People in the Northwest region of Nghe An hope the vehicle inspection center will soon resume operations.

For more than half a year now, people in districts along National Highway 48 such as Que Phong, Quy Chau, Quy Hop, Nghia Dan, and Thai Hoa Town have had to struggle to find a place to register their vehicles because Nghe An Motor Vehicle Registration Center, Facility 2, has temporarily stopped operating.

According to the feedback of people in districts and towns along National Highway 48, in the past time, they have had a hard time taking their cars for periodic inspection. The reason is that from October 2024 until now, Nghe An Motor Vehicle Inspection Center, Facility 2 (Center 37-02S), located in Thai Hoa Town, had to stop operating, so vehicle owners had to travel a longer distance to Hoang Mai Town, Dien Chau District, Nghi Loc or even Vinh City for inspection.

Mr. Tran Huu Toan, residing in Thai Hoa Town, said: In the past, when I went to register my vehicle, I only needed to go to Nghe An Motor Vehicle Registration Center, Branch 2, located near the intersection of Ho Chi Minh Road and National Highway 48. But recently, when the vehicle was due, I had to take it to Nghi Loc to register it.

In Quy Hop district, where there is a large number of trucks, and the inspection cycle of trucks is short (6 months or more), having to travel a long distance to find a place to inspect also causes many difficulties for vehicle owners.

Mr. Le Van Thoa, a business owner with many trucks in Quy Hop town, said: for the past few months, his family's vehicles as well as many other establishments in the area have had to go all the way to Dien Chau for inspection. If the vehicles are free on a day, they can be inspected on the same day, but on busy days, they have to wait until Monday. On days when Dien Chau is overloaded, they have to take their vehicles to centers in Vinh, which is very inconvenient.

According to the reporter's investigation, Nghe An Motor Vehicle Inspection Center, Facility 2, is a unit under the Department of Transport (now the Department of Construction). At this facility, there are 2 inspection lines, meeting the inspection needs of about 150 vehicles per day (70 vehicles/1 line).

Talking to us, Mr. Ha Tien Son - Deputy Director in charge of Nghe An Motor Vehicle Inspection Center said: From October 2024 to now, facility 37-02S located in Thai Hoa town has had to temporarily stop operating due to lack of leaders to sign inspection certificates and inspectors to perform inspection tasks.

Currently, the Center still maintains the arrangement of 1 employee and 2 security guards to resolve people's problems, collect road usage fees and other related issues.

Through our investigation, we learned that in order to put facility 37-02S back into operation, the Nghe An Motor Vehicle Inspection Center has sent a document to the competent authority to consider appointing a leader there. On April 4, 2025, the Department of Construction also sent Document No. 1668/SXD-VP to the Department of Home Affairs to consider and give opinions on the addition to the Planning and appointment of the Deputy Director of the Nghe An Motor Vehicle Inspection Center.

"In the coming time, when there is enough human resources, the center will resume operations to meet the needs of people and businesses, creating conditions for socio-economic development in the Northwest region of Nghe An" - Mr. Son emphasized.

Previously, in February 2023, the Investigation Police Agency of Nghe An Provincial Police issued a decision to prosecute a criminal case on the crime of "Giving, receiving and brokering bribes" taking place at two facilities 37-01S (located in Vinh city) and 37-02S (in Thai Hoa town) of Nghe An Motor Vehicle Inspection Center.

By October 2024, after the People's Court of Nghe An province brought the case to trial and the verdict came into effect, the Department of Transport (now the Department of Construction) and the Nghe An Motor Vehicle Inspection Center carried out disciplinary procedures and forced 25 officials and employees of the Center to quit their jobs according to regulations, including the Director, 3 Deputy Directors, 21 inspectors and professional staff.
