The Government works with localities on disbursing public investment capital.

On the afternoon of May 7, the Government's Working Group No. 2 worked with localities to inspect, urge, remove difficulties and obstacles, and promote the disbursement of annual public investment capital.

Attending were representatives of the leaders of the departments and branches: Finance, Provincial People's Committee Office, Construction, Agriculture and Environment, Ethnicity and Religion, Culture, Sports and Tourism, Science and Technology, Provincial Military Command, Provincial Project Management Board for civil and industrial construction investment projects. Representatives of the State Treasury of Region X; leaders of Nghe An Oncology Hospital.

Review progress of capital delivery and disbursement

The working session listened to reports from ministries and branches on the allocation and disbursement of public investment capital and difficulties and problems of ministries, central and local agencies up to May 6, 2025 under Working Group No. 02.

The total state budget investment plan for 2025 assigned by the Prime Minister to 16 units (07 ministries, central agencies, 09 localities) under Working Group No. 2 is 253,255 billion VND, accounting for 30.66% of the total investment capital plan of the whole country assigned by the Prime Minister. As of May 6, 2025, the total allocated capital is 250,126 billion VND. Of which, 1,538 billion VND of local budget balance capital is assigned in excess of the plan assigned by the Prime Minister, reaching 98.76% of the plan assigned by the Prime Minister, an increase of 4,443 billion VND compared to the previous month.

Four out of seven ministries, central agencies and five out of nine localities have allocated 100% of the assigned capital plan (an increase of four units compared to the previous month). Three out of seven ministries, central agencies and four out of nine localities have not yet allocated the capital plan assigned by the Prime Minister, which is VND 4,666 billion, accounting for about 1.84% of the total capital investment plan of ministries, central agencies and localities under Working Group No. 2 and accounting for 16.75% of the total unallocated capital of the whole country.

For Nghe An, as of April 20, 2025, the total public investment plan has disbursed VND 1,835 billion, reaching 18.35%; it is estimated that by April 30, 2025, VND 2,212 billion will be disbursed, reaching 22.12%.

Identify problems and propose solutions

According to the Ministry of Finance, as of May 6, there were 9 ministries, branches and localities that were still behind in the progress of capital allocation and disbursement of public investment capital. Deputy Prime Minister Tran Hong Ha requested ministries, branches and localities to clearly report the situation and reasons for the delay in capital allocation and disbursement and propose solutions. Especially for units, ministries and branches that are currently disbursing 0%.

The current causes and difficulties of localities, ministries and branches are land funds, site clearance, and the policy mechanism is not yet synchronized when the district level and district-level project management boards are abolished; difficulties in planning, land prices, and site clearance compensation prices during the period of merging all levels.

The biggest problem is still in the site clearance work, focusing on determining the origin of the land, land price, and people have not agreed with the compensation plan. For example, the capital sources and projects assigned to: Ministry of Agriculture and Environment, provinces of Hanoi, Hoa Binh, Nghe An, Quang Binh, Bac Giang, Ho Chi Minh City National University.

Some projects face difficulties and problems in planning, red line boundaries, environmental impact assessment, fluctuations in raw material prices, difficulties in the supply of construction materials... The completion of investment procedures for projects in the relic sector is still slow due to the need to carry out procedures related to seeking appraisal opinions from specialized agencies...

Some units and localities with low public investment capital allocation rates, and requests to return capital were also requested by the Deputy Prime Minister to explain, such as Quang Tri, the Ministry of Agriculture and Environment, etc.

At the working session, ministries, branches and localities also proposed solutions and requested the Central Government to support in removing difficulties in disbursing public investment capital, especially national target programs.

Concluding the working session, Deputy Prime Minister Tran Hong Ha emphasized that the country has 16% of unallocated capital, the task of disbursing capital of Working Group No. 2 is very large (over 30% of the country's medium-term investment capital). Therefore, it is recommended that ministries and agencies managing national target programs review the difficulties, problems and recommendations of ministries, branches and localities in the process of allocating and disbursing capital of the 03 National Target Programs to coordinate with the Ministry of Finance and relevant agencies to handle according to regulations, promptly report to competent authorities on contents beyond their authority. Localities proactively carry out the work of reviewing, promulgating and deciding on issues that have been decentralized according to the provisions of Resolution No. 111/2024/QH15 dated January 18, 2024 of the National Assembly.
