The Ministry of Public Security provides information on the investigation into the fake milk and fake medicine case.

At the government press conference on the afternoon of May 6th, Major General Hoang Anh Tuyen, Deputy Chief of the Office and Spokesperson of the Ministry of Public Security, shared with the press the progress of the investigation into the fake milk and fake medicine cases.

According to Major General Hoang Anh Tuyen, as of April 29th, in the case of producing, trading, and selling counterfeit milk and medicine, the Police Investigation Agency of the Ministry of Public Security has prosecuted and temporarily detained 15 individuals for investigation into acts of producing and trading counterfeit goods and food; violating accounting regulations causing serious consequences; fraud and appropriation of property; bribery and brokering bribery.

Next, there was the case of manufacturing and trading counterfeit medicines and preventative drugs in Thanh Hoa province and many other provinces and cities nationwide. Major General Hoang Anh Tuyen shared that, as of April 29th, the Criminal Investigation Agency of the Thanh Hoa Provincial Police had issued a decision to initiate criminal proceedings and indict 14 individuals for the crime of manufacturing and trading counterfeit medicines and preventative drugs.

According to Major General Hoang Anh Tuyen, regarding the case of producing health supplements and using falsified test results to market products manufactured by Herbitech Co., Ltd., on April 28, the Investigation Police Department of the Ministry of Public Security issued a decision to prosecute, arrest, and search the residences of four defendants: Pham Vu Khiem - Director of Herbitech Co., Ltd.; Vuong Thi Hoa, Le Thi Hong Van, and Bui Thi Thu Ha, who were Chief Accountants or in charge of Accounting at Herbitech Co., Ltd. from 2021 to the present, all charged with violating accounting regulations causing serious consequences.

According to the investigation results of the Ministry of Public Security, Pham Van Khiem instructed Vuong Thi Hoa, Le Thi Hong Van, and Bui Thi Thu Ha to create two accounting systems: one system for tax declaration, showing a much lower quantity of goods produced and sold than the actual amount. The second system was to track internal expenses, showing the full quantity of goods produced and sold, the amount of money received, and not declaring it for tax purposes.

Accordingly, the individuals involved kept over 121 billion VND off the books. Initial assessments indicate that this caused a loss to the State budget of over 10 billion VND in taxes that should have been paid.

In addition, during the investigation of this case, the investigating agency determined that two health protection products manufactured by Herbitech Co., Ltd. were counterfeit; and simultaneously seized 115 samples of health protection products manufactured by Herbitech Co., Ltd. that showed signs of being counterfeit, pending the results of expert analysis. All relevant information regarding the case has been fully published on the Ministry of Public Security's electronic information portal.
