National Assembly delegates from Nghe An discuss socio-economic development strategy, education reform and digital governance
National Assembly delegates from Nghe An province have made many important recommendations to remove bottlenecks in achieving the 8% growth target by 2025, promote administrative reform, improve the quality of education and protect people in cyberspace.
On the morning of May 23, the National Assembly discussed in groups: Additional assessment of the results of the implementation of the socio-economic development plan and state budget in 2024; the implementation of the socio-economic development plan and state budget in the first months of 2025; approval of the state budget settlement in 2023; the supplementary budget for regular expenditure (foreign non-refundable aid) in 2025; the transition to applying a number of specific mechanisms and policies that have been permitted by the National Assembly to be implemented in a number of localities after restructuring the apparatus and expanding administrative boundaries according to the policies of the Party and State; the practice of thrift and anti-waste in 2024 and the results of implementing the national goal on gender equality in 2024.

Ensure the "5 safety" target
Discussing the socio-economic situation, Comrade Vo Thi Minh Sinh - Deputy Secretary of the Provincial Party Committee, Chairman of the Vietnam Fatherland Front Committee of Nghe An province, Head of the National Assembly Delegation of Nghe An province commented that in the context of many difficulties, the Government still maintains macroeconomic stability, ensures major balances, and at the same time resolutely implements policies to reform and reorganize the apparatus in the direction of streamlining, effectiveness and efficiency.
According to the delegate, this process deeply demonstrates the idea of "all for the people", ensuring 5 "safe" factors: social security, security, safety, people's safety and peace of mind at work for the staff.
Policies such as free tuition, eliminating temporary housing, and encouraging people to compete to get rich... contribute to realizing the goal of not leaving "anyone behind".

However, the Head of the National Assembly Delegation of Nghe An province expressed concern that the movement “Vietnamese people prioritize using Vietnamese goods” has not been accompanied by true trust in Vietnamese goods. Therefore, the delegate suggested considering launching a new movement “Vietnamese people love Vietnamese people”; thereby promoting and encouraging the production and consumption of domestic goods of real quality and real value, so that the national economy can develop sustainably and become more self-reliant.
Delegate Vo Thi Minh Sinh also expressed concern that when the two-level local government model (province, grassroots, no district level) comes into operation from July 1, the implementation of the 2024 Land Law will have problems, while this is an area that greatly affects the people.
The reason is that the Law has many contents such as: land allocation, land lease, site clearance, resettlement... all assign authority to the district level. Therefore, the delegates proposed that the National Assembly soon amend the 2024 Land Law to match the authority in the new local government model when the district level no longer exists.

Regarding e-commerce, the delegate said that Vietnam leads the region in growth (20%) and has more than 76 million social media accounts. However, buying and selling without invoices, fraud, and tax losses are common. The delegate from Nghe An suggested that it is necessary to soon complete the tax management mechanism on a digital platform, ensuring financial fairness and consumer confidence.
Great pressure on 8% growth target
Speaking at the parliament, the National Assembly deputies of Nghe An also appreciated the fact that the GDP in the first quarter of 2025 grew at the highest rate in many years, showing the strong resilience of the economy. However, according to the deputies, achieving the growth target of 8% for the whole year of 2025 is "a huge challenge" without truly breakthrough and effective policies.

Major General Tran Duc Thuan - Member of the National Assembly's Committee for National Defense, Security and Foreign Affairs, pointed out that the worrying point is that the number of businesses withdrawing from the market is still higher than the number of new registrations. The delegate warned that this directly affects jobs, supply chains and investor confidence. Along with that, the prices of essential goods are showing signs of increasing, affecting people's lives.
Appreciating the quick response of senior leaders to the risk of the US imposing high tariffs on Vietnamese goods, delegates said that Vietnam's flexible but resolute response clearly demonstrates the spirit of cooperation, dialogue and protection of national interests.
Regarding the revolution of streamlining the apparatus, delegates suggested that localities need to flexibly and humanely apply policies and promptly support affected cadres, ensuring that "no one is left behind".

Sharing the same view, delegate Hoang Thi Thu Hien - Permanent Vice President of Nghe An Provincial Women's Union suggested that the Government continue to have more direct, effective and flexible solutions to overcome the challenges ahead in order to achieve this year's growth target.
Delegate Hoang Thi Thu Hien also raised the issue of psychological disorders in children, which are increasing with increasingly diverse manifestations such as depression, hyperactivity, emotional disorders, etc. Pressure is weighing heavily on teachers and families, while treatment resources are lacking and effectiveness has not been fully evaluated. Therefore, the delegate requested the Ministry of Health to urgently conduct a comprehensive survey and issue early intervention policies to reduce the burden on society.
The Standing Vice President of the Nghe An Women's Union also expressed concerns about gender inequality in the digital environment. "Women are currently the most vulnerable group in cyberspace, with 90% of online fraud victims being women," she cited statistics from the 2023 Workshop of the Ministry of Public Security in coordination with the United Nations.
Delegate Hoang Thi Thu Hien recommended that the Government integrate gender factors into all digital transformation programs and policies, and have specific solutions to enhance women's digital capacity, helping them proactively adapt and participate deeply in the digital age, thereby contributing to narrowing the gender development gap.
Calculating to eliminate high school graduation exam after 2030
Prof. Dr. Thai Van Thanh - Member of the Provincial Party Committee, Director of Nghe An Department of Education and Training, made a series of strategic proposals to improve the quality of education, ensure equal rights to education and develop national human resources in the context of deep integration.
According to the delegate, the expansion of universal preschool education for children from 3 to 5 years old is a step forward demonstrating the attention of the Party and the State. However, he noted that it is necessary to adjust the name of the resolution to avoid overlapping concepts and ensure clarity in scope and subjects; at the same time, it is necessary to fully prepare the teaching staff, facilities and funding sources to ensure feasibility and effectiveness.

Another notable proposal by delegate Thai Van Thanh is to move towards compulsory education at the junior high school level in the period of 2025 - 2030 if conditions permit and universalize high school after 2030, thereby calculating the elimination of the high school graduation exam, instead considering graduation based on the overall learning results of the course, thereby reducing the pressure of exams and costs for students, parents and the whole society.
From the perspective of vocational training, he also recommended converting the current "vocational secondary school" system into "vocational secondary school" - a model that combines vocational education and general education programs; helping students have both vocational skills and an academic foundation to easily continue studying or participate in the labor market.

In addition, delegates proposed integrating the Law on Vocational Education and the Law on Higher Education into a common law, aiming at synchronous and interconnected management of the national education system.
At the same time, Prof. Dr. Thai Van Thanh also proposed to soon issue a strategic, breakthrough resolution to remove bottlenecks and create a driving force for comprehensive development from preschool to university.
