Nghe An strengthens inspection, detection and strict handling of violations of labor safety and hygiene regulations

Nghe An Provincial People's Committee requests relevant departments, branches, localities and units to strengthen inspection and supervision to promptly detect and handle violations of regulations on labor safety and hygiene, affecting the health and lives of people and workers.

Nghe An Provincial People's Committee has just issued a Plan to implement Resolution No. 209/NQ-CP dated October 28, 2024 of the Government and Plan No. 253-KH/TU dated May 28, 2024 of the Provincial Standing Committee.
Nghe An Party Committee implements Directive No. 31-CT/TW dated March 19, 2024 of the Secretariat of the 13th Party Central Committee on continuing to strengthen the Party's leadership over occupational safety and hygiene in the new situation.

The purpose of the Plan is to thoroughly grasp and effectively implement the goals, tasks and solutions stated in Directive No. 31-CT/TW dated March 19, 2024 of the Central Party Secretariat on continuing to strengthen the Party's leadership over occupational safety and hygiene in the new situation (Directive No. 31-CT/TW) in agencies, units, enterprises, production and business establishments.

Clearly define the specific responsibilities of leaders in leading and directing occupational safety and hygiene (OSH) work to raise awareness, consciousness and responsibility of agencies, units, enterprises, production and business establishments, employers, employees and people about the position, role and importance of OSH work.

Building a safe working environment, ensuring the health, life and property of people, employees and businesses. Ensuring the legitimate rights and interests of employees and employers in implementing occupational safety and health regimes and policies. Limiting the occurrence of occupational accidents (OAs) and occupational diseases (OCDs).

The Provincial People's Committee requires that the implementation of the Plan must be synchronous from the provincial level to the commune level, agencies, units, enterprises, production and business establishments; ensure regular and effective coordination between departments, branches, sectors, socio-political organizations, agencies, units, and localities in accordance with the requirements and contents of Directive No. 31-CT/TW, Resolution No. 209/NQ-CP and Plan No. 253-KH/TU; integrate with the socio-economic development contents of the sector and locality.

Strengthen inspection and supervision to promptly detect and handle violations of occupational safety and health regulations that affect the health and lives of people and workers.

Strive to reduce occupational accidents, especially serious occupational accidents, the rate of fatal occupational accidents decreases by at least 4%/year; the number of employees working in environments exposed to risk factors who are examined and detected with occupational diseases increases by at least 5%/year; the number of establishments generating harmful factors whose working environment is monitored increases by at least 5%/year.

Departments, branches, sectors, localities, and related units within the scope of their functions and tasks are responsible for implementing Resolution No. 209/NQ-CP, Plan No. 253-KH/TU and the contents stated in this Plan, Regularly inspect and supervise the implementation of the above-mentioned tasks and solutions; promptly report any problems and difficulties to the Chairman of the Provincial People's Committee.(via Department of Home Affairs)to have a solution.

Annually (before November 5), departments, branches, units and localities assigned tasks in this Plan are responsible for reporting implementation results to the Provincial People's Committee.(via Department of Home Affairs)to synthesize, advise the Provincial People's Committee to report to the Party Committee of the Provincial People's Committee, the Standing Committee of the Provincial Party Committee and the Ministry of Home Affairs.
