Comments on the draft Resolution amending and supplementing a number of articles of the 2013 Constitution
On the afternoon of May 26, the People's Committee of Nghe An province held an online conference to collect opinions on the draft Resolution amending and supplementing a number of articles of the 2013 Constitution.

The conference was chaired by Comrade Bui Thanh An - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee. Co-chairs included: Nguyen Nam Dinh - Member of the Standing Committee, Permanent Vice Chairman of the Provincial People's Council; Hoang Thi Thu Trang - Member of the Provincial Party Executive Committee, Director of the Department of Justice; Truong Thiet Hung - Vice Chairman of the Provincial Fatherland Front Committee.
The conference was also attended by representatives of provincial departments, branches and sectors; representatives of socio-political organizations; and all 20 district-level bridges in the province.
The right decision
The 2013 Constitution is the Constitution of the period of comprehensive and synchronous innovation, meeting the requirements of national construction and defense and international integration. After more than 11 years of implementation, the provisions of the 2013 Constitution have created an important constitutional basis for perfecting the organization and operation of the political system.

However, in addition to the achieved results, the implementation of the provisions of the Constitution related to the Vietnam Fatherland Front, socio-political organizations and local authorities still has a number of issues that need to be further improved to meet the practical requirements of national development.

On April 12, 2025, Resolution No. 60-NQ/TW of the 11th Conference of the 13th Party Central Committee agreed on the orientation of building a two-level local government organization model; arranging socio-political organizations and mass organizations assigned by the Party and State into the Vietnam Fatherland Front. Therefore, amending and supplementing a number of articles of the 2013 Constitution is extremely necessary, creating a constitutional basis for implementing the revolution in streamlining the organizational apparatus.

Speaking at the conference, comrade Nguyen Nam Dinh - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Council emphasized: The amendment and supplementation of a number of articles of the 2013 Constitution focuses on important groups of contents related to the Vietnam Fatherland Front, socio-political organizations; regulations in Chapter IX to implement the 2-level local government organization model; transitional regulations to ensure the smooth operation of local governments, in accordance with the roadmap for implementing the arrangement and merger of provincial and commune-level administrative units, not organizing at the district level.

Many important comments
At the conference, representatives of a number of provincial departments, branches, and sectors, and a number of localities agreed and reached a high consensus on the necessity of amending and supplementing a number of articles of the 2013 Constitution. At the same time, they affirmed that amending and supplementing the Constitution is a correct decision, demonstrating the strategic vision and strong determination to innovate of the Party and State, creating an important legal basis to implement the policy of streamlining and reorganizing the apparatus of the political system, perfecting the apparatus of agencies and organizations in the arrangement of administrative units at the provincial and communal levels.

Some opinions suggest that the role of the Vietnam Fatherland Front and its member organizations should be clarified in Article 9 of the Constitution, avoiding duplication. Some opinions suggest that the relationship between the Vietnam Trade Union and the Vietnam Fatherland Front, as stipulated in Article 9, should not be repeated in Article 10.
Regarding Clause 3, Article 110, there are two different opinions. Some opinions suggest keeping the content of consulting the People when establishing, dissolving, merging, dividing, and adjusting the boundaries of administrative units in Clause 2, Article 110 of the current Constitution, to ensure democracy and the people's right to mastery. However, some opinions say that this is unnecessary because it will waste time in making choices.

Some opinions suggest that in Clause 2, Article 115 of the 2013 Constitution, it is necessary to maintain the right of People's Council delegates to question the Chief Justice of the People's Court and the Chief Prosecutor of the People's Procuracy, because this is one of the mechanisms to exercise control over State power and in practice, when implementing this content, there have not been any difficulties or problems...

In his concluding remarks at the conference, Comrade Bui Thanh An - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee requested districts, towns and cities to continue to propagate and mobilize people, cadres, party members, experts, scientists and the entire political system in each locality to raise awareness, be active and responsible in contributing comments to the draft Resolution.
