This is the direction of comrade Phung Thanh Vinh - Member of the Provincial Party Executive Committee, Vice Chairman of the Provincial People's Committee, Head of the Provincial Steering Committee 389.

On the afternoon of June 6, the Provincial Steering Committee for Anti-Smuggling, Trade Fraud and Counterfeit Goods (Provincial Steering Committee 389) held a preliminary review of the first 5 months of 2025, listened to the results of the implementation of Official Dispatch 65/CD-TTG, Directive 13/CT-TTG, Official Dispatch 72/CD-TTG and directions and tasks in the coming time.

Punishing 1,426 administrative violations

In the first 5 months of 2025, the Provincial People's Committee and Steering Committee 389 of Nghe An province have seriously implemented the directions of the Government and the National Steering Committee 389, issuing many important documents as a legal basis for the work of preventing and combating smuggling, trade fraud and counterfeit goods.

In border and coastal areas, the Customs, Border Guard, Police and local authorities closely coordinated to control goods and passengers entering and leaving the country, focusing on key subjects and areas. As a result, acts of taking advantage of procedural loopholes to smuggle firecrackers and prohibited goods were effectively controlled. As a result, the Customs handled 21 administrative violations (fined 160 million VND); the Border Guard prosecuted 4 cases and 4 subjects.

Domestically, the provincial police launched a series of high-profile campaigns to crack down on crime, prosecuting 160 cases with 224 subjects; handling 601 administrative violations, with a total fine of 9.24 billion VND.

The Market Management Force has increased inspections, focusing on smuggled goods, counterfeit goods, poor quality goods, origin fraud and e-commerce. 333 cases have been handled, with a total fine of VND 1,585 billion.

Tax Department of Region X stepped up inspection, examination, and handling of 423 cases of tax law violations, with a total fine of VND 162,569 billion, of which VND 110,422 billion was collected and fined additionally.

From December 15, 2024 to May 15, 2025, the province handled 1,426 administrative violations; prosecuted 164 cases with 228 subjects; the total fine was 174.298 billion VND. From May 15 to May 29, 2025 alone, the forces handled 202 cases, prosecuted 4 drug-related cases, with a fine of 3.235 billion VND.

At the conference, representatives of departments and branches contributed many ideas to improve the effectiveness of the fight against smuggling, trade fraud and counterfeit goods. They emphasized the need to promote targeted propaganda, focusing on poor quality goods and dirty food; encourage people not to use or support counterfeit goods. At the same time, increase inspections and surprise checks of high-risk goods such as medicines and unsafe food; tighten supervision on e-commerce platforms to promptly detect and handle violations.

Concluding the conference, Comrade Phung Thanh Vinh - Member of the Provincial Party Executive Committee, Vice Chairman of the Provincial People's Committee, Head of the Provincial Steering Committee 389 emphasized: In the context of reorganizing the two-level local government model, it is necessary to promptly review and clarify the responsibility for decentralization and delegation of authority in directing and operating the work of preventing and combating smuggling, trade fraud and counterfeit goods to ensure effective and efficient management.

He said that violations are becoming more and more complicated, with increasingly sophisticated methods and tricks, especially in the e-commerce environment. Inspection and handling of violations in this field face many difficulties because subjects take advantage of social networks, use virtual information, unclear addresses, scattered warehouses and non-cash transactions.

In addition, the preservation and handling of administrative violation evidence is still inadequate due to the lack of facilities, specialized warehouses and storage conditions suitable for special items such as food, machinery and flammable and explosive goods.

He requested that departments, branches, functional forces and localities focus on performing well a number of key tasks such as: perfecting the grassroots Steering Committee 389; clearly identifying routes, areas, subjects and key goods; strengthening inspection and supervision during peak periods; improving the effectiveness of inter-sectoral coordination; promoting legal propaganda and strictly handling violations, especially violations in cyberspace and e-commerce. The goal is to maintain market stability, protect the rights of consumers and legitimate businesses in the province.
