The public consultation on the Draft Resolution amending and supplementing a number of articles of the 2013 Constitution is a profound political event of the whole society. This is also an opportunity for each citizen to fully and deeply demonstrate his or her right to mastery.

To promptly collect public opinions, Nghe An province has synchronously deployed solutions to propagate, guide, and support people to participate in giving opinions.

Various forms of feedback

In order to promote the people's mastery, mobilize intelligence, enthusiasm and create consensus among the people in amending and supplementing the Constitution of the Socialist Republic of Vietnam in 2013, the People's Committee of Nghe An province issued Plan No. 335/KH-UBND requesting departments, branches, localities, agencies and units to strengthen information, propaganda, orientation, ideology and public opinion to create high consensus and unity.

Thereby, raising awareness, arousing the sense of responsibility for the country and people among all people, making the contribution of opinions to amend the Constitution a widespread political activity.

The Provincial People's Committee also requested that the organization of collecting opinions from the People, all levels and sectors on the draft Resolution amending and supplementing the 2013 Constitution must be carried out in diverse, appropriate and flexible forms, increasing the application of information technology, suitable to the actual situation at the grassroots level, creating conditions for all classes of people to participate in giving opinions. Accordingly, in addition to the traditional method of sending written opinions to the agencies responsible for synthesizing the opinions of the People.

Agencies, organizations, and units organize conferences, seminars, and discussions to collect opinions from subjects under their management, experts, and scientists. People can give their opinions directly on the VneID application using their personal accounts. Individuals, agencies, organizations, and businesses can participate in giving their opinions directly via: The provincial electronic information portal; The electronic information pages of provincial-level agencies, departments, and branches; The electronic information portals of the People's Committees of districts, cities, and towns.

In Document No. 335/KH-UBND, the Provincial People's Committee also requested the Provincial People's Committee Office, the Department of Justice, the Provincial Police and relevant agencies, departments and branches; People's Committees of districts, cities and towns to disseminate and organize for 100% of cadres, civil servants, public employees, workers... of agencies and units to contribute comments on the draft resolution through the VNeID application.

Implementing the Plan of the Ministry of Public Security and the People's Committee of Nghe An province, Nghe An Provincial Police has sent a document to departments, branches, and localities in the province requesting that all party members, cadres, civil servants, public employees, and people in the area be given priority to contribute opinions via the VNeID application - a technology platform deployed by the Ministry of Public Security.

At the same time, mobilize maximum human resources and equipment to ensure the smooth operation of the system, organize the reception, complete and accurate synthesis of all comments from the people until May 29, 2025. Nghe An police said that initially, they recorded more than 10,000 comments from the people on the VNeID application, of which, they basically agreed with the draft.

Mr. Tran The Do - a resident of Ben Thuy ward (Vinh city) expressed: The application of digital technology to collect opinions on supplementing and amending the Constitution, especially comments on the VneID application at level 2, has created favorable conditions for people to not only "know" but also "discuss" and "participate" in building the country's supreme legal framework.

Promoting the people's mastery

The content of the amendments and supplements to the 2013 Constitution focuses on two groups of regulations: One is on the Vietnam Fatherland Front and socio-political organizations; Two is on administrative units and local government organizations.

These are all contents of profound significance, directly affecting the people and the operating model of the government apparatus at all levels to implement the Party's policy on streamlining focal points, improving the quality and efficiency of the activities of the Vietnam Fatherland Front and socio-political organizations, and reorganizing administrative units and local governments.

Therefore, along with propaganda work, emphasizing new points directly related to citizens' rights and obligations; core contents in the draft resolution, local Party committees and authorities have issued plans to collect public opinions.

Mr. Vy Hoang Ha - Head of the Justice Department of Quy Hop district said: On May 14, 2025, the People's Committee of Quy Hop district issued Plan No. 85/KH-UBND on organizing the collection of opinions from the People, all levels and sectors on the draft Resolution amending and supplementing a number of articles of the 2013 Constitution.

On the same day, the District Law Dissemination Council also issued an urgent document requesting district-level departments, agencies, and organizations, and People's Committees of communes and towns to step up communication work in various forms. Thereby, helping people understand that each contribution from the people is a valuable brick to build a solid foundation for a rule-of-law state.

Up to now, some People's Committees - Fatherland Front Committees at commune level such as Chau Hong, Chau Thai, Nghia Xuan, Minh Hop... have also organized Conferences to collect opinions on the draft Resolution amending the 2013 Constitution with a spirit of urgency, seriousness and efficiency.

At the provincial level, on May 16, the Standing Committee of the Vietnam Fatherland Front Committee of Nghe An province held a conference to collect comments on the Draft Resolution amending and supplementing a number of articles of the 2013 Constitution..At the conference, the delegates' comments all affirmed their agreement on amending and supplementing the Constitution in line with the policy of streamlining and streamlining the apparatus of the political system, with the scope of the amendment focusing on the provisions of the 2013 Constitution on the Vietnam Fatherland Front, socio-political organizations and the demarcation of administrative units and local government organizations; at the same time, providing full, specific and strict regulations, enhancing the role, responsibility and effectiveness of organizations and sectors in the political system. The delegates also gave specific comments on each article that was asked for comments on amendments and supplements.

On the side of Nghe An Provincial Youth Union, it was also said that, in addition to deploying for the Youth Union cadres and members, and youths to directly participate in giving opinions on online questionnaires on the provisions of amendments and supplements to the 2013 Constitution through the Central Youth Union channel, the Provincial Youth Union Executive Committee also directed the Youth Union bases to promote the role of the "Digital Popular Education" teams to guide people to give opinions on amending the Constitution in 5 steps on the VneID application.

In addition to organizing a wide consultation, the responsibility to listen and seriously absorb, transparent explanation is an urgent requirement.

In Document No. 335/KH-UBND, Nghe An Provincial People's Committee emphasized: The opinions and contributions of the People, all levels and sectors must be collected fully, accurately, objectively and seriously studied, absorbed and explained, as a basis for completing the draft Resolution to advise the Government to submit to the National Assembly for consideration and approval.

Under the direction of the Provincial People's Committee, provincial departments, branches, and sectors, People's Committees of districts, cities, and towns synthesize opinions on the electronic information portal/page and send them to the Provincial People's Committee Office for synthesis before May 28, 2025. The Provincial People's Committee Office synthesizes opinions from the Provincial Electronic Information Portal and provincial departments, branches, and sectors; sends a report of results to the Government Office; the Provincial Police send a report of results to the Ministry of Public Security according to the required schedule.

The Provincial People's Committee also assigned the Department of Justice to synthesize all opinions through other information channels (except the Electronic Information Portal and VneID application) to advise the Provincial People's Committee before May 28, 2025 to report to the Drafting Committee for amendments and supplements to the 2013 Constitution - 15th National Assembly and the Ministry of Justice as requested.

Consulting the people on amending the Constitution is not only a mandatory legal procedure but also an objective requirement for the country to enter a new era.

More than ever, every citizen should promote the highest level of civic responsibility, demonstrate their rights and fulfill their obligations to the country and the nation by proactively and actively participating in contributing opinions to amending the Constitution, ensuring that the Constitution accurately reflects the will and aspirations of the people and contributes to perfecting the supreme legal foundation of the country.
