Instructions for rearranging public service units when abolishing district level
The Steering Committee for the arrangement of administrative units at all levels and the construction of a two-level local government organization model has just provided guidance on the arrangement and reorganization of local public service units when the district level is abolished.

The Steering Committee for the arrangement of administrative units at all levels and the construction of a two-level local government organization model has just issued Official Dispatch No. 68/CV-BCĐ dated May 28 on the orientation for the arrangement and reorganization of local public service units when implementing the two-level local government organization model.
Official dispatch 68/CV-BCĐ clearly states the orientation for ministries and ministerial-level agencies to guide plans for arranging and reorganizing public service units in localities when implementing the 2-level local government organization model.
4 principles of arranging and reorganizing public service units
Firstly, the arrangement and reorganization of local public service units when implementing the two-level local government organization model does not affect the quality and efficiency of providing local public service, especially basic and essential public service to serve people's needs.
Second, for basic and essential public career services that serve the people and directly solve community problems, research should be conducted to assign management to the commune level (such as: public secondary schools, primary schools, kindergartens, primary health care, cultural activities, etc.).
Third, for public career services in the economic sector and sectors that need to concentrate resources to serve local socio-economic development, the research will be assigned to the Provincial People's Committee or specialized agencies under the Provincial People's Committee for management (such as: agriculture and environment, science and technology, other economic careers....).
Fourth, for public career services with revenue sources and financial autonomy (such as project management, land fund development, site clearance), the provincial level (with inter-commune basis) or commune level can be assigned to organize the management and provision of these services to serve people and businesses.
Orientation of arrangement of public service units when districts are abolished
Official dispatch 68/CV-BCĐ clearly states the orientation for arranging local public service units for 4 groups.
Firstly, for public service units in the fields of education and health, in the immediate future, maintain the stability of the system of public service units in the fields of education and health in the locality, only make arrangements when really necessary and do not affect the activities serving the essential needs of local people.
Accordingly, the commune level is assigned to manage educational facilities (preschool to junior high school and boarding schools for ethnic minorities at the current district level).

For the current Health Centers under the People's Committees at the district level, they will be transferred to the Department of Health for management to organize service provision in inter-commune and ward areas. Maintain the current Commune Health Stations under the Health Centers or arrange the old Commune Health Stations into 1 new Commune Health Station and have Health points in the old communes to serve the people.
Second, for public service units in the fields of agriculture and environment, science and technology, and other economic services (including the current district-level Agricultural Service Center), research should be conducted to streamline the provincial-level management focal point and have a network system for providing public service according to inter-commune areas, suitable to the conditions and characteristics of each locality.
Third, for public service units in the fields of project management, land fund development, site clearance, market and bus station management, localities shall base on conditions, characteristics and ability to ensure self-balancing of revenue sources from public service provision activities to establish public service units at the provincial level (with inter-commune basis) or commune level, ensuring that when established, public service units will self-guarantee regular expenditures and perform the function of providing public service in these fields in the locality.
Fourth is the guidance on arrangement for other public service units. Accordingly, the District Radio and Television Station is reorganized into a unit directly under the Multimedia Communications Agency or the Provincial Radio and Television Station, performing the function of providing communication service in the inter-commune area.
Cultural Centers or Cultural, Sports Centers, Children's Houses... at the district level are now transferred to the commune level for management (where the headquarters of these units are located), performing the function of providing cultural and sports career services in the commune, inter-commune areas and basic and essential public career services in the commune.

New commune-level administrative units are allowed to establish one public service unit to provide basic and essential public services in the commune (except for communes that already have a Cultural Center or Cultural, Sports Center, Children's House... at the district level currently headquartered in the new commune).
Complete the arrangement and reorganization before June 15
Regarding implementation, the Steering Committee requested ministries and ministerial-level agencies to issue Circulars guiding the functions, tasks, and powers according to sectors and fields under their management for specialized agencies under the People's Committees at provincial and commune levels in accordance with the 2-level local government organization model, to be completed before June 15, 2025.
Provide guidance on arranging and reorganizing the network of public service units by sector and field from the central to communal level according to the above orientation to provide public service when implementing the 2-level local government organization model, especially providing basic and essential public service services, meeting people's needs, ensuring not to increase the number of focal points and employees receiving salaries from the state budget, to be completed before June 15, 2025.
Localities shall proactively develop plans to arrange and reorganize public service units under their management according to the orientation in this document and make timely adjustments according to the guidance of the Ministry managing the sector or field, ensuring synchronous implementation with the implementation of the 2-level local government organization model, promptly meeting the requirements for providing public service in the locality according to regulations./.
