Nghe An issues an action plan to implement the Politburo's resolution on breakthroughs in science, technology, innovation and national digital transformation.
Nghe An Provincial Party Committee has just issued an Action Plan to implement Resolution No. 57-NQ/TW, dated December 22, 2024 of the Politburo on breakthroughs in science, technology, innovation and national digital transformation in Nghe An province.
Pursuant to Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in science, technology, innovation and national digital transformation (abbreviated as Resolution No. 57-NQ/TW), the Provincial Party Committee issued aaction planwith the following contents:
Thoroughly grasp and concretize Resolution No. 57-NQ/TW to ensure that the entire Party Committee and political system of the province fully and deeply understand the position, role and importance of science, technology, innovation and digital transformation, associated with the comprehensive, civilized and modern development of the province in the new era. The leader must be directly responsible and direct; cadres, party members, civil servants and public employees must set an example.

Unify awareness, create high political determination, help Party committees, authorities, Fatherland Front, organizations, businesses and people have correct awareness, create consensus in implementation. Arouse the spirit of initiative and creativity at all levels and in all sectors, enhance the sense of responsibility in organization and implementation.
Promoting the potential and strengths of the locality, identifying priority areas for science, technology, innovation and digital transformation development based on the province's advantages. Promoting breakthroughs in socio-economic development, improving competitiveness, creating a favorable environment to attract investment, talent and technology. Creating a strong shift in digital infrastructure, digital human resources, science and technology ecosystem, innovation; focusing on building digital government, promoting digital economy, digital society; establishing a startup ecosystem, training facilities, scientific and technological research, innovation centers, high-tech parks, high-tech agricultural zones... in accordance with the reality in Nghe An province and the country's socio-economic development strategy.
The plan also sets out the requirements:Closely follow the viewpoints, objectives, tasks and solutions of Resolution No. 57-NQ/TW and the regulations and instructions of the Central Committee, set out specific, clear objectives, tasks and solutions suitable to the actual conditions of Nghe An. The targets and tasks must be feasible, with a clear roadmap, specific responsibilities assigned, and linked to implementation deadlines. Allocate resources appropriately to each task, avoiding scattered and wasteful investment. Specify objectives, tasks and strategic solutions linked to results and products (by month, quarter, year, stage); have mechanisms and tools to measure, monitor and evaluate implementation results.
Identify mechanisms and policies as driving factors, digital transformation as an important driving force, closely linking and promoting the development of science, technology and innovation; implement according to the pilot principle, evaluate results before expanding. Research to promote the potential, strengths and advantages of the province in all fields; clearly identify limitations, shortcomings, bottlenecks, and obstacles to have timely and thorough solutions. Focus on priority areas for science, technology, innovation and digital transformation development that can create breakthrough results, bringing about large spillover effects.
Mobilize the participation of all levels, sectors, enterprises, research institutes, universities and the whole society in the implementation process. Establish a smooth and effective coordination mechanism between the Central and the province, between levels, sectors, agencies and enterprises, the science and technology community, between the public and private sectors, between domestic and international sectors, to avoid overlap and duplication.
Establish a mechanism for monitoring, checking, evaluating results, reporting, and periodic summaries and summaries. Be open, transparent, mobilize and effectively use resources with accountability. Closely combine short-term and long-term goals; both address urgent requirements and have a long-term vision in developing science, technology, innovation and digital transformation associated with the province's planning. Prioritize the allocation of resources from the state budget combined with the mobilization of socialization in investment in science, technology, digital transformation, and creative startups.
Promote propaganda, create consensus and promote creativity of the whole society; widely disseminate goals, roadmaps and methods; ensure proactive spirit, dynamic and creative thinking, encourage people, business community, intellectuals to participate, contribute initiatives and resources; build emulation movements in research, development of science, technology, innovation, digital transformation; encourage innovative thinking, creative methods, boldly experiment with new models, technologies and solutions. Timely commend and reward typical examples.
General objectives of the plan:
- The potential, level of science, technology and innovation have reached advanced levels in many important fields. Science, technology and innovation have developed steadily, truly becoming the driving force for economic growth of the province.
- Enhance the endogenous capacity and competitiveness of Nghe An's economy through promoting research and application of science and technology, improving productivity, quality and added value in key industries and fields; increase the contribution of the TFP index in GRDP growth.
- Promote innovation activities, develop creative startup ecosystems, research and development (R&D) centers, closely connect with institutes, schools, and businesses; inspire creativity and attract high-quality resources from within and outside the country.
- Building a modern, transparent and effective digital government, digital economy and digital society, bringing the management, direction and operation of Party and State organizations and agencies into the digital environment, based on data; providing comprehensive online public services and convenient digital utilities for people and businesses, creating breakthroughs in administrative reform, public governance and sustainable development.
- Restructuring, building a unified, stable, flexible digital infrastructure, prioritizing the application of cloud computing technology, ensuring information security and network security to gradually improve people's quality of life, contributing to the economic restructuring towards industrialization and modernization.
- Improve the quality of human resources, promote the creative potential of all social classes, promote regional connectivity, international integration in science and technology, actively contribute to the goal of industrialization and modernization of the country by 2030, with a vision to 2045.
The plan also sets out specific tasks and solutions. In particular, regarding leadership and direction:Establish a Steering Committee for science, technology, innovation, digital transformation, administrative reform and Project 06 of the province, with the Provincial Party Secretary as the Head of the Committee, the Provincial Party Committee Office as the Standing Body of the Steering Committee; establish a Steering Committee Support Team; have appropriate mechanisms and policies for specialized staff advising on the implementation of the resolution. Arrange qualified and competent staff in science and technology to Party committees at all levels, ensuring at least 01 staff specializing in science, technology and digital transformation in specialized agencies and People's Committees at all levels. Establish a provincial advisory council chaired by the Chairman of the Provincial People's Committee, invite prestigious experts, scientists and managers at home and abroad to participate in the advisory council to advise the Steering Committee promptly and effectively. Establish a mechanism for inter-sectoral and inter-level coordination; increase the participation of departments, branches, sectors and localities; assign responsibilities, specific roadmap...
