Head of the Central Propaganda and Mass Mobilization Commission works with the Provincial Party Committees of 3 provinces: Thanh Hoa, Nghe An, Ha Tinh
On the morning of June 12, in Hanoi, Comrade Nguyen Trong Nghia - Politburo member, Secretary of the Party Central Committee, Head of the Central Propaganda and Mass Mobilization Commission worked with the Provincial Party Committees: Thanh Hoa, Nghe An, Ha Tinh on implementing the Resolution of the 11th Conference of the 13th Party Central Committee in conjunction with building and perfecting documents and personnel work.
Attending the working session were comrades: Ngo Dong Hai - Member of the Party Central Committee, Deputy Head of the Central Propaganda and Mass Mobilization Commission; Nguyen Thanh Tam - Member of the Party Central Committee, Deputy Head of the Central Organization Commission; and leaders of central ministries and branches.
On the side of the leaders of the three localities, there were comrades: Nguyen Doan Anh - Member of the Party Central Committee, Secretary of Thanh Hoa Provincial Party Committee; Nguyen Duc Trung - Secretary of Nghe An Provincial Party Committee; Nguyen Duy Lam - Secretary of Ha Tinh Provincial Party Committee.
Also attending the working session, leaders of Nghe An province were comrade Hoang Nghia Hieu - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; and comrades in the Standing Committee of the Provincial Party Committee: Le Duc Cuong - Head of the Provincial Party Committee's Organization Committee; Pham Trong Hoang - Head of the Provincial Party Committee's Inspection Committee and leaders of the Department of Home Affairs and the Provincial Party Committee Office.

Nghe An proactively and seriously implements tasks
Implementing the Resolution of the 11th Conference of the 13th Party Central Committee, the Standing Committees of Thanh Hoa, Nghe An and Ha Tinh provinces proactively and quickly established Steering Committees to develop a Project to arrange and organize commune-level administrative units and build a 2-level local government model.
The Standing Committees of the three provinces: Thanh Hoa, Nghe An, Ha Tinh have closely followed and seriously implemented the spirit of the Central Resolution, established working groups, and assigned specific tasks to each working group and specific members. All levels and sectors have collected opinions from the people with a very high consensus rate.
For Nghe An, the province has proactively and seriously implemented 19 tasks according to Plan No. 47 of the Central Steering Committee. As of June 10, 2025, there are 2 regularly deployed tasks, 6 completed tasks, and 11 tasks continuing to be deployed according to the roadmap. Implementing the arrangement from 412 commune-level administrative units to 130 units, a reduction of 282 units, a reduction rate of 68.45%.

The total number of district-level and commune-level officials and civil servants is currently 12,721; after the arrangement and deployment of 7,800 people, the remaining 3,530 people will be resolved within 5 years according to regulations.
The province currently has 669 headquarters and public assets, of which 440 are still in use, 69 are used for other purposes, and 190 are in surplus. The province has issued specific documents and is currently focusing on implementing them in accordance with the roadmap and regulations, ensuring proper arrangement and use, avoiding waste.
Implementing Directive No. 45-CT/TW, Nghe An province has proactively and responsibly prepared documents for the Provincial Party Congress. Up to now, the preparation of the Political Report has reached step three, ensuring progress.

In particular, the province focuses on updating and concretizing the new viewpoints and policies of the Central Committee, the Politburo and the guiding ideology of General Secretary To Lam into the draft Political Report and documents. Along with preparing the Political Report, the province is developing programs and projects to be issued and implemented immediately after the Congress.
Nghe An has issued a Plan on personnel work for the 20th Provincial Party Congress. Accordingly, in June 2025, the Personnel Project for the Provincial Party Executive Committee for the 2025 - 2030 term will be approved; the re-election process for the provincial Party Committee will be carried out; in July 2025, the process of introducing personnel to join the provincial Party Committee for the first time will be carried out and the dossier will be completed and reported to the Politburo and the Secretariat in September 2025.
Implementing Conclusion No. 150-KL/TW of the Politburo on personnel work at the newly established commune level, Nghe An province has reviewed the source of district-level cadres and developed a plan to arrange commune-level cadres after the new establishment. The Provincial Party Standing Committee has approved the personnel plan for the Party Committee, Inspection Committee, and key leadership positions of 130 newly established communes and wards.

Regarding the preparation for the election of deputies to the National Assembly and People's Councils at all levels for the 2026-2031 term, Nghe An province has issued a document directing the Standing Committee of the Provincial People's Council and agencies and organizations to implement Conclusion No. 153-KL/TW, dated May 16, 2025 of the Politburo.
Although there are some difficulties and problems in the implementation process, Nghe An province will focus on overcoming them and resolutely completing the tasks according to the Central's schedule.
Proactively deploy, ensure progress, avoid delays or omissions in tasks
Concluding the working session, Comrade Nguyen Trong Nghia - Politburo member, Secretary of the Party Central Committee, Head of the Central Propaganda and Mass Mobilization Commission highly appreciated the proactive spirit, efforts, endeavors and responsibility of the head of the Provincial Party Committee, the Standing Committee, the Standing Committee of the Provincial Party Committee, agencies, units and localities of the three provinces: Thanh Hoa, Nghe An and Ha Tinh in thoroughly grasping and effectively implementing the Resolution of the 11th Central Conference and the conclusions of the Politburo, the Secretariat and the Central Steering Committees, thereby creating high unity within the Party and the political system, consensus among the people to effectively implement the Resolution of the 11th Central Conference.
Emphasizing a number of key tasks in the coming time, Head of the Central Propaganda and Mass Mobilization Commission Nguyen Trong Nghia requested the Standing Committees and Standing Committees of the Provincial Party Committees of the three provinces: Thanh Hoa, Nghe An, and Ha Tinh to continue to seriously implement the conclusions of the Politburo with a spirit of urgency and proactiveness, ensuring progress, not to delay, not to miss any work.

In particular, political and ideological work, unity within the Party and consensus of the people as well as the exemplary role of the leader and cadre work are very important. Inspection and supervision work must be carried out seriously so that there are no mistakes in the organization and implementation process. Propaganda and mobilization must be carried out in conjunction with organizational work, in conjunction with urging, inspection and supervision, and whatever needs to be corrected must be corrected immediately.
Comrade Nguyen Trong Nghia suggested that the three provinces continue to do a good job of thoroughly disseminating, educating, and propagating widely, promptly, regularly, and synchronously using many methods to create solidarity, consensus, and high unity among cadres, party members, and people of all walks of life.
Particularly for Nghe An, it is necessary to continue to seriously and effectively implement the conclusions and directions of General Secretary To Lam during his visit and work with the Standing Committee of Nghe An Provincial Party Committee on May 15, 2025.

The three provinces need to focus on comprehensive leadership and direction to successfully organize party congresses at all levels, especially the Provincial Party Congress for the 2025-2030 term. In particular, special attention should be paid to two core stages: document drafting and personnel preparation.
In addition, the four key resolutions issued by the Politburo will be well implemented. In the near future, the Politburo will issue two new resolutions on health care for the people and education and training development to create a unified whole in thinking and strategic action for the country's development into a new era.
Head of the Central Propaganda and Mass Mobilization Commission Nguyen Trong Nghia suggested that the three provinces: Thanh Hoa, Nghe An, and Ha Tinh develop a personnel plan for the newly established provincial and commune-level Party Committees in accordance with the direction of the Central Committee, the Politburo, the Secretariat, and General Secretary To Lam, which is: "Must calculate synchronously and interconnectedly between all four stages: Arranging cadres after the merger - Personnel for provincial and commune-level congresses - Personnel for the 14th Congress - Personnel for the election of the National Assembly and People's Councils at all levels".

At the same time, continue to do a good job of grasping the situation, promptly detecting and handling complex issues that arise; do a good job of orienting ideology, public opinion, and protecting internal politics; effectively combat and refute distorted, erroneous, and hostile arguments, ensuring internal solidarity and unity.
Review and complete plans for the arrangement and use of headquarters of agencies at all levels to ensure that they meet requirements and prevent loss or waste of assets. Focus on leadership to thoroughly resolve problems, bottlenecks, and difficulties before operating under the new model, ensuring stability to achieve economic growth targets.
Pay attention to preparing the direction for the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term in accordance with Conclusion No. 153-KL/TW dated May 16, 2025 of the Politburo.
