Nghe An launches 'Digital Education for All' movement, implementing Resolution 57 of the Politburo

The Chairman of Nghe An Provincial People's Committee called for joint efforts with the spirit of: "Breakthrough thinking - Resolute action - National solidarity - Leading innovation".

On the morning of June 11, at Nghe An University, the Provincial People's Committee organized to disseminate and implement the plans of the Provincial Party Committee and the Provincial People's Committee to implement Resolution No. 57-NQ/TW of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation; Launching ceremony of the "Digital Education for All" movement and deploying the Electronic Information Portal to implement Resolution No. 57-NQ/TW of Nghe An province.

Attending the program were comrades: Le Hong Vinh - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Bui Dinh Long - Member of the Provincial Party Executive Committee, Vice Chairman of the Provincial People's Committee; members of the Steering Committee on science and technology development, innovation, administrative reform and Project 06 of Nghe An province and leaders of departments, agencies, universities, colleges, business associations... in the province.

Deployment synchronously and widely

The program aims to concretize Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in science, technology, innovation and national digital transformation; Resolution No. 71/NQ-CP dated April 1, 2025 of the Government; Action Plan No. 328-KH/TU dated April 24, 2025 of the Provincial Party Committee.

To implement the above documents in a systematic and drastic manner, the People's Committee of Nghe An province has issued Plan No. 348/KH-UBND with the general objective: to concretize and organize the timely and complete implementation of the key tasks and solutions of the Central and the province; to determine tasks, solutions, product results, specific implementation progress and assign the organization to implement, inspect, supervise and evaluate the implementation results; to ensure the completion of assigned tasks, to truly create breakthroughs in the development of science, technology, innovation and digital transformation, to create a foundation and driving force for the province's economic growth.

The Provincial People's Committee's Action Plan sets out 7 groups of tasks, key solutions, and a list of 65 specific targets and a roadmap for implementing each group of tasks. Each focal point is clearly assigned to ensure progress and specific results in implementation.

At the conference, the People's Committee of Nghe An province officially launched the "Digital Education for All" movement, a new initiative of the Central Steering Committee on Science, Technology, Innovation and Digital Transformation Development towards universalizing digital knowledge and skills for all people.

Implementing Plan No. 01-KH/BCĐTW dated March 21, 2025 of the Central Steering Committee, Nghe An Provincial People's Committee issued Plan No. 378/KH-UBND to deploy the movement in the province.

The core objective is to popularize basic knowledge about digital transformation and digital skills to people with a revolutionary, all-people, comprehensive spirit, leaving no one behind in the digital transformation process; all people are equipped with the necessary digital knowledge and skills to apply in daily life to grasp, utilize, exploit, and enjoy the achievements of science and technology, innovation and digital transformation.

The movement will be widely deployed in 2025 and 2026, focusing on accelerating the digital transformation process and popularizing digital skills for people with the motto "no one is left behind" and "people and businesses are the center, goal, and driving force of digital transformation".

The movement not only aims to raise awareness but also sets specific goals for the proportion of cadres, civil servants, public employees, workers and students who have an understanding of digital transformation, digital knowledge and skills, and can use digital platforms and services for work.

Breakthrough thinking – Decisive action – National unity – Leading innovation

Speaking at the event, Comrade Le Hong Vinh - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee highly appreciated the significance of the program. This is a milestone affirming the high determination of the entire political system and society of Nghe An province in pioneering digital transformation, developing science, technology and innovation - the core driving forces to promote rapid, sustainable, modern and inclusive development.

The Chairman of the Provincial People's Committee emphasized that Resolution No. 57-NQ/TW is a macro-strategic blueprint, setting out a historic mission: digital transformation is not only a tool but must become the main driving force; science and technology are not only specialized fields but must be integrated into every policy, every industry, every field, every locality.

“Nghe An identified this as an opportunity to make a breakthrough, to go early, to take shortcuts, to take the lead to unleash human potential, narrow the development gap, build digital government, digital economy, digital society to serve people and businesses better and better”, affirmed the head of Nghe An Provincial People's Committee.

In that spirit, the province has taken urgent action to establish a provincial Steering Committee; issued the Action Plan of the Provincial Party Committee and the Provincial People's Committee to specify 6 key tasks, 8 groups of breakthrough solutions; established implementation pillars: digital infrastructure, digital institutions, digital human resources, open data and innovation of growth models based on knowledge and technology.

Reviewing the results of digital transformation in the province, Nghe An is leading the North Central region in terms of digital economy/GRDP ratio. However, according to the Provincial Chairman, there is still a gap between policy and implementation; between urban and rural areas; between those who know and those who do not know, and have not been given the opportunity to access digital knowledge.

Therefore, the "Digital Education for All" movement launched today is not only an action program but also a call to action: no one should be left behind on the digital transformation journey.

Quoting President Ho Chi Minh more than 80 years ago: "An ignorant nation is a weak nation", the Chairman of Nghe An Provincial People's Committee emphasized the message: "Today, we can say: A society that cannot master technology is an underdeveloped society".

“Digital literacy” will be a national strategy so that every Nghe An citizen, from the lowlands to the highlands, from the elderly to children, can: Know how to use smartphones, make electronic payments, access public services; know how to avoid fake information, protect personal data; know how to learn throughout life through digital platforms, gradually becoming a digital citizen.

The movement was widely and deeply deployed, with the motto "Easy to understand - Easy to learn - Easy to do - Easy to spread", with the participation of mass organizations, lecturers, teachers, students, union members, technology enterprises and authorities at all levels.

Along with that, the Electronic Information Portal implementing Resolution 57 of Nghe An province will become a "digital map" accompanying agencies, organizations and people in monitoring progress, sharing initiatives and enhancing interaction between the government and the people.

To turn aspirations into reality, the Chairman of the Provincial People's Committee called on the entire political system, business community, intellectuals, experts, universities, education levels, and people of all walks of life to join hands with the spirit of: Breakthrough thinking - Resolute action - National solidarity - Leading innovation.

The Provincial People's Committee will create the most favorable environment for each individual and each organization to study, innovate, start a business and contribute to the common development and the country.

The Chairman of the Provincial People's Committee also assigned departments, branches, sectors, and mass organizations to proactively and seriously organize the creative and effective implementation of Resolution No. 57 based on the action plan of the Provincial Party Committee and the Provincial People's Committee.
