The Provincial People's Committee requests departments, branches, sectors, People's Committees of districts, cities, towns, investors and relevant agencies and units to organize the implementation and fully comply with the contents according to the instructions in Official Dispatch No. 4738/BTC-TH 2025 of the Ministry of Finance.
The Provincial People's Committee has just issued a Plan to implement instructions on transitioning the management of programs, tasks, projects, and public investment plans in the process of arranging and perfecting the organization of the two-level local government apparatus in Nghe An province.

Clearly assign people and responsibilities, ensure completion of tasks and targets within the prescribed time limit.
Comply with the provisions of the Law on Public Investment, the Law on State Budget, the Law on Public Debt Management and relevant laws; promptly report to competent authorities to resolve any arising problems.
To ensure continuity and consistency in the management and implementation of programs, tasks, projects and public investment plans, and to avoid stagnation or interruption due to the impact of the arrangement and merger of administrative units in the province, the Provincial People's Committee requests:
Departments, branches, sectors; Chairmen of People's Committees of districts, cities, towns; investors, Project Management Boards:Urgently research and organize the serious and complete implementation of the contents according to the instructions in Official Dispatch No. 4738/BTC-TH to ensure compliance with legal regulations and completion within the prescribed time limit; Seriously implement the tasks and solutions to direct the acceleration of the implementation progress and disbursement of the State budget investment plan in 2025...; Strengthen inspection, supervision, and strictly handle cases where officials and units delay the implementation of procedures related to appraisal, approval, site clearance, bidding, acceptance, and payment for the reason of arrangement, merger,... affecting the implementation progress and disbursement of public investment capital.
People's Committees of districts, cities and towns:Assign a focal point responsible for receiving and handling problems arising during the arrangement and merger process, avoiding the situation of shirking responsibility; report to the Provincial People's Committee through the Department of Finance to summarize the focal point for coordination during the implementation process..
People's Committees of districts, cities, towns, investors, Project Management Boards:
- Review, synthesize, and arrange all relevant records and documents (legal records of projects, contracts, payment records, settlement records, volume acceptance records, quality management records, etc.) and make a list of: (i) programs, tasks, and projects under the 2025 public investment plan and under the capital plans of previous years that are permitted by competent authorities to be transferred to 2025; (ii) programs, tasks, and projects that are unfinished or completed but have not been approved by competent authorities for final settlement of completed projects (note: Report in detail the advance balances including: overdue advance balances, within-term advance balances that must be monitored for continued recovery of each program, task, and project; the amount of capital advanced from the State budget estimate that has not been arranged for recovery); (iii) projects that have been approved for final settlement but still have receivables/payables; (iv) projects that have been completed, put into use and settled according to regulations, have no more receivables/payables but are within the period for archiving documents according to regulations; (v) programs, tasks, projects that have approved investment policies or investment decisions but have not yet allocated capital to implement the project.
At the same time, based on the practical situation of each locality's arrangement, the expected Project to arrange and reorganize the commune-level administrative unit of the unit, the capacity and capability to implement at the commune level (expected) and the provisions of specialized laws on decentralization of management of works, economic and social infrastructure, project nature, total investment, implementation area, study and propose a plan to transfer the new investor to the provincial level (provincial-level department, branch/Specialized construction investment project management board) or the People's Committee of the commune level after the arrangement (expected).

- Particularly for projects managed by communes: Assign the People's Committees of districts, cities and towns to guide the People's Committees of communes, wards and towns to proactively review and plan the handover to the People's Committees of communes after the arrangement according to the principle that the People's Committees of communes after the arrangement receive all programs, tasks, projects and capital plans of the People's Committees of communes before the arrangement.
- Review and summarize projects, works, and headquarters under construction or approved for investment and construction that are affected by the organization's restructuring and streamlining. - Report to the Provincial People's Committee through the Department of Finance to summarize the results of the review and arrangement of program management, tasks, projects, difficulties, problems, causes, responsibilities and propose solutions in the period before the arrangement and merger. - Carry out the finalization of the 2024 State budget year: The investor closes the data and compares it with the State Treasury according to regulations to serve the handover to the new investor. Completion deadlinebefore June 30, 2025
- Report to the Provincial People's Committee through the Department of Finance to summarize the review and arrangement of program management, tasks, projects, arising difficulties and problems, causes, responsibilities and propose solutions in the post-arrangement and merger period. Preside over and advise the Provincial People's Committee to establish a working group or an interdisciplinary steering committee to direct, monitor and coordinate the overall planning work of the locality. Completion deadlinebefore April 30, 2025.
Synthesize and advise the Provincial People's Committee to plan a new investor transfer plan to hand over and receive programs, tasks, projects, and capital plans in the process of arranging and perfecting the organization of the 2-level local government apparatus. Department of Agriculture and Environment, Department of Ethnic Minorities and Religions:
Based on Official Dispatch No. 4738/BTC-TH and guiding documents of the competent authority of the National Target Program (Document No. 1005/BNNMT-PC dated April 11, 2025 of the Ministry of Agriculture and Environment, Document No. 256/BDTTG-VPCTMTQG dated April 8, 2025 of the Ministry of Ethnic Minorities and Religions and other relevant documents), according to assigned functions and tasks, proactively organize implementation, guide relevant agencies, units and localities to deploy promptly, effectively, and ensure the deadline as prescribed.
Requesting Directors of departments, Heads of provincial-level departments and branches, Chairmen of People's Committees of districts, cities and towns, investors, project management boards, relevant agencies and units to focus on directing and organizing implementation to ensure efficiency and progress according to regulations.
