Upholding civic responsibility and actively amending the Constitution.

The process of soliciting public opinion on the draft resolution amending and supplementing certain articles of the 2013 Constitution is a far-reaching political event for the entire society. It is also an opportunity for each citizen to fully and profoundly demonstrate their right to self-governance.

To promptly gather broad public opinion, Nghe An province has implemented a comprehensive set of solutions to disseminate information, provide guidance, and support people in participating and giving their opinions.

Various forms of feedback

In order to promote the people's right to self-governance, mobilize the intellect and dedication of the entire population, and create consensus in amending and supplementing the Constitution of the Socialist Republic of Vietnam in 2013, the People's Committee of Nghe An province issued Plan No. 335/KH-UBND requesting departments, localities, agencies, and units to strengthen information dissemination, propaganda, ideological guidance, and public opinion to create high consensus and unity.

Through this, we aim to raise awareness and awaken a sense of responsibility towards the country and the nation among all citizens, turning the contribution of opinions on amending the Constitution into a widespread political activity.

The Provincial People's Committee also requested that the process of soliciting public opinion from all levels and sectors on the draft Resolution amending and supplementing the 2013 Constitution be carried out in diverse, appropriate, and flexible forms, with increased application of information technology, in accordance with the actual situation at the grassroots level, creating conditions for all segments of the population to participate in providing feedback. Agencies, organizations, and units organize conferences, seminars, and forums to gather opinions from individuals within their scope of management, experts, and scientists. Citizens can submit feedback directly through the VneID application using their personal accounts. Individuals, agencies, organizations, and businesses can also submit feedback directly through: the provincial electronic information portal; the websites of provincial-level agencies and departments; and the electronic information portals of the People's Committees of districts, cities, and towns.

In Document No. 335/KH-UBND, the Provincial People's Committee also requested the Provincial People's Committee Office, the Department of Justice, the Provincial Police, and other relevant agencies and departments; and the People's Committees of districts, cities, and towns to disseminate and organize for 100% of officials, civil servants, employees, and workers of their respective agencies and units to provide feedback on the draft resolution through the VNeID application.

In accordance with the plan of the Ministry of Public Security and the People's Committee of Nghe An province, the Nghe An Provincial Police Department has sent a document to departments, agencies, and localities in the province requesting that all Party members, officials, civil servants, and citizens in their respective areas prioritize contributing opinions through the VNeID application – a technology platform deployed by the Ministry of Public Security.

At the same time, maximum human resources and equipment will be mobilized to ensure the smooth operation of the system, and all feedback from the public will be received and compiled accurately until May 29, 2025. The Nghe An Provincial Police Department stated that they have initially recorded over 10,000 comments from citizens on the VNeID application, with most of them generally agreeing with the draft.

Mr. Tran The Do, a resident of Ben Thuy ward (Vinh City), expressed: The application of digital technology to gather feedback on supplementing and amending the Constitution, especially feedback through the VneID application at level 2, has facilitated citizens not only to "know" but also to "discuss" and "participate" in building the country's supreme legal framework.

Promoting the people's right to self-governance.

The amendments and additions to the 2013 Constitution focus on two groups of regulations: Firstly, regarding the Vietnam Fatherland Front and socio-political organizations; secondly, regarding administrative units and local government organization.

These are all contents with profound significance, directly impacting the people and the operational model of the government apparatus at all levels, aiming to implement the Party's policy on streamlining organizational structures, improving the quality and efficiency of the Vietnam Fatherland Front and other political and social organizations, and reorganizing administrative units and local governments.

Therefore, along with propaganda efforts, which emphasized the new points directly related to citizens' rights and obligations, and the core contents of the draft resolution, local Party committees and authorities have issued plans to implement the process of gathering public opinions.

Mr. Vy Hoang Ha, Head of the Justice Department of Quy Hop District, said: On May 14, 2025, the People's Committee of Quy Hop District issued Plan No. 85/KH-UBND on organizing the collection of opinions from the people, levels, and sectors on the draft Resolution amending and supplementing a number of articles of the 2013 Constitution.

On the same day, the District Council for Legal Dissemination also issued an urgent document requesting district-level departments, agencies, and organizations, as well as the People's Committees of communes and towns, to strengthen communication efforts through various forms. This aims to help people understand that every contribution from the people is a valuable building block in constructing a solid foundation for a rule-of-law state.

To date, several commune-level People's Committees and Fatherland Front Committees, such as those in Chau Hong, Chau Thai, Nghia Xuan, and Minh Hop communes, have also organized conferences to gather opinions on the draft Resolution amending the 2013 Constitution with a sense of urgency, seriousness, and effectiveness.

At the provincial level, on May 16th, the Standing Committee of the Vietnam Fatherland Front Committee of Nghe An province organized a conference to gather feedback on the draft resolution amending and supplementing several articles of the 2013 Constitution..At the conference, delegates unanimously agreed on amending and supplementing the Constitution in line with the policy of streamlining the organizational structure of the political system. The amendments will focus on the provisions of the 2013 Constitution regarding the Vietnam Fatherland Front, socio-political organizations, and the delineation of administrative units and local government organizations. Simultaneously, they will aim to fully, specifically, and rigorously regulate and enhance the role, responsibility, and effectiveness of organizations and sectors within the political system. Delegates also provided specific feedback on each article proposed for amendment and supplementation.

The Nghe An Provincial Youth Union also stated that, in addition to deploying its officials and members to directly contribute feedback on online questionnaires regarding the amendments and supplements to the 2013 Constitution through the Central Youth Union's channel, the Provincial Youth Union Standing Committee also directed local Youth Union branches to leverage the role of "Digital Literacy Teams" to guide people in contributing feedback on the Constitutional amendments in five steps using the VneID application.

Besides organizing widespread consultations, the responsibility to listen and seriously consider feedback, along with transparent accountability, is an urgent requirement.

In Document No. 335/KH-UBND, the People's Committee of Nghe An province emphasized: The opinions and contributions of the people, all levels, and sectors must be fully, accurately, and objectively collected, and seriously studied, considered, and explained, serving as the basis for finalizing the draft Resolution to advise the Government to submit it to the National Assembly for consideration and approval.

Following the direction of the Provincial People's Committee, provincial departments, agencies, and the People's Committees of districts, cities, and towns shall compile opinions on their respective portals/websites and send them to the Office of the Provincial People's Committee for compilation before May 28, 2025. The Office of the Provincial People's Committee shall compile opinions from the provincial portal and from provincial departments and agencies; and send a report on the results to the Government Office; the Provincial Police Department shall send a report on the results to the Ministry of Public Security according to the required schedule.

The Provincial People's Committee also assigned the Department of Justice to compile all opinions received through other information channels (excluding the Electronic Information Portal and the VneID application) and advise the Provincial People's Committee before May 28, 2025, to report to the Committee for Drafting Amendments and Supplements to the 2013 Constitution – 15th National Assembly and the Ministry of Justice as requested.

Consulting the people on constitutional amendments is not only a mandatory legal procedure but also an objective requirement for the country to enter a new era.

Now more than ever, every citizen should maximize their civic responsibility, exercise their rights and fulfill their obligations to the country and the nation by proactively and actively participating in contributing opinions to the amendment of the Constitution, ensuring that the Constitution accurately reflects the will and aspirations of the people and contributes to perfecting the supreme legal foundation of the country.
