Nghe An province issues directive to respond to the risk of landslides, flash floods, and localized flooding.
From the afternoon of May 23rd to May 26th, Nghe An province is likely to experience a period of heavy, widespread rainfall. Local authorities need to be prepared for heavy rain causing flash floods, landslides, and waterlogging.
In implementation of Prime Minister's Directive No. 70 on focusing on responding to the risk of landslides, flash floods, and localized flooding in the Northern region, the Provincial Steering Committee for Disaster Prevention, Search and Rescue and Civil Defense issued a directive, requesting:
Chairpersons of the People's Committees of districts, cities, and towns: Continue to closely monitor the situation and promptly and effectively implement measures to proactively respond to natural disasters, especially landslides, flash floods, and localized flooding, to ensure the safety of lives and minimize damage to the property of the people and the State. Absolutely no disruption should occur in the leadership and direction of disaster response when reorganizing administrative units and local government at two levels.
Director of the Nghe An Provincial Meteorological and Hydrological Station: Focus on closely monitoring, supervising, warning, forecasting, and providing timely information on weather conditions and natural disasters to relevant departments, localities, and the public so that they can proactively implement response measures.
Director of the Department of Agriculture and Environment: Closely monitor the rainfall and flood situation, proactively direct and effectively implement measures to ensure the safety of dikes, dams, and reservoirs, and protect agricultural production and aquaculture and fisheries.
Manager Department of Industry and Trade: In accordance with its assigned state management functions, it coordinates with localities and units to direct the work of ensuring the safety of hydropower reservoirs; directs the regulation of hydropower reservoirs to ensure scientific and absolutely safe operation for the structures and downstream areas, while efficiently using water resources for power generation during peak hot months.
Director of the Department of Construction: Directed the review and implementation of plans to ensure traffic safety and the construction of transportation infrastructure in the event of natural disasters, promptly addressing landslides and road closures, ensuring smooth traffic flow, especially on national highways and main traffic arteries.
The agencies:The Provincial Military Command, the Provincial Border Guard Command, and the Provincial Police Department: Direct relevant units and forces stationed in the area to coordinate closely with local authorities, proactively deploy forces and resources to support the evacuation and relocation of residents from dangerous areas, organize rescue and relief operations, and mitigate consequences when requested by local authorities.
The provincial Radio and Television Station, Nghe An Newspaper, and other news agencies should strengthen communication, raise awareness, and provide guidance on disaster prevention and control skills for the people; update forecast information and report promptly and accurately on the developments of natural disasters so that people are aware and can proactively respond appropriately.
Directors of Departments, Heads of other relevant agencies, organizations and associations: In accordance with their state management functions and assigned tasks, proactively direct and coordinate with localities to promptly and effectively implement measures to respond to heavy rain, landslide risks, flash floods, and localized flooding.
Maintain a strict duty roster and regularly report to the Provincial Steering Committee for Disaster Prevention, Search and Rescue and Civil Defense (through the Standing Office).
