Accuracy and timeliness in monitoring public opinion.
One of the most important requirements is to build a team of people responsible for monitoring public opinion. Besides having good qualifications, capabilities, and skills, they must also possess strong character to provide the most complete and accurate information to Party committees at all levels.
On the afternoon of May 22nd, the Standing Committee of the Party Committee of the Provincial Party Agencies, in coordination with the Standing Committee of the Party Committee of the Provincial People's Committee, organized a training conference on public opinion work for key officials, reporters, public opinion collaborators, and collaborators of the Steering Committee 35 of agencies and units under the two Party Committees of the Provincial Party Agencies and the Party Committee of the Provincial People's Committee.
Public opinion work is an important and necessary task aimed at promptly and accurately grasping and gathering the thoughts, feelings, will, and aspirations of cadres, Party members, and the people regarding current issues and events at the national, provincial, and individual Party committee levels; promptly reflecting pressing and prominent issues that arise in order to propose, report, and advise Party committees and relevant departments on solutions and to guide public opinion.
This is also a crucial and necessary step in the process of formulating, promulgating, organizing, and evaluating the implementation of the Party and State's guidelines and policies.
The conference heard Comrade Pham Thu Ha, Director of the Department of Social Opinion Research under the Central Propaganda and Mass Mobilization Committee, directly present the topic "The work of grasping, investigating, and guiding social opinion in the new situation".
This clarifies general issues regarding public opinion work, affirms the "power" of public opinion; distinguishes between public opinion and rumors; and, in particular, clarifies the Party's guiding principles on public opinion work.
Ms. Pham Thi Ha, Head of the Department of Social Opinion Research, also provided trainees with information on the requirements and tasks of social opinion work, including gathering, investigating, researching, forecasting, and guiding social opinion with the ultimate goal of advising and reflecting the thoughts, feelings, aspirations, and desires of the people to the Party and relevant agencies in order to adjust policies and ensure that "the Party's will aligns with the people's will."
Public opinion work requires adherence to the viewpoints, policies, and guidelines of the Party and the State; close monitoring of political, economic, and social events, as well as foreign affairs activities; staying close to the "pulse" of real life, starting from practice, drawing lessons from practice to supplement and develop theory, and constantly innovating the content and methods of operation; and especially emphasizing scientific requirements, particularly accuracy, objectivity, and comprehensiveness.
At the conference, Ms. Pham Thi Ha, Director of the Department of Social Opinion Research, provided additional skills on understanding, synthesizing, and analyzing social opinion; methods of conducting social opinion surveys; and methods of guiding public opinion…
The most important requirement is that the team responsible for monitoring public opinion must not only possess good qualifications, capabilities, and skills, but also demonstrate strong integrity to provide the most complete and accurate information possible.
Based on the presentation by Ms. Pham Thi Ha, Director of the Department of Social Opinion Research, several trainees also discussed and exchanged views on issues related to the responsibilities of cadres and Party members participating in social media to spread positive information, while simultaneously combating and refuting false and subversive information from hostile forces, and protecting the ideological foundation of the Party.
At the conclusion of the conference, the Standing Committee of the Party Committee of the Provincial Party Agencies and the Standing Committee of the Party Committee of the Provincial People's Committee also disseminated several contents and requirements to continue promoting the role of Party committees and heads of agencies and units in leading and directing the work of monitoring and guiding public opinion within their respective agencies and units; making public opinion work a regular task in the leadership, direction, and management of Party committees.
For those attending the training course, it is important to continue to enhance a sense of responsibility, proactively conduct research, and foster innovation.To improve the effectiveness of monitoring and guiding public opinion, while strengthening participation in combating false and hostile viewpoints and disseminating positive information through mass media, especially on the Internet and social networks, and participating in protecting the Party's ideological foundation.
