialogue, in addition to conveying the policy and clearly analyzing the benefits of the project for the people to understand, the Party Committee and government also grasped the concerns of the people to propagate and explain, from which the people were very in agreement.
Also according to the Deputy Secretary of the Party Committee of Nghia Duc commune, through the dialogue activities between the heads of the Party Committee, the government and the people in each hamlet, many existing problems and limitations were clarified and overcome, such as those related to rectifying the working attitude of commune officials and civil servants, or abolishing bad customs and uncivilized lifestyles in ethnic minority villages; stagnation in the new rural construction movement...
In addition to increasing contact and dialogue with the people to resolve difficulties, problems, and limitations in management, administration, and directing the implementation of political tasks, the settlement of citizens' complaints and denunciations is also enhanced by dialogue activities at all levels and sectors in the province.
Comrade Hoang Quyen - Deputy Secretary of the District Party Committee, Chairman of the People's Committee of Anh Son district said: Dialogue with the participation of many relevant components to clarify "three sides, one word" in identifying difficulties and obstacles; clarifying the causes; clarifying the responsibilities of the parties; thereby having a common consensus on how to solve them to create efficiency. Thanks to that, the rate of handling petitions and letters of Anh Son district from the beginning of the 2020 - 2025 term up to now has reached 98.3%. Through the results of receiving people, handling petitions and complaints of citizens, it has contributed to strengthening people's trust in the government to truly care for the interests of the people.
The rate of handling petitions in Anh Son district is high because the district implements strict procedures and strengthens "three-sided, one-word" dialogue to clarify responsibilities and respect the legitimate rights of the people.

Being close to the people and strengthening people's mastery is not only an important measure to improve the effectiveness of leadership, direction, management and administration of Party committees and authorities, but also an important driving force to promote solidarity, create social consensus, and at the same time, strengthen people's trust in the Party and State.
In practice, it has been proven that when the government and socio-political organizations truly listen to and understand the people's thoughts and aspirations, they will promote their role as subjects, voluntarily contribute their efforts, intelligence and resources to achieve common goals. This is the lesson that is being applied most effectively by Party committees and authorities at all levels in the province, contributing to promoting the overall development of the province.
