Completion of compulsory land acquisition to implement VSIP Project in Vinh City

Vinh City has just completed the compulsory land acquisition of a household in Hung Chinh commune to implement the VSIP Nghe An Industrial, Urban and Service Park Infrastructure Investment and Business Project.

On the morning of June 6, the Vinh City People's Committee forcibly recovered land from the household of Mr. Tran Van Hanh and Ms. Nguyen Thi Minh Nguyet, residing in Hung Chinh Commune. The enforcement is to implement the VSIP Nghe An Industrial, Urban and Service Park Infrastructure Investment and Business Project, Phase 5A.

This is a project subject to land acquisition by the State for socio-economic development for national and public interests according to Clause 2, Article 62 of the 2013 Land Law.

Although it is a key project of the province, actively promoted and promoted by authorities at all levels, Mr. Hanh and Ms. Nguyet's family still has not handed over the land.

According to Vinh City People's Committee, Mr. Hanh and Ms. Nguyet's family is using 29,331.0m2(about 2.9 ha) of land for aquaculture and perennial crop cultivation. Of which, 0.16 ha is for improving the banks and plot banks; 0.3 ha is for growing perennial crops on land managed by the Commune People's Committee. In particular, 2.1 ha has been signed a contract for public land allocation by the People's Committee of Hung Chinh Commune with a term from 2016 to 2026.

In 2023, the People's Committee of Hung Chinh Commune issued a Notice on the termination of the Contract to implement this project. At the same time, it issued decisions on land recovery, approved compensation and support plans for Mr. Hanh and Ms. Nguyet's families, with an amount of more than 3.3 billion VND.

However, Mr. Hanh and Ms. Nguyet's family still did not receive the money, but requested compensation as agricultural land allocated under Decree No. 64/CP of the Government.

Faced with that situation, to ensure the site clearance is on schedule, to promptly hand over land to investors according to plan and to demonstrate the strictness of the law, the Vinh City People's Committee has issued plans and decisions to organize the enforcement of the Decision to recover land from Mr. Hanh and Ms. Nguyet's household.

The enforcement is carried out in accordance with Decision No. 6491, dated May 30, 2025 of Vinh City People's Committee on land recovery to implement the above project. The land plots subject to enforcement include: plot number 30, map sheet number 7, with an area of ​​22,695.2m2; land plot number 31, map sheet number 7, area 3,195.9m2; land plot number 66, map sheet number 4, area 3,602.3m2.

According to records, on the morning of June 6, the enforcement work was carried out safely by the Vinh City People's Committee and functional forces. After completing the site leveling, the investor will proceed with the next steps to implement the project according to the set plan.
