Latest conclusions of the Politburo and Secretariat on administrative unit arrangement
Standing member of the Secretariat Tran Cam Tu signed Conclusion No. 163 of the Politburo and the Secretariat on implementing a number of contents and tasks when reorganizing the apparatus and administrative units.
In particular, the Politburo and the Secretariat assigned the Government Party Committee to lead and direct the urgent issuance of decrees on decentralization, delegation of power, assignment of authority and guidance on functions, tasks, and organization of specialized agencies under the People's Committees at provincial and communal levels and other relevant documents in accordance with the policies and conclusions of the Politburo and the Secretariat, especially Conclusion No. 160.
For now, keep the number of organizations and the number of deputies of agencies and organizations unchanged when implementing the merger.
The Politburo and the Secretariat noted the need to unify the organization of specialized agencies in communes that are not merged or consolidated, ensuring implementation in accordance with the project approved at the 11th Conference of the 13th Party Central Committee, in line with regulations on the organization of advisory and assistance agencies at commune, ward and special zone levels according to regulations on implementing the Party's charter and in accordance with the functions, tasks and authority of the new commune-level government.
The Party Committee of the Ministry of Home Affairs guides the timely settlement of regimes and policies for cadres, civil servants, public employees, and workers who have retired; studies the roadmap for extending the use of non-professional people in accordance with the time of rearranging villages and residential groups (before May 31, 2026).

The Politburo and the Secretariat request Party committees and Party organizations directly under the Central Committee to direct Party committees and Party cells subject to consolidation and merger to hold 2 congresses according to regulations. During the period when the immediate superior Party committee has not yet appointed personnel for the new Party committee, the previous Party committee (Party cell) is responsible for continuing to lead, direct and operate the activities of the Party committee and Party cell until the immediate superior Party committee appoints the new Party committee (Party cell).
Party committees and party organizations directly under the Central Committee focus on directing the organization of grassroots party congresses in accordance with regulations and instructions of the Central Committee, ensuring the quality of the congresses, and completing them before June 30.
For places subject to consolidation and merger and requiring organizational restructuring, it is necessary to urgently review and complete preparations and organize grassroots party congresses, ensuring they are completed before July 31.
At the meeting on May 6 of the Politburo to give opinions on the situation and progress of the implementation of the reorganization of the apparatus and administrative units, General Secretary To Lam noted that special attention should be paid to the work of arranging and assigning cadres in accordance with the principles, requirements and instructions of superiors, along with doing well the political, ideological, regime and policy work for cadres who are impacted and influenced, to avoid complicated internal problems from arising.
The General Secretary directed the review, statistics, and full handover of work during the transition period, not to miss any tasks, and not to affect the normal operations of people and businesses.
