Delegation of Nghe An province visited and worked in Ulyanovsk province, Russian Federation
From May 16, the Nghe An Provincial Delegation led by Comrade Nguyen Nam Dinh - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Council is on a working visit to Ulyanovsk Province, Russian Federation.
The delegation included comrades: Bui Dinh Long - Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee; Pham Van Hoa - Director of the Department of Industry and Trade; Chu Duc Thai - Head of the Culture - Social Committee of the Provincial People's Council; Nguyen The Than - Deputy Director of the Department of Foreign Affairs; Que Thi Tram Ngoc - Deputy Head of the Ethnic Committee of the Provincial People's Council; Nguyen Thi Anh Hoa - Deputy Chief of Office of the National Assembly Delegation and Provincial People's Council.

Attending the meeting, on the side of Ulyanovsk province were Mr. Aleksey Russkikh, Governor of Ulyanovsk province and Mr. Valery Malyshev - Chairman of the Legislative Assembly of Ulyanovsk province and representatives of relevant agencies. Consul General of Vietnam in Ekaterinburg Nguyen Mai Huong also attended the meeting.
Speaking at the meeting, Comrade Nguyen Nam Dinh emphasized the special significance of the working trip in the context of Vietnam and the Russian Federation celebrating the 75th anniversary of the establishment of diplomatic relations (1950-2025), along with the 135th anniversary of the birth of President Ho Chi Minh - the great son of the Vietnamese people and a symbol of Vietnam-Russia friendship.

Comrade Nguyen Nam Dinh reviewed the journey of cooperation between the two provinces, starting from 1986 with the first labor cooperation programs, which were formalized by the Agreement on Establishing Friendship Relations in 2007. The outstanding results have become a profound symbol of the friendship between the two sides, typically the construction of the Ho Chi Minh Monument in Ulyanovsk city in 2017 - a project of special significance, expressing the respect and admiration of the Russian people for the beloved leader of Vietnam. This monument is not only a cultural project but also a red address, a place to educate traditions for the younger generation and connect the Vietnamese community in Russia.
On the contrary, in April 2024, Nghe An received a bronze statue of VI Lenin donated by the Ulyanovsk government and placed it in the central square of Vinh city. This is considered a “historic response”, showing appreciation for the affection and support of Ulyanovsk, and contributing to deepening the cultural and political relationship between the two localities.

In the field of education and training, the two sides especially acknowledged the cooperation initiative between Phan Boi Chau High School for the Gifted (Nghe An) and Ho Chi Minh High School (Ulyanovsk). The cooperation agreement between the two schools is the foundation to promote student exchange, teacher exchange, and enhance the teaching of Russian and Vietnamese - a practical direction to prepare human resources with foreign language skills and cultural understanding.
Regarding the economy, the Standing Vice Chairman of the People's Council of Nghe An province said that in 2024, the total export turnover from Nghe An to the Russian Federation will reach over 3.8 million USD, focusing on agricultural products, wooden products, essential oils and packaging.
Comrade Nguyen Nam Dinh mentioned the idea of building Nghe An Trade Building in Ulyanovsk city - a place to promote products, connect businesses, and create a space for Vietnamese cultural and culinary activities in Russia. In addition, Nghe An province is also researching the construction of a Vietnam - Russia Friendship Village right in Vinh city, combining tourism - accommodation - education models to enhance people-to-people exchanges.
Speaking at the meeting, Mr. Aleksey Russkikh, Governor of Ulyanovsk province, welcomed the delegation of Nghe An province and affirmed the friendly relationship between the two provinces, the homeland of Lenin and President Ho Chi Minh. This strong, loyal and steadfast relationship was built since 1986, nurtured by the affection of the governments and people of the two provinces and the two countries.
The Governor believes that in the coming time, the two provinces will continue to have effective cooperation in areas such as light industry, electronics, mechanical assembly, and automobile machinery. In particular, the event of TH Group investing in the Russian Federation will open up a new direction in the agricultural sector.
The Governor also expressed his gratitude for the contributions of the Vietnamese community in general and Nghe An people in particular to the development of Ulyanovsk and believed that in the coming time, the relationship between the two provinces will further develop.
At the meeting, the two sides exchanged the Agreement on friendly cooperation for the period 2025-2030. Representative of Nghe An province, Mr. Aleksey Russkikh, Governor of Ulyanovsk province and Mr. Bui Dinh Long - Vice Chairman of the Provincial People's Committee exchanged documents signed by Chairman of Nghe An Provincial People's Committee Le Hong Vinh and Governor of Ulyanovsk province Aleksey Russkikh in the presence of senior leaders of the two provinces. The agreement focuses on promoting cooperation in the fields of trade, economy, investment, science and technology, society, culture, education, health, sports and tourism...
On the same day, the Nghe An provincial delegation had a working session with the Ulyanovsk Provincial Chamber of Commerce and Industry;Lay flowers at the Lenin monument; visit the Ulyanovsk Provincial Center for Gifted Children.
On this occasion, the delegation of Nghe An province attended the 30th anniversary of the establishment of Victory Square - an important political and cultural event of the people of Ulyanovsk. Here, the delegation, together with the local government and people, offered flowers in memory and expressed gratitude to the heroes who sacrificed for independence and peace.
The event is also an opportunity to strengthen the friendship between the people of Vietnam and the Russian Federation, contributing to deepening the long-standing traditional relationship between the two peoples.
