Proposing the Provincial People's Council to approve the policy of rearranging commune-level administrative units
On the afternoon of April 26, the Legal Committee of the Provincial People's Council held a meeting to review the draft resolution on approving the policy of rearranging commune-level administrative units in Nghe An province in 2025.
Attending the meeting were comrades: Nguyen Nam Dinh - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Council; Nguyen Nhu Khoi - Member of the Provincial Party Executive Committee, Vice Chairman of the Provincial People's Council.

According to the report of the Department of Home Affairs, to implement the policy of administrative unit arrangement, the Department has advised on the establishment of a Steering Committee to implement the arrangement and reorganization of commune-level administrative units (ADUs) and build a 2-level local government organization model; the Steering Committee has met and directed the implementation of the contents of the commune merger plan of districts, cities and towns.
During the implementation process, the Department of Home Affairs guides the District People's Committee to develop a plan to arrange local commune-level administrative units. The Department of Home Affairs synthesizes the plan submitted by the District People's Committee, develops the Project to arrange commune-level administrative units in Nghe An province in 2025; sends it to the Steering Committee members, the People's Committees of districts, cities and towns for comments on the Draft Project to be synthesized and submitted to the Provincial People's Committee.

The Provincial People's Committee organized a thematic meeting, the Standing Committee of the Provincial Party Committee met, discussed, and gave opinions to complete before submitting to the Standing Committee of the Provincial Party Committee, the Provincial Party Executive Committee to approve the Project on arranging communal-level administrative units in Nghe An province in 2025 and deploy the implementation of the process and steps to ensure compliance with the set plan.
Organize to collect public opinions and submit to the People's Councils at all levels for approval the policy of arranging administrative units in Nghe An province in 2025 in accordance with procedures and regulations, ensuring compliance with the set plan.

Before the reorganization, Nghe An province had 412 commune-level administrative units (including: 362 communes, 33 wards, 17 towns). After the reorganization, Nghe An province has 130 commune-level administrative units (including: 119 communes, 11 wards); reducing 282 commune-level administrative units (including: 243 communes, 22 wards, 17 towns), a reduction rate of 68.45%.
After the arrangement, there are 130 new administrative units, of which: 9 administrative units are not arranged because they have met the standards; 29 administrative units are arranged on the basis of merging 2 administrative units together; 92 administrative units are arranged on the basis of merging 3 or more administrative units together.
Of the 130 administrative units after the rearrangement: 126 new administrative units have met the prescribed standards; 4 new administrative units have not met the prescribed standards but have special factors, including: Nghia Dan 5 commune, Nghia Dan 7 commune (Nghia Dan district), Chau Loc commune (Quy Hop district), Nghi Loc 7 commune (Nghi Loc district).

Arrange communal-level administrative units of Nghe An province to concretize and implement the goals, tasks, and regulations in the resolutions and conclusions of the Central Executive Committee, the Politburo, the Secretariat, and the National Assembly.
Resolve the division of administrative boundaries; expand development space and planning space; create regional linkages, facilitate the concentration of land and labor resources, focus on expanding production, effectively promote potentials and strengths for socio-economic development; contribute to improving people's lives; ensure national defense; maintain political security and social order and safety.

The Provincial People's Council's Legal Committee highly appreciated the implementation process of Nghe An province in accordance with the Central's direction to ensure the principles and criteria as prescribed. At the same time, localities paid attention to naming in accordance with the spirit of Conclusion No. 137-KL/TW on the Project on rearranging and reorganizing administrative units at all levels and building a 2-level local government organization model.

Delegates suggested that the resolution content should be presented more concisely and easily understood, and that the terminology in the proposal and resolution should be consistent. Some delegates were concerned about the arrangement of headquarters, regulations on the arrangement of cadres and civil servants in communes after the reorganization, etc.

The Provincial People's Council's Legal Committee requested the drafting agency to absorb the delegates' opinions to supplement and perfect the content of the draft Resolution to be submitted to the upcoming Provincial People's Council's Special Session.
