Proactive response and damage mitigation from heavy rains.

According to the weather forecast from the Nghe An Provincial Meteorological and Hydrological Station, from the evening of May 28th to the end of May 29th, Nghe An is likely to experience moderate to heavy rain.

Total rainfall in the coastal plains ranges from 30-50 mm, with some areas exceeding 60 mm; in the midland and mountainous regions, rainfall is generally from 40-60 mm, with some areas exceeding 80 mm. Be prepared for heavy rainfall in a short period causing flooding in urban areas and low-lying regions; there is a risk of flash floods on small rivers and streams, and landslides on slopes.

To proactively respond to and minimize damage caused by heavy rain, this afternoon, May 28th, the Standing Office of the Provincial Steering Committee for Disaster Prevention, Search and Rescue and Civil Defense issued Official Document 46/VP.PCTT regarding responding to heavy rain. In it, it requests the Steering Committees for Disaster Prevention, Search and Rescue and Civil Defense of districts, cities, and towns; and relevant agencies and units:

Closely monitor weather warnings and forecasts to proactively prevent and plan production accordingly, ensuring the safety of people and property; maintain communication to promptly handle any adverse situations that may arise.

Directing specialized agencies to coordinate with information and communication agencies, especially the grassroots information system, to strengthen propaganda activities and disseminate guidance on skills for responding to heavy rain, floods, flash floods, landslides, and localized flooding so that people are aware and can proactively prevent, avoid, and minimize damage... Strictly prohibiting people from fishing, collecting firewood, etc., in rivers and streams during floods or moving into flooded areas or downstream of reservoirs.

Simultaneously, organize inspections and reviews of residential areas along rivers and streams, and low-lying areas, promptly identifying areas at risk of insecurity, especially areas at risk of landslides, flash floods, and deep flooding, in order to proactively prevent and organize the relocation and evacuation of people when situations occur. Clear waterways and promptly address any structural failures from the outset.

Organize traffic control and guidance during periods of heavy rain and flooding, especially regarding travel across underpasses, flooded areas, areas at risk of landslides, and areas with deep flooding.

Inspect, review, and implement operational plans and ensure the safety of reservoirs, especially small hydropower reservoirs and critical irrigation reservoirs.

In particular, ensure that personnel and equipment are ready to be deployed for rescue and relief operations when necessary.

Maintain a strict duty roster, closely monitor weather developments and natural disasters, and regularly compile reports for the Standing Office of the Provincial Steering Committee for Disaster Prevention, Search and Rescue, and Civil Defense.
