Nghe An participates in the 2nd meeting of the Government Steering Committee on Science and Technology Development, Innovation, Digital Transformation and Project 06

On the morning of May 17, the Government Steering Committee on Science, Technology, Innovation, Digital Transformation and Project 06 held its second meeting.

The conference was held in both direct and online formats. At the Nghe An provincial bridge, comrade Le Hong Vinh - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee chaired.

Also attending were comrade Pham Trong Hoang - Member of the Provincial Party Standing Committee, Chairman of the Provincial Party Inspection Committee; Nguyen Van De - Member of the Provincial Party Executive Committee, Vice Chairman of the Provincial People's Committee.

Focus on implementing the "strategic quartet"

Currently, the whole country is resolutely implementing the "strategic quartet" according to the resolutions of the Politburo, including: developing breakthroughs in science and technology, innovation, digital transformation (Resolution 57); international integration in the new situation (Resolution 59); innovating the work of building and enforcing laws (Resolution 66); developing the private economy to become one of the most important driving forces of the national economy (Resolution 68).

At the same time, the administrative apparatus is being streamlined towards effectiveness and efficiency; administrative units at all levels are being reorganized; a two-level local government organization model is being built. The policy of decentralization and delegation of power continues to be promoted in the spirit of "whoever does the best work is assigned".

In particular, science and technology, innovation and digital transformation are identified as the foundation for sustainable development. The target is to achieve economic growth of 8% or more in 2025 and towards double-digit growth in the following years, with important contributions from new growth drivers.

We are now more than 1/3 of the way through 2025. The remaining period of the year is identified as a pivotal time, requiring high concentration, great determination and drastic action to complete the set goals.

At the meeting, delegates made frank and objective assessments, with specific data, on the implementation of activities related to science and technology, innovation, digital transformation, administrative reform and the implementation of Project 06; at the same time, clarified the progress of the implementation of the plan as well as the instructions at the first meeting of the Government; identified shortcomings, limitations, weaknesses, obstacles, and barriers, especially in terms of institutions, mechanisms, policies and resource mobilization.

Through the reports and discussions, the issues that are behind schedule have been specifically pointed out, objective and subjective causes have been clearly analyzed; lessons have been drawn and effective models and innovative approaches have been shared. On that basis, key tasks and solutions in the coming time have been identified, especially the allocation of resources, promotion of public-private partnership and attracting the participation of businesses and people.

In Nghe An, the Provincial Party Committee Standing Committee directed the establishment of a provincial-level Steering Committee on science, technology, innovation and digital transformation development, headed by the Provincial Party Secretary; developed working regulations and assigned tasks to members of the Steering Committee; in which, each member was assigned to be in charge, responsible for directing, inspecting and urging the implementation of specific contents and tasks, associated with assigned functions and tasks.

The Provincial Party Committee is urgently developing a Plan to implement Resolution 57-NQ/TW, clearly defining key tasks and a specific roadmap to bring Nghe An to breakthrough development.

Faster, bolder

Concluding the conference, Prime Minister Pham Minh Chinh emphasized: Developing science, technology, innovation and digital transformation must be associated with simplifying administrative procedures, thoroughly eliminating cumbersome and troublesome regulations that cause costly compliance costs for people and businesses. The implementation process must take people and businesses as the center, the subject, and at the same time the resource and driving force for implementation.

Besides, resource mobilization needs to be promoted through strengthening public-private partnership, promoting the role of the private sector in key development programs.

In leadership and direction, it is required to be more rapid and bold; coupled with increased inspection, supervision and timely handling of issues arising during the implementation process. The goal is to improve the operational efficiency of the entire system, from planning to execution.

The Prime Minister emphasized that it is necessary to change the situation and state faster to develop science, technology, innovation and digital transformation to contribute to achieving the growth target.

The Prime Minister emphasized a number of key tasks in the coming time; in which, it is necessary to continue raising awareness, especially about the key role of science, technology, innovation and digital transformation in the process of national development.

At the same time, step up the review and completion of the institutional system, mechanisms, policies and ensure resources for implementation; promptly complete and submit to the Government for promulgation relevant decrees, guiding the implementation of new laws passed by the National Assembly.

Ministries, sectors, localities and enterprises need to proactively develop specific projects, plans and programs to submit to competent authorities for approval. In addition, it is necessary to develop a list and codes of administrative units in Vietnam to serve the merger of provinces and the construction of a two-level local government model.

The development of digital government, digital infrastructure and digital economy continues to be identified as a focus, with special attention paid to building, connecting and effectively exploiting databases.

The Prime Minister emphasized the need to promote administrative reform, aiming to build a professional, modern, effective and efficient administration to better serve people and businesses.
