The 28th session of the 18th Nghe An Provincial People's Council passed 14 resolutions on socio-economic issues.

Resolution on many important contents

The meeting reviewed and approved the Resolution on giving opinions on the arrangement of commune-level administrative units in the province in 2025; at the same time, it approved 14 other important contents under its authority, including: amending and supplementing the land price list; giving opinions on the expected list of works and investment projects to develop socio-economic infrastructure in the western region of Nghe An province.

Policy to support additional social insurance contributions for voluntary social insurance participants; support levels for implementing policies to develop cooperatives, cooperatives, and cooperative unions; regulations on authority to decide on liquidation of planted forests under the management of the province.

Stipulate principles, scope, support levels and use of funds to support the protection of rice-growing land in the province; adjust the 2025 public investment plan; adjust the allocation of funds for 3 National Target Programs.

Policy on changing the purpose of forest use to other purposes, approving the list of projects requiring land recovery, approving the list of projects requiring land use change to implement projects; dismissing the Provincial People's Committee member for the term 2021 - 2026.

Proactively prepare plans to arrange commune-level administrative units

In his closing speech, on behalf of the Provincial People's Council, Comrade Hoang Nghia Hieu - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council requested that immediately after the Session, the Provincial People's Committee urgently direct the synthesis and completion of the Project Document on the arrangement of commune-level administrative units to submit to the Ministry of Home Affairs for appraisal in accordance with the requirements of the Central Government; proactively prepare plans to arrange and consolidate the organization of new administrative units, plans to arrange and rationally use working offices, equipment, finance, public assets, and infrastructure at new administrative units.

At the same time, implement policies and regimes for cadres, civil servants, public employees and workers affected by administrative unit rearrangement; continue to strengthen propaganda and mobilization work, create high consensus and unity among the people; soon stabilize all aspects, meet the requirements of socio-economic development, national defense and ensure security, social order and safety in the area; create favorable conditions for organizations and individuals when carrying out administrative procedures, converting documents according to the new administrative unit to ensure implementation after the Project is approved by competent authorities, as well as deploy the two-level local government model from July 1, 2025.

Regarding the remaining resolutions, Comrade Hoang Nghia Hieu requested the Provincial People's Committee to direct their implementation to put them into practice soon and promote their effectiveness; at the same time, direct the sectors to proactively coordinate with the Provincial People's Council Committees to prepare programs, contents, and documents to ensure quality and time schedule for the regular mid-year session in 2025.

2025 is a very important year, with many major political events of the country and also the year of holding Party Congresses at all levels towards the 14th National Party Congress...

Along with implementing the revolution of streamlining the organizational apparatus, after early stabilization to operate effectively, efficiently and effectively, our province must simultaneously achieve the economic growth target of 10.5% in the province.

To carry out the above tasks, the Provincial People's Council requests the Provincial People's Committee to continue to promote proactiveness, flexibility, and determination in directing and operating, not to interrupt work, not to leave vacant areas, fields, and assigned tasks, especially when arranging commune-level administrative units and implementing two-level local government.

On the occasion of the 50th anniversary of the Liberation of the South and National Reunification Day (April 30, 1975 - April 30, 2025), on behalf of the Provincial People's Council, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council Hoang Nghia Hieu expressed his deep gratitude and appreciation for the great contributions, losses and sacrifices of Vietnamese Heroic Mothers, Heroic Martyrs, wounded and sick soldiers - those who participated and contributed to the cause of national liberation.
